That has led some politicians and businesses there to describe the threat of high-impact financial sanctions against Moscow as the economic equivalent of the danger of nuclear weapons during the Cold War.
The stakes are significant for the continent, where retail, industrial and service economies are still vulnerable after years of recession. Additionally, billions of dollars in foreign investment in Russia could be at risk if Russia chooses to retaliate against Western sanctions.
