Sau một cuộc họp khẩn cấp của các Ngoại trưởng EU về t́nh h́nh tại Libya, ông William Hague đă phát biểu: "Tôi không có thông tin rằng ông Gaddafi có ở Venezuela hay không nhưng tôi thấy có một vài thông tin cho rằng ông ấy đang trên đường tới đó"
Các quan chức Anh nhấn mạnh ư của ông Hague rằng "thông tin trên chưa được xác nhận nhưng đă xuất hiện trên các mặt báo". "Đó là một thông tin đáng tin cậy", một nhà ngoại giao Anh nhận định.
Trước đó, ngày 19/8, kênh Mosaique FM thuộc đài phát thanh Tunisia khẳng định một chiếc máy bay Venezuela đă hạ cánh trên đảo Djerba của nước này để đón các thân nhân nhà lăo đạo Libya. Đài phát thanh này cũng dẫn thông tin từ lực lượng phiến quân rằng người nhà ông Gaddafi sẽ rời Tunisia để tới thủ đô Caracas của Venezuela.
Tuy nhiên, phát ngôn viên Bộ Nội vụ Tunisia đă bác bỏ thông tin trên và cho biết không có bất kỳ thành viên nào trong gia đ́nh Gaddafi tới Tunisia trong năm 2011.
Bên cạnh đó, chính phủ Venezuela cũng phủ nhận việc Đại tá Gaddafi đă bay sang đất nước tại Nam Mỹ do Tổng thống Hugo Chavez lănh đạo.
Một quan chức Venezuela cho rằng thông tin nhà lănh đạo Libya lưu vong tới quốc gia dầu mỏ này là một "tin đồn không có cơ sở".
Đêm qua, phiến quân đă mở cuộc tấn công vào Tripoli, dinh lũy cuối cùng của Gaddafi. Nhiều người dân ở Tripoli đă nghe thấy tiếng súng và âm thanh của các vụ nổ trong toàn thành phố. Tuy nhiên, tới lúc này, t́nh h́nh bên trong Tripoli vẫn chưa được xác định rơ ràng.

Hôm nay, 21/08/2011, phát ngôn viên phe nổi dậy, ông Ahmed Jibril cho AFP biết chiều tối hôm qua đă bắt đầu chiến dịch nhằm bao vây Mouammar Kadhafi cho đến khi bắt được ông hoặc là ông chấp nhận ra đi.
Chạm súng giữa quân nổi dậy và lực lượng ủng hộ Kadhafi diễn ra tại nhiều khu phố trong thủ đô từ tối qua đến khoảng 4h30 sáng nay, đặc biệt là ở ngoại ô phía đông. Kế đó, vào lúc 4h, tức 2h00 GMT, xảy ra ít nhất bốn vụ nổ lớn, mà theo một số nguồn tin là do phi cơ của NATO ném bom.
Tuy nhiên, phát ngôn viên chính phủ khẳng định đó chỉ là một số va chạm nhỏ kéo dài chừng nửa giờ và lực lượng chính phủ đă kiểm soát được t́nh h́nh.
Ngay tối qua, hàng ngàn người tại Benghazi xuống đường ăn mừng suốt đêm qua. Tại Sabratah, cách Tripoli 50km về phía tây, người dân cũng xuống đường bày tỏ niềm vui mừng khi được biết rằng chế độ Kadhafi sắp chấm dứt.
Trong khi đó, sáng sớm nay, trên đài truyền h́nh quốc gia, lănh đạo Libya đă kêu gọi người ủng hộ đi bộ để giải phóng các thành phố bị phe nổi dậy tàn phá. Theo Kadhafi, phe nổi dậy là những tên phản bội, phục vụ cho tổng thống pháp Nicolas Sarkozy, đang muốn chiếm dầu lửa của Libya.
Cũng sáng sớm nay, trong một bài phát biểu trên truyền h́nh, Seif al-Islam Kadhafi, một trong số con trai lănh đạo Libya, khẳng định rằng chính quyền Tripoli nhất định không bỏ cuộc. Tuy nhiên, Seif al-Islam cũng khẳng định sẵn sàng ngồi vào bàn đàm phán.

Chế Độ Gaddafi Đă Cáo Chung!
Bây giờ là 8:00PM (giờ California), một bản tin mới nhất của AP cho biết chế độ tàn bạo kéo dài 42 năm của Gaddafi đă hoàn toàn sụp đổ. Hiện phe cách mạng dân chủ đang ăn mừng (celebrating) tại công trường xanh của thủ đô Tripoli cùng với dân địa phương.
Mỹ và Tây Âu đă nh́n thấy trước ngày tàn của chế độ Gaddafi vài tuần trước, nên đă chuẩn bị cho những bước tiến kế tiếp nhằm triệt hạ tên Bashar Assad của Syria bằng cách lên tiếng đ̣i hỏi hắn hoặc phải từ chức hoặc phải ra đi và phong toả trước tài sản của hắn tại Mỹ, một hành động giống y như những ǵ đă xảy ra đối với Gaddafi, khi cuộc cách mạng hoa lài lan tràn đến Libya từ Tusinia. Đều này cho thấy bọn Tàu khựa, Bắc Hàn, CSVN và Iran đă chịu bó tay trong việc giúp Gaddafi giữ vững chế độ trong một thời gian dài như vậy.
Từ giờ phút này, Mỹ và các nước đồng minh Tây Âu chỉ giúp phe cách mạng dân chủ Libya lập lại trật tự xă hội và tiếp thu chính quyền, trong khi họ hoàn toàn rảnh tay để dồn mọi nỗ lực vào việc triệt hạ Assad tại Syria. Khi Iran sụp đổ, chế độ độc tài tàn bạo CSVN cũng sẽ nhanh chóng sụp đổ, rất có thể ngay sau đó, v́ Iran là chỗ dựa cho CSVN sau bọn Tàu khựa. Khi "con rắn" ở Iran bị chặt đầu, th́ Communist China sẽ là mục tiêu sau cùng bị Mỹ và khối Tây Âu triệt hạ, hay ít nhất là bị chia cắt thành nhiều nước nhỏ. Sáng nay, tôi dành hơn 3 tiếng đồng hồ viết về thời hậu Gaddafi (post-Gaddafi era), nhưng khi tôi bấm nút "Submit Reply" th́ một error message popped up, saying "This website doesn't accept any new post." Tôi tức ḿnh quá nên "tắt đèn làm lại" bằng cách sao y nguyên con bản tin dưới đây để bà con phân tích hoặc nhận định:
"ROME (AP) — World leaders said Monday the end is near for Moammar Gadhafi's regime and began planning for Libya's future without the man who has held power there for 42 years.
Leaders across Europe welcomed the rebels' dramatic advances in the Libyan capital, Tripoli, after six months of fighting, and urged Gadhafi to surrender and avoid a bloodbath. Hundreds of Libyans living abroad celebrated in the streets, taking over embassies, burning images of the Libyan strongman and hoisting rebel flags.
Though Gadhafi's whereabouts were not known, leaders were already setting the stage for new leadership. Britain said its frozen Libyan assets would soon be released to help the country's rebels establish order; France announced plans for an international meeting next week; and Italy sent a team to the rebels' base of Benghazi to help plan reconstruction and the restoration of oil and natural gas production.
"The time is up. There is no alternative to surrendering and handing himself in to justice," Italian Foreign Minister Franco Frattini said of Gadhafi on Monday.
"His regime is falling apart and in full retreat. Gadhafi must stop fighting, without conditions," British Prime Minister David Cameron said in London. He vowed that Britain and others would now assist Libya's "effective transition to a free, democratic and inclusive" nation.
Cameron said British diplomats would move from Benghazi in the east to Tripoli as soon as it was safe to do so. Crucially, he announced that Britain, which has frozen about 12 billion pounds (US$20 billion) of Libyan assets, will soon release the funds.
Germany announced similar plans once the regime is gone. Foreign Minister Guido Westerwelle said that just over euro7 billion ($10.1 billion) is frozen in Germany and that the money could be used to help rebuild Libya. "The Libyan people are entitled to this money," he said.
France said the "contact group" of international powers involved in stabilizing Libya would meet next week in Paris. French President Nicolas Sarkozy invited Libya's opposition leader to come to Paris for the talks, his office said.
France and Britain, backed by the United States, have spearheaded the NATO-led air campaign that began months ago under a U.N. Security Council resolution calling for the protection of civilians.
In Brussels, the European Union vowed in a statement to "keep supporting the country in its democratic transition and economic reconstruction, based on social justice, inclusiveness and territorial integrity." The EU has given euro150 million ($215 million) in humanitarian aid to Libya during the civil war, and in May, EU foreign affairs chief Catherine Ashton extended de-facto recognition to the rebels' council by opening a diplomatic office in Benghazi.
Jordan, a strong Arab ally of the U.S. and one of the first countries to recognize the rebels' council as the legitimate representative of the Libyan people, said any transition should lay the foundations for a "new democratic regime." Jordan's top diplomat Nasser Judeh said his country "hopes for a swift and peaceful transition of power," according to the official Petra news agency.
But leaders also cautioned against the risk of escalating violence as a desperate Gadhafi might try to cling to power. Instead, they said, Gadhafi should face justice and turn himself in to the International Criminal Court.
The court has indicted Gadhafi on charges of crime against humanity, along with one of his sons, Seif al-Islam Gadhafi, and Libya's intelligence chief. Seif Gadhafi has been arrested by rebel forces, while another one of Gadhafi's sons is under house arrest.
"There's a great risk that the violence will escalate," Swedish Prime Minister Fredrik Reinfeldt told Swedish news agency TT. "It's a very dangerous situation with various militia groups of young, angry men on the loose and armed with weapons. It would be best if the regime simply surrenders and we get a cease-fire and rid of the weapons."
Prime Minister Silvio Berlusconi of Italy — once Libya's colonial ruler, then a strong Gadhafi ally and finally a somewhat reluctant participant in the NATO operation — urged the rebels "to abstain from any violence."
Frattini said there was no longer room for mediation, including allowing Gadhafi to go into exile or remain in Libya but relinquish power, as had been suggested at various points as diplomats sought ways to get out of what appeared to be a military stalemate.
South Africa — which has criticized the NATO bombing and led failed African Union efforts to mediate between the rebels and Gadhafi — insisted it had sent no planes to Libya to evacuate Gadhafi. It said it had received no request from him for asylum, and was involved in no efforts to extricate him.
"I'm quite amazed that there's even an insinuation that we are facilitating evacuation of anyone," said Foreign Minister Maite Nkoana-Mashabane. She said that "for sure, he will not ask to come here" and noted that South Africa is an International Criminal Court member — suggesting that South Africa would have to arrest Gadhafi if he arrived there.
The government of Malta, a tiny Mediterranean island close to north Africa, has also denied reports that Gadhafi is headed there.
On Sunday, U.S. President Barack Obama urged Gadhafi to accept reality and relinquish power. "The surest way for the bloodshed to end is simple: Moammar Gadhafi and his regime need to recognize that their rule has come to an end," the president said.
Outside of the country, Libyan expatriates celebrated what they felt was already the end of the regime.
In Ankara, the Turkish capital, dozens of Libyans flocked to the embassy to celebrate the rebels' seizing much of Tripoli. They removed the Gadhafi regime's green flag from a mast and replaced it with the rebels' tricolor one.
Dozens of Libyans living in Greece entered the Libyan embassy, consulate and school buildings in Athens, draping a large rebel flag from the balconies of the school, and also throwing hundreds of posters of Gadhafi into the consulate courtyard and ripping them up. Similar scenes occurred in Bosnia and in Malta.
