[COLOR="#A52A2A"]Kính thưa tất cả các thành viên của Cộng Đồng Người Việt Tự Do trên toàn nước Úc. Trước nhất, Viện Bảo Tàng kính chúc quý vị một năm mới vui khỏe và may mắn.[/COLOR]

Như quý vị đã biết, chúng ta đang tiếp tục làm việc cật lực cho Công trình xây dựng Viện Bảo Tàng (VBT) để ghi lại cuộc hành trình tìm tự do và công cuộc định cư thành công của người Việt tại Úc. Với sự tài trợ của Chính phủ Liên bang, Tiểu bang và cộng thêm kết quả của các hoạt động gây quỹ, chúng ta đang trong giai đoạn tuyển chọn một Công ty xây cất để có thể tiến hành công việc xây dựng vào những tháng tới đây. Chúng tôi cũng đang tích cực làm việc với Hội đồng thành phố Maribyrnong để đáp ứng nhiều điều kiện trong Hợp đồng mua bán đất nơi VBT sẽ được xây dựng. Chúng tôi đang thực hiện các điều kiện này để hoàn tất việc mua đất từ Hội đồng thành phố Maribyrnong vào đầu năm 2023.

Thật đáng tiếc, Ban Chấp Hành Cộng Đồng Người Việt Tự Do Tiểu Bang Victoria (BCH CĐNVTD Vic) qua Luật sư Nguyễn Tấn Hải đã nộp đơn ngăn chận (caveat) trên mảnh đất này. Việc làm này có chủ ý nhằm cản trở và trì hoãn Hội đồng thành phố bán đất cho VBT đồng thời cản trở và trì hoãn tiến trình xây dựng VBT. Các cố vấn Luật pháp của VBT cho biết đơn ngăn chận (caveat) không có lý do chính đáng. Chúng tôi đã liên lạc với HĐTP để họ yêu cầu BCH CĐNVTD Vic xóa bỏ đơn ngăn chận đó.

Ngoài ra BCH CĐNVTD Vic cũng đã thông báo với VBT là họ đang xúc tiến việc thành lập Uỷ ban tái xét VBT nhưng đã không tham khảo với VBT. VBT không tin rằng có bất kỳ lý do chính đáng nào cho việc tái xét công trình xây dựng Bảo tàng và BCH CĐNVTD Vic cũng không đưa ra lý do chính đáng cho việc tái xét đó. Vì không có lý do chính đáng được đưa ra, cũng như không có cuộc thảo luận nào liên quan đến quy trình tái xét, VBT đã quyết định không dự vào quy trình tái xét này.

Mục đích và nhiệm vụ duy nhất của chúng ta là hoàn thành việc xây dựng VBT để các thế hệ tương lai của CĐNVTD tại Úc châu cũng như những nơi khác có thể biết và hiểu được những câu chuyện thương tâm cũng như lòng dũng cảm của người Việt trên bước đường tìm tự do và những đóng góp không ngừng của họ cho nước Úc.

Những hành động phiền nhiễu nêu trên sẽ không làm cho chúng ta nãn chí trong việc hoàn tất Công trình xây dựng quan trọng này.

Dear community member,

[B][COLOR="#A52A2A"]Happy new year to everyone from the VMA![/COLOR][/B]

As you know we are continuing to work hard on the Vietnamese Museum Australia project which will tell the story of the Vietnamese Community’s flight to freedom and successful settlement in Australia. The funding we have received from the Federal and State Governments, plus fundraising activities, will mean we can appoint a builder to start construction in the coming months. We are also proactively working with the Maribyrnong City Council to satisfy the numerous conditions to settlement of the Contract of Sale of land where the museum will be built. We expect to be in a position to satisfy the outstanding conditions and proceed to settlement of the purchase of the land from Maribyrnong City Council in early 2023.

However, unfortunately the VCA-Vic Executive Committee, through their lawyer Mr Nguyen Tan Hai, has placed a caveat on this land. This is a legal move intentionally designed to obstruct and delay the Council completing the sale of land to the VMA, and to obstruct and delay the progress of the Museum project.
Our legal advice is there is no justification for the caveat and we have advised the Council to seek to have it removed.

Also, without consulting the VMA, the VCA-Vic Executive Committee has informed us it is conducting a ‘review’ of the VMA. The VMA does not believe there is any justification for a review of the Museum project, and the VCA-Vic Executive Committee has not provided a justification for such a review. As there has not been any reason provided, nor discussion regarding the process, the VMA has decided not to become involved in this process.

Our sole intention and mission is to continue to build a Museum that will inform future generations of the Vietnamese Australian community, and the broader community, the inspirational story of the Vietnamese people’s journey to Australia and its ongoing contributions to Australia. The distractions listed above will not take our focus away from the task of completing this vital project.

On Friday 28 October, the Victorian Government announced additional funding for the construction of the Vietnamese Museum Australia in Footscray.

The Minister for Multicultural Affairs, the Hon. Ros Spence MP, Vietnamese Museum Australia members, volunteers and the community were at the site location of the soon to be constructed museum with a further $2.3 million of additional funding secured.

[B]This adds to the $4.45 million already committed by the Victorian Government, bringing the total investment to $6.75 million.[/B]

We are proud of the ongoing partnerships between the Victorian government and the Vietnamese community, and all governments across the country. It just goes to show, how far we have come as a community and how united we all are for this project to succeed.

Chính phủ Tiểu bang Victoria vừa công bố hỗ trợ thêm về tài chánh cho việc xây dựng Viện Bảo Tàng tại Footscray.

Trước sự hiện diện các vị Dân cử tại Tiểu bang Victoria, Lãnh đạo và đại diện các Tôn giáo, các Hội đoàn, Đồng hương và Tình nguyện viên của Viện Bảo tàng, Bà Ros Spence, Bộ trưởng Đa văn hoá sự vụ Tiểu bang Victoria đã công bố hỗ trợ 2 triệu 300 ngàn ($2,300,000) thêm vào số tiền 4 triệu 450 ngàn ($4,450,000) đã do Chính phủ Tiểu bang Victoria tài trợ trước đây.

Chúng tôi rất hãnh diện khi được hợp tác với Chính phủ Victoria và các Tiểu bang khác, tất cả đều có cùng một mong ước là việc xây dựng VBT sẽ thành công.

Dear Bruce,

Re: VCA-VICÂ’s Review and Caveat on the VMA Project.

Upon reading your announcement that the Executive Committee of VCA-VIC had lodged a Caveat on the MuseumÂ’s land and established a Reviewing Committee on the Project, I write to you to express my opposition to this action of VCA Vic and also like to reiterate my resolute commitment and support for the VMA Project and its board. As I had indicated very strongly in my earlier occasions, I regarded the VMA Project as one of the most significant and important projects of the Vietnamese Community in Australia not just in Victoria.

I would undertake under my leadership to preserve and pass on our refugee stories and legacy to our future Vietnamese-Australian generations and to act as an everlasting symbol of our communityÂ’s gratitude to Australia and the Australian people.

Whilst I cannot interfere in the internal affairs of the VCA-VIC Executive Committee, I found the action of lodging a Caveat to prevent the proceeds of land sale to the VMA apprehensive, unnecessary and beyond any one comprehension. I am not certain that who would benefit from this action, but certainly not our Free Vietnamese-Australian Community and in fact it would hinder the progress of VMA.
