Cặp phóng viên điều tra Richard Baker và Nick McKenzie hai năm trước đã công bố loạt bài trên báo Úc The Age, đưa đến việc cảnh sát Úc điều tra công ty in tiền Securency.

Securency đang bị Úc điều tra quanh cáo buộc hối lộ quan chức Việt Nam, Indonesia và Malaysia để đổi lấy các hợp đồng in tiền cho các ngân hàng tại các nước này.

Trong bài mới nhất ngày hôm nay, họ cáo buộc đại diện của Austrade ở Hà Nội, Elizabeth Masamune, đã biết về mối liên hệ giữa Securency và người môi giới tại Việt Nam, Đại tá Lương Ngọc Anh ngay từ năm 2001.

Họ đặt câu hỏi liệu bà Masamune có biết việc Securency trả tiền cho ông Ngọc Anh - điều có thể vi phạm luật chống hối lộ của Úc - hay không?

Điều tra của hai phóng viên tờ The Age nói rằng ngay từ năm 2001, Securency nói với bà Elizabeth Masamune rằng công ty của ông Lương Ngọc Anh, một đại tá công an, sẽ là "hộp thư" giữa Securency (thuộc Ngân hàng Quốc gia Úc) và Ngân hàng Trung ương Việt Nam.

Bà Masamune bị nói là làm việc thân thiết với Đại tá Ngọc Anh, người mà tháng Bảy năm nay bị Cảnh sát Liên bang Úc cáo buộc đã nhận tối đa 20 triệu đôla Úc trong các khoản tiền bị nghi là hối lộ của Securency.

Dùng đến Luật Tự do Thông tin, báo The Age nói họ có các văn bản cho thấy bà Masamune, hiện nay là Tổng giám đốc thị trường Đông Á của Austrade, đã biết từ 2001 là Securency có những thỏa thuận tiền bạc với ông Ngọc Anh.

Theo The Age, không ai trong Austrade khuyến cáo Securency rằng công ty có thể đang làm việc phi pháp khi trả tiền cho Đại tá Ngọc Anh và công ty CFTD của ông này.

The Age cáo buộc: "Austrade còn chủ động khuyến khích Securency làm việc với họ."

"Các tài liệu nội bộ của Austrade cho thấy các viên chức thương mại cao cấp biết liên hệ của Đại tá Lương với Bộ Công an Việt Nam ngay từ 1998."

"Vào năm 2007 và 2008, Austrade cảnh báo Ngân hàng Dự trữ Úc và Securency rằng Đại tá Lương là viên chức cao cấp trong ngành tình báo và an ninh Việt Nam."

[B][COLOR="#0000CD"]Visa 'siêu nhanh'[/COLOR][/B]

The Age nói họ có trong tay email trao đổi giữa bà Masamune và cựu giám đốc của Securency, Cliff Gerathy.

Tháng Giêng 2001, theo tờ báo, bà Masamune nói với ông Gerathy rằng bà "sẽ liên lạc với Anh [Đại tá Ngọc Anh] và bàn tiếp về những lá thư mà anh ta cần viết gửi ông liên quan những vấn đề tài chính khác."

Hai tháng sau, ông Gerathy gửi email cho bà Masamune nói: "Trong trường hợp Việt Nam, chúng tôi đang làm nhiều hơn so với ở bất kỳ nước nào khác, đặc biệt là về cam kết tài chính, mà chúng tôi xem là sự đầu tư."

Bà Masamune cũng được gửi cho xem các email về kế hoạch của Đại tá Ngọc Anh đi Úc tháng Ba 2001 để "thảo luận và ký văn bản bổ sung về việc ủy nhiệm cho CFTD".

Theo tờ báo, bà Masamune nói với ông Gerathy rằng bà sẽ vận động Bộ Di trú để cấp visa "siêu nhanh" cho ông Ngọc Anh.

The Age cáo buộc bà Masamune cũng liên quan một kế hoạch đưa các quan chức Ngân hàng Trung ương Việt Nam đi châu Âu, do Securency đài thọ. The Age nói những chuyến đi như thế "có thể vi phạm luật chống hối lộ của Úc".

Tờ báo Úc cho biết cảnh sát đã thẩm vấn bà Masamune và nhiều viên chức của Austrade, nhưng chưa buộc tội ai.

The Age cho biết nhiều văn bản về công việc của bà Masamune ở Việt Nam, mặc dù được gửi cho The Age, nhưng đã được đục bỏ bớt vì Securency nói việc tiết lộ đầy đủ sẽ tiết lộ "bí mật thương mại".

Austrade cũng đục bỏ nhiều chỗ trong các văn bản, nói rằng sự tiết lộ đầy đủ có thể gây hại cho quan hệ của họ với Việt Nam.

Trong thư trả lời The Age, Cơ quan Xúc tiến Thương mại Úc (Austrade) nói cảnh sát liên bang Úc (AFP) "khuyên Austrade rằng những việc liên quan cuộc điều tra cần được chuyển lại cho AFP".

Thư nói: "Các vấn đề này lại liên quan cuộc điều tra của AFP và việc truy tố đang diễn ra trước tòa. Vì thế, Austrade không thể bình luận vì chúng tôi không muốn gây thành kiến hay ảnh hưởng đến vụ việc."

"Chúng tôi có thể nói Austrade đã hợp tác đầy đủ với cuộc điều tra. AFP thừa nhận Austrade mạnh mẽ ủng hộ cuộc điều tra."

"Không có cáo buộc sai trái nào chống lại Austrade và không nhân viên nào của Austrade đã bị khởi tố liên quan cuộc điều tra hối lộ của AFP."

Theo báo The Age, chính phủ Úc "liên tục ngăn trở cố gắng việc nỗ lực có một cuộc điều tra độc lập về các thỏa thuận sai trái của cơ quan thuộc Ngân hàng Dự trữ Úc và vai trò của Austrade kể từ khi The Age lần đầu tiên công khai những lo ngại hối lộ vào tháng Năm 2009".

Tại Việt Nam, tuần này, truyền thông nhà nước nói Thủ tướng Nguyễn Tấn Dũng "giao Bộ Công an chủ trì thu thập thông tin, làm rõ và xử lý dứt điểm vụ cung cấp chất nền in tiền polymer".

THE Reserve Bank bribery scandal has spread to the Australian government's overseas trade agency, with documents revealing Austrade officials met with a notorious Indian arms dealer and knew of [B]payments to a Vietnamese spy chief[/B] to secure contracts for printing banknotes.

Austrade documents obtained by The Age raise serious questions about whether some of its top officials knew about the alleged multimillion-dollar bribes being paid by RBA subsidiaries Securency and Note Printing Australia across Asia.

The documents show:

■[B] Austrade's senior trade envoy in Vietnam, Elizabeth Masamune, was told by Securency in 2001 that a firm controlled by Anh Ngoc Luong- a colonel in Vietnam's Ministry of Public Security - would act as a ''post box'' between the RBA firm and Vietnam's central bank. Ms Masamune worked closely with Colonel Luong, who the Australian Federal Police alleged in July had received up to $20 million in suspected bribes from Securency.[/B]

■ Austrade's regional director for south-east Asia, David Twine, met Indian arms dealer Vipin Khanna in May 2007 to discuss work for Securency. The meeting took place after Mr Khanna's passport was seized by Indian police, which followed the revelation that he had benefited from corrupt oil deals with Saddam Hussein and was raided by police investigating corrupt arms deals.

■ A secret deal in May 2007 was arranged by Mr Twine for Austrade to perform due diligence services on Securency's foreign agents and to "provide a watching brief on specific organisations important to Securency (such as agents, customer governments and other 'influencers')''.

A confidential Austrade memo says both special ''assignments'' would be recorded in a ''discrete agreement'' and not documented in its official contract with Securency.

The Age has learnt that Mr Twine left Austrade in October after his position was abolished in a restructure. He had been on Austrade's executive management committee for several years.

In a statement issued last night, Austrade said it was unable to answer specific questions because of the ongoing police investigation into Securency and court cases.

''We can say that Austrade has fully co-operated with the investigation … there are no allegations of impropriety against Austrade and no Austrade employee has been charged in relation to the AFP bribery investigation,'' Austrade said.

Austrade assisted Securency International and NPA in 49 countries between 1996 and 2009. Two former senior trade commissioners, Paul Martins and Gustavo Ascenzo, joined Securency as sales executives. Mr Martins later returned to Austrade.

The federal government has repeatedly blocked moves for an independent inquiry into corrupt dealings by the RBA subsidiaries and Austrade's role since The Age first exposed bribery concerns in May 2009.

[B]Documents released under the Freedom of Information Act show Ms Masamune, now Austrade's general manager for east Asian markets, knew in 2001 that Securency had financial dealings with Colonel Luong, who had been hired to help persuade Vietnam's central bank to switch its banknote issue from paper to plastic supplied by the RBA firm.[/B]

[B]Despite Australia introducing foreign bribery laws in 1999 to ban payments to foreign officials, no one in Austrade warned Securency that it might be acting illegally by paying Colonel Luong and his firm, CFTD. Instead, Austrade actively encouraged Securency to work with them[/B].

[B]Internal Austrade documents indicate senior trade officials knew of Colonel Luong's links to Vietnam's Ministry of Public Security as early as 1998. In 2007 and 2008, Austrade warned the RBA and Securency that Colonel Luong was a senior officer in the intelligence and security agency.[/B]

[B]The financial aspect of Securency's dealings in Vietnam is referred to in emails between Ms Masamune and former banknote executive Cliff Gerathy. In January 2001, Ms Masamune told Gerathy she would ''stay in touch with Anh [Colonel Luong] and follow up on the letters he needs to write to you regarding other financial issues''.[/B]

[B]Two months later, Gerathy sent an email to Ms Masamune stating: ''In the case of Vietnam, we are doing more than we have for any other country, especially in terms of financial commitment, which we are regarding as an investment.''[/B]

[B]Ms Masamune was also copied in on emails that outlined Colonel Luong's March 2001 plan to travel to Australia for ''discussion and signing amendment concerning the commission of CFTD''. Ms Masamune told Gerathy she would lobby the Immigration Department to issue Colonel Luong with a ''super-quick'' visa.[/B]

[B]Documents also show Ms Masamune was involved in a plan for senior Vietnam central bank officials to go on a European trip funded by Securency. Such trips may be in breach of Australia's anti-bribery laws.[/B]

Police have questioned Ms Masamune and several other Austrade officials over their dealings with the RBA firms, but have not charged anyone from the trade agency with offences.

Securency and NPA, along with nine former executives including Gerathy, have been charged with [B]bribing officials in Vietnam[/B], Malaysia, Indonesia and Nepal in order to win banknote supply contracts.

In the case of Mr Twine, he emailed Securency executives and senior Department of Foreign Affairs and Trade officers an account of his May 2007 meeting with Mr Khanna and also attached a letter from the arms dealer.

Mr Khanna's Delhi company had been Securency's agent in India until mid-2006 when the Khanna family were exposed as benefiting from the Iraqi oil-for-food scandal.

Austrade did not release Mr Khanna's eight-page letter to Securency, and s[B]everal documents related to Ms Masamune's work in Vietnam[/B] were redacted after Securency complained their full disclosure would reveal its ''trade secrets''.

[B]Austrade redacted other documents, arguing their full disclosure could damage its relationship with Vietnam.[/B]

[B][COLOR="#B22222"]Questions we put to Austrade
[/COLOR][/B]
1.Does Austrade believe it appropriate for a senior officer such as David Twine to be meeting with notoriously corrupt Indian arms dealer Vipin Khanna to discuss Securency's business prospects in India, especially after after Mr Khanna had just had his passport seized by Indian authorities and had been implicated in the UN Oil for Food scandal?

[B] 2. Did Elizabeth Masamune know Anh Ngoc Luong, Securency's agent in Vietnam, was a member of Vietnam's Ministry of Public Security?
[/B]
[B] 3. Did Ms Masamune realise Securency was paying commissions to Luong and his company CFTD? If she did, how did she not realise this may be against Australia's anti-bribery laws?[/B]

[B] 4. Did Ms Masamune consider it appropriate to help facilitate Securency-funded travel for Vietnamese officials when Australia's anti-bribery laws suggested such benefits may be illegal?[/B]

5. Does Austrade believe it appropriate for Mr Twine to be in contact with Securency executives, such as Cliff Gerathy, on December 30 2009, when he was well aware they were under police investigation for bribery?

[B] 6. Was Ms Masamune aware that Securency, through Luong, were paying bribes to Vietnamese central bank officials and providing gifts to senior officers such as Madam Phung?[/B]

7. Has Austrade put in place any fresh policies or advice to staff in the wake of the RBA bribery affair? If so, what?

8. Can Austrade explain the 2007 agreement with Securency to keep a "watching brief'" on organisations and people important to the company? What does this mean and why was it not included in the broad Global Service Agreement?

[B][COLOR="#B22222"] Austrade's response[/COLOR][/B]

The Australian Federal Police (AFP) has advised Austrade that matters relating to this investigation should be referred to the AFP.

These issues relate to an investigation by the AFP and prosecution which is currently before the Courts. It would therefore not be appropriate for Austrade to make any comment about these matters as we would not wish to prejudice or otherwise affect this case in any way.

We can say that Austrade has fully co-operated with the investigation. The AFP has acknowledged that Austrade has strongly supported the investigation.

There are no allegations of impropriety against Austrade and no Austrade employee has been charged in relation to the AFP bribery investigation.

Hồ sơ cho biết vào năm 2001 một quan chức cao cấp của Austrade tại Việt Nam khi đó là bà Elizabeth Masamune không những đã được công ty Securency thông báo rằng một công ty VN là CFTD đứng ra làm “giao liên” giữa Securency của RBA và Ngân hàng Nhà nước VN, mà bà còn có mối quan hệ làm việc chặt chẽ với vị Tổng Giám Đốc của CFTD. Đây là một công ty của Bộ Công An VN, do Đại tá Lương Ngọc Anh làm Tổng Giám Đốc. Trước đây Cảnh sát Liên bang Úc đã nêu đích danh chính Đại tá Lương Ngọc Anh là kẻ môi giới, đã nhận số tiền hối lộ của Securency lên đến 20 triệu đô la để giúp thuyết phục Ngân hàng Nhà nước Việt Nam chuyển đổi tiền giấy sang tiền nhựa Polymer và các hợp đồng in tiền sau đó.

Bộ hồ sơ được phép phổ biến theo Đạo luật về Quyền Tự do Thông tin (Freedom of Information Act), cho thấy các quan chức cao cấp của Austrade, mà điển hình là bà Elizabeth Masamune đã có nhiều cuộc gặp gỡ mật thiết và làm việc với các quan chức của Ngân hàng Nhà nước Việt Nam và bản thân Đại tá Lương Ngọc Anh.

Trong một điện thư đề ngày 14/01/2001 gởi cho Cliff Gerathy là cựu Tổng quản Thương Mại của Securency (và cũng là viên chức cao cấp thứ 8 bị cảnh sát liên bang Úc tạm giữ để điều tra), bà Elizabeth Masamune cho biết vừa mới gặp gỡ bà “Phó Thống đốc” vào ngày hôm trước thì hôm sau và bà ta đã ký duyệt, chấp thuận cho phép in tiền ngay (mặc dù tên tuổi trong Điện thư đã được bôi xóa để bảo mật, nhưng người ta có thể đoán ra đó là bà Nguyễn Thị Kim Phụng, là phó Thống đốc NHNNVN khi đó). Cũng trong bức điện thư này, bà Elizabeth Masamune cho biết “sẽ giữ liên lạc và tiếp tục làm việc với Anh (Lương Ngọc Anh) về nội dung lá thư đề cập đến các vấn đề tiền bạc,...”.

Để sắp xếp cho chuyến đi đến Úc của Lương Ngọc Anh vào cuối tháng 3 năm 2001, trong một bức điện thư của bà Elizabeth gởi cho Cliff Gerathy đề ngày 13/03/2001, có đoạn viết: “...Anh (Lương Ngọc Anh) sẽ phải cần đến Chiếu Khán hỏa tốc. Chúng tôi sẽ làm hết mình để yêu cầu bên Di trú cấp ngay,... và cũng sẽ thuyết phục họ cấp cho anh ta loại chiếu khán nhập cảnh nhiều lần“.

Trong bức điện thư hồi âm cho bà Elizabeth trong cùng ngày, ông Cliff Gerathy đã minh xác lập trường làm ăn của Securency như sau: “Đối với trường hợp của Việt Nam, chúng tôi đã xác định là ưu tiên hơn các nước khác, nhất là trong vấn đề chung chi, mà chúng tôi xem đó là một sự đầu tư”.

Trước đó một ngày, trong bức điện thư ngày 12/03/2001 của CFTD gởi cho bà Elizabeth từ địa chỉ [email]cftd-cons@hn.vnn.vn[/email], Đỗ Minh Thông đã đề cập một số nội dung làm việc trong chuyến đi Úc của Lương Ngọc Anh, trong đó có nhấn mạnh đến việc thương thảo và chấp thuận phần huê hồng của CFTD. Bức điện thư này cũng được sao gởi cho Lương Ngọc Anh qua địa chỉ [email]lngocanh@hn.vnn.vn[/email]

Việc điều tra sự dính líu của các quan chức Austrade trong vụ tham nhũng RBA là diễn tiến mới nhất tiếp theo sau vụ bắt giữ 8 viên chức cao cấp của hai công ty Securency và công ty in tiền NPA để phục vụ cuộc điều tra vừa qua.

Được biết Cơ quan Austrade đã giúp công ty Securency trong nhiều thương vụ với 49 quốc gia trên thế giới.

Mặc dầu các dân biểu của Đảng Xanh và phe đối lập đã nhiều lần lên tiếng ở quốc hội, kêu gọi thành lập một ủy ban để điều tra tường tận vụ tham nhũng RBA nhưng chính phủ Lao động đã nhiều lần bác bỏ ý tưởng này vì vấn đề “tế nhị”.

Cho đến nay vẫn còn nhiều hồ sơ liên quan đến các quan chức Việt Nam dính líu trong vụ này chưa được công bố, nhất là các công điện, điện thư trao đổi giữa bà Elizabeth Masamune và các quan chức Việt Nam. Những hồ sơ đã được công bố chỉ là bề nổi bên ngoài, mà trong đó tên tuổi của các quan chức Việt Nam được “cẩn thận” bôi đen.

Đơn giản bởi lẻ, đó là “Hồ sơ mật”!
