Vào tuần này một nhà ngoại giao hàng đầu của châu Á cảnh báo tranh chấp tại Biển Đông có thể có rủi ro trở thành “Palestine của châu Á” và dẫn tới xung đột có bạo động gây bất ổn toàn vùng.
Tổng thư kư Asean sắp măn nhiệm, Tiến sỹ Surin Pitsuwan, nói với Financial Times rằng Asean đang đi qua giai đoạn "nhiều tranh chấp nhất" trong những năm gần đây.
"Chúng ta phải lưu tâm đến thực tế rằng Biển Nam Trung Hoa (Biển Đông) có thể biến thành chuyện như Palestine, nếu các nước không cố gắng hơn nữa nhằm giảm căng thẳng", ông nói.
Hoa Kỳ với chiến lược đổi trọng tâm về châu Á để đối trọng với Trung Quốc mới đây có động thái gần gũi hơn với Miến Điện và Việt Nam, là các quốc gia cũng không muốn thấy Trung Quốc, với sức mạnh về kinh tế và quân sự, áp đảo khu vực.
Bị kẹp giữa hai cường quốc, các nước Đông Nam Á sẽ ngày càng chịu áp lực phải đứng về phía một trong hai trừ phi họ có thể có quan điểm đồng nhất, Financial Times dẫn lời ông Pitsuwan, một nhà ngoại giao Thái Lan sẽ măn nhiệm vào tháng tới sau nhiệm kỳ 5 năm. Ông Pitsuwan cho rằng t́nh h́nh đang xấu đi ở Biển Đông là kết quả của "sức mạnh từ bên trong Trung Quốc", với Bắc Kinh tập trung vào việc giữ vững chủ quyền và lănh thổ trong bối cảnh thay đổi lănh đạo gần đây và Bắc Kinh ngày càng thịnh vượng.
ASEAN, diễn đàn cấp cao duy nhất cho các vấn đề an ninh ở châu Á, đă chứng kiến những ngày lộn xộn gần đây khi Campuchia, một đồng minh thân cận Bắc Kinh và nước giữ quyền chủ tịch luân phiên của tổ chức, đă làm ảnh hưởng tiêu cực tới các nỗ lực của Philippines và Việt Nam nhằm tạo một sự đồng thuận về cách để đối phó với lập trường quyết đoán của Trung Quốc.
"Campuchia phải tự cân bằng trong tṛ chơi quyền lực ngày càng căng thẳng", ông Pitsuwan nói.
"Tôi nghĩ rằng Campuchia đă làm những ǵ họ phải, người ta nên đánh giá Campuchia trong vị trí của họ."
Ông Pitsuwan nói thêm rằng hy vọng tốt nhất để tránh xung đột cho ASEAN và Trung Quốc đồng ư được bộ qui tắc ứng xử theo đó không khuyến khích các nước chiếm đảo, giếng dầu và băi đánh bắt cá như cách để chứng minh cho chủ quyền lănh thổ của ḿnh.
Nhưng điều này sẽ là thách thức trong bối cảnh thể chế chính trị và cơ chế giải quyết tranh chấp tại các nước châu Á hiện vẫn đang c̣n kém xa so với sức mạnh kinh tế của họ.

Trong khi đó Trung Quốc nói người ta không nên xăm xoi nhiều vào bản đồ in trên hộ chiếu điện tử gây tranh căi gần đây.
Philippines và Việt Nam đă lên án Bắc Kinh khi nói rằng bản đồ ‘lưỡi ḅ’ này là vi phạm chủ quyền lănh thổ của họ.
Ấn Độ hiện cũng tuyên bố chủ quyền tại hai khu vực tại Himalaya mà Bắc Kinh gộp vào vùng lănh thổ Trung Quốc tên bản đồ cũng có phản ứng tương tự.
“Mục đích của hộ chiếu điện tử mới của Trung Quốc là để tăng cường khả năng về công nghệ và cũng để tiện dụng cho công dân Trung Quốc ra vào Trung Quốc’’, người phát ngôn Bộ ngoại giao Hồng Lỗi nói tại một buổi họp báo ở Bắc Kinh mới đây.
Quyết định cấp hộ chiếu gắn chip điện tử với nhiều hình vẽ gây tranh cãi của Trung Quốc đã khiến nhiều quốc gia có tranh chấp chủ quyền với nước này tức giận.
Bộ trưởng, Chủ nhiệm Văn pḥng Chính phủ Vũ Đức Đam được báo chí trong nước dẫn lời nói nói Chính phủ Việt Nam đă "chỉ đạo" không đóng dấu vào hộ chiếu có đường lưỡi ḅ của Trung Quốc, theo báo chí trong nước.
Ngoại trưởng Indonesia vào hôm 29/11 nói Trung Quốc không thành thật khi đưa ra hộ chiếu có đường lưỡi ḅ và động thái này sẽ phản tác dụng.
Giới chức Philippines trước đó cũng quyết định không đóng dấu chứng thực nhập cảnh lên hộ chiếu có đường 'lưỡi bò' của Trung Quốc và dùng tờ thị thực rời.
Trong khi đó Người phát ngôn Bộ Ngoại giao Hoa Kỳ Victoria Nuland vào ngày 26/11 nói việc Mỹ đóng dấu nhập cảnh lên hộ chiếu có đường 'lưỡi bò' không có nghĩa thừa nhận chủ quyền của Trung Quốc.
