Kính gởi Ông Sam Rainsy, Lãnh tụ đảng đối lập Campuchia,

Chúng tôi đã đọc bài phỏng vấn ông trả lời phóng viên Hồng Nga của Đài BBC nên xin góp ý đến với ông như sau:

"Việc nội bộ của Campuchia được giải quyết bởi người Campuchia" là lẽ tất nhiên. Tuy nhiên tình huynh đệ Nhân Loại là tình cảm không thể thiếu được giữa những con người Văn Minh và có tinh thần Nhân Bản. Đất nước Campuchia đã trổi dậy từ trong hoang tàn đổ nát không thể phủ nhận có sự góp máu xương của Nhân Dân Việt Nam.

Năm 1977, Tập Đoàn Cộng Sản Hà Nội có là cứu tinh đã giải cứu đất nước Dân tộc Campuchia thoát họa diệt chủng hay là xâm lăng chiếm đóng đó là trách nhiệm của hai đảng Cộng Sản cầm quyền. Nhân Dân Campuchia và Nhân Dân Việt Nam đều là nạn nhân thảm thương của chế độ độc tài đảng trị.

Ông nên biết phân biệt giữa người dân bị trị và đảng cướp độc tài đang thống trị và hơn ai hết ông biết rằng người dân Việt Nam sống ở đất Campuchia là những người dân hiền hòa cần cù chịu đựng. Họ là những con người bất hạnh đã bị cướp hết quyền sống, quyền làm người ngay trên chính quê hương mình. Họ đến Campuchia tìm đất tạm dung, chịu khó làm lụng những nghề nghiệp cơ cực nhất để mưu sinh. Họ chưa hề gieo gánh nặng cho Chính Quyền ngược lại chính họ đã góp phần trong việc phát triển một nước Campuchia hôm nay. Họ khác với đoàn quân viễn chinh kinh tế của Cộng Sản Tàu đang ào ạt xâm lăng Việt Nam bằng kinh tế và chất độc, đang muốn đồng hóa dân tộc Việt Nam qua bàn tay nối dài của tập đoàn Thái thú Đảng Cộng Sản Việt gian.

Thưa ông, Độc lập Chủ Quyền, Tự Do Dân Chủ và Nhân Quyền là gíá trị phổ cập của Nhân Loại và cũng là khát vọng chung của Nhân Dân Campuchia và Việt Nam.

Chúng tôi xin lập lại rằng Nhân Dân Việt Nam và Nhân Dân Campuchia đều là nạn nhân thảm thương của chế độ độc tài Cộng sản. Đáng lý ra chúng ta phải đâu lưng cùng chiến đấu vì một mục đích Tự Do.

Chúng tôi ủng hộ và hoan nghênh nhân dân Campuchia đứng lên tranh đấu, vì Tự Do, Dân Chủ và Nhân Quyền. Hy vọng ngọn lửa này sẽ tạo nên chất xúc tác cho các nước láng giềng trong đó có Việt Nam quê hương thân yêu của chúng tôi.

Nhưng chúng tôi xin bày tỏ sự PHẪN NỘ và thất vọng đối với cá nhân ông vì những điểm sau đây:

Chính ông nói "Việc Campuchia phải được giải quyết bởi người Campuchia" nhưng cũng chính ông lại ủng hộ chính sách Xâm Lăng Bành Trướng của Trung Cộng trong việc tranh chấp biển Đông giữa các nước trong vùng mà Campuchia không hề có liên hệ.

Trong cuộc diễn thuyết ở Siem Reap, ông còn gọi người Việt Nam là ‘yuon’ nhiều lần. Những lời giải thích của ông với phóng viên Hồng Nga BBC cho thấy sự ngụy biện của ông. Là người đã từng sống ở Campuchia từ hồi Phnom Penh còn là một đống rác và cũng đang có mặt tại Campuchia Siem Reap ngày hôm nay, tôi hiểu rõ từ 'yuon' ông muốn ám chỉ những gì. Nhưng tạm cho nó là từ ngữ thường dùng của giới bình dân thất học, thì nó cũng không thể thốt ra từ cửa miệng một Chính Khách, một Chính Trị Gia có tầm vóc Quốc tế, một Lãnh Tụ của một chính đảng đối lập, một người có thể sẽ lãnh đạo đất nước Campuchia trong tương lai.

Đảng của ông là đảng Cứu nguy Dân tộc chẳng lẽ ông lại cổ súy cho việc đẫm máu một dân tộc khác ???

Thưa Ông Sam Rainsy, nếu ông chưa hiểu biết gì về lịch sử của Việt Nam, yêu cầu ông tìm hiểu trước khi phát biểu. Ông tôn vinh Trung quốc là Thầy, là ân nhân v.v. đó là quyền tự do của Ông. Nhưng việc ông ủng hộ đảng Cộng sản Tàu xâm lăng Biển Đông là một điều không thể chấp nhận, cũng như sự cố tình đánh lận khi ông cho là Dân tộc Việt Nam chúng tôi có liên hệ di truyền huyết thống với Tàu cộng, hình dáng giống người "Yunan (Vân Nam) miền Nam Trung Quốc" là ông đã xúc phạm đến lịch sử hơn 4000 năm Văn Hiến của nòi giống Việt.

Campuchia là một Dân Tộc hiền hòa nhưng lịch sử Campuchia đã có qúa nhiều vết đen vì diệt chủng và thảm sát «cáp yuồn» người Việt Nam trong qúa khứ.

Xin lập lại một điều:

Chúng tôi là những người Chiến sĩ đấu tranh vì Tự Do của Nhân Loại không phân biệt sắc tộc màu da tiếng nói.
Chúng tôi cực lực lên án bất kỳ Tổ Chức, cá nhân nào đàn áp, cướp bóc tài sản hoặc thương hại đến tính mạng của đồng bào Việt Nam của chúng tôi trên đất Campuchia.

Nên xin nhớ rằng Ông và Tôi đều đang mang Thẻ Thông Hành của Chính Phủ Pháp. Đều một thời là dân tỵ nạn vì hoàn cảnh nghiệt ngã của nước nhà đành phải sống kiếp lưu vong trên xứ người.

Hải ngoại có gần 4 triệu người dân Việt Nam tỵ nạn cộng sản «sẽ không ngồi yên để mặc đồng bào mình bị bức hại». Nhân dân Campuchia cũng đang lánh nạn và tỵ nạn khắp nơi trên thế giới vì vậy vấn đề người Việt Lánh nạn, Tỵ nạn Cộng sản trên đất Campuchia là quyền Hiến định của Tuyên Ngôn Quốc Tế Nhân Quyền nên phải đươc giải quyết bằng giải pháp Quốc Tế.

Lá thư này tôi viết cho ông đồng thời cũng báo động đến các Cơ quan, Tổ Chức Nhân Quyền về mối nguy cơ sự de dọa an ninh sinh mạng của đồng bào Việt Nam của chúng tôi tại đất Campuchia.

Dear Mr. Sam Rainsy,

Just let you know that we have read your opinion with Hồng Nga from BBC, this letter is sending to you with our views about the matter you brought up.

"Let the Cambodian solving their own problem" is a reality. However the humanity is something sentimental which cannot ignore between the civilized people in this world. Cambodia itself raise up from the vast disaster together with the sacrifice of blood from the Vietnamese people.

In 1977, Hanoi Communist party also well-known as the solemnly "rescuer" of Cambodia from the "Killing Field" or at the other side Hanoi are the invaders, the responsibility belong two both sides. It is very clear that the Cambodian and Vietnamese are the victims of this Communist regime.

More than anyone else, you know that the Vietnamese living in Cambodia are the most unfortunated people, that their right to survive and Humanity are brutally stolen by their own people in their country. They came to Cambodia to search for a new life even accepting the hardest jobs. They never put themselves as a big heavy load to the Cambodian government. On the contrary they work hard and put an effort to strenghten and develop this country.

These Vietnamese are different from the Chinese invaders who come to your country bringing with them the poisonous atmosphere. They want to turn out their lives to the worse with the help of the Vietnamese communist party.

I believe that you know Freedom and Humanity are the most important factors for any country in this world especially for Viet Nam and Cambodia. Viet Nam and Cambodia are the direct victims of the International Communist. We need to stand side-by-side to fight against the Communist for Freedom instead. We are strongly support the Cambodian with their holly fight against the Communist to search for their Freedom, Democracy and Humanity.

Finally, we really want to express our disappointment and anger to you by these reasons:

You said "The problem of Cambodia must be resolved by the Cambodian people" and at the same time you support the invasion of China at the East ocean territory. Cambodia has no related with this problem.

In your speech in Siem Reap, you had called many times our Vietnamese people as "yuon". You also explained to the Media that you had lived so many years in Cambodia since this capitol was only a big dumpster and now you are in Siem Reap. It is acceptable to use this word "yuon" by the low and uneducated people, however it is unbelievable this word came from a well-known world-wide politician, a leader of the Opposite party of your country and may-be a Leader of Cambodia someday in the future.

You belong to a Revolution Party, I still cannot understand by what secret reason you want to bring the dead-end to other countries anyway?

Dear Mr. Sam Rainsy, if you are not sure or do not understand about Viet Nam, please try to learn deeply about this country. You have the right to honor the Chinese Communist as your Leader, your own boss... but your idea to support the Chinese Communist to invade the South Sea is unacceptable. It is also unacceptable when you said that through the history we have a blood related that why we look similar to the Chinese Yunan (Van Nam is located South of China). By saying that, you really hurt our honor - a country with 4,000 years existing with high culture.

Cambodia is a country with gentle people but they are also known as the massacre of our Vietnamese people (cap yuon). We want to make it clear: We are the people who want to fight for Freedom, Humanity and Democracy regardless of skin color or language.

We are strongly accused any person or Party who want to damage the lives and property of our Vietnamese people in Cambodia territory.

I just want to remind you that both of us are carrying the identity of French Government. In the worldwide free countries, we have about 4 millions non-communist Vietnamese, we are not going to keep our mouth shut if somebody want to harm our people.

Nowadays there are thousands and thousands Vietnamese all over the world escape from the brutality regime of the Viet Cong and also millions of Cambodian victims who are still living in Cambodia must be resolved by the International Committee.

Even that this letter I write to you but it is also forwarded to the Humanity Organization of the world about the danger and risk of the Vietnamese people who are now still living in Cambodia.

Monsieur,

Nous nous permettons de vous adresser ce courrier pour exprimer notre position au sujet de votre Interview realisé par Hong Nga/BBC.

Il est de plein Droit que les affaires interieures du Cambodge doivent être résolus par les Cambodgiens.

En 1977, le Parti Communiste Vietnamien a sorti le Cambodge du génocide, aujourd' hui les deux peuples Cambodgiens et Vietnamiens sont les victimes d' un pouvoir de dictature et totalitaire.

Il est clair que vous êtes conscient lorsq' un peuple dominé par l' oppression totalitaire, toutes les libertés fondamentales leur sont enlevées, menacées par la force et l' emprisonnement.

Oui, les refugiés Vietnamiens ont fui la terreur du Communisme Vietnamien et se retrouvent sur la terre d' asile du Cambodge, ils ont accepté de se relever avec Dignité par tous les corps du métier au plus bas échelle de la societé Cambodgienne, sans déranger personne, ils ont participé indirectement a la vie économique du pays.

Le combat pour la Souveraineté du pays, la Liberté et les Droits de l' Homme sont dans l' âme du peule Cambodgien et Vietnamien.

Nous avons du mal à saisir votre discours en contradiction à confirmer:

Les affaires intérieures du Cambodge doivent être résolus par les Cambodgiens. Cependant, vous êtes favorable à l' agression du Parti Communiste Chinois aux Iles Paracelles.

Selon vous, que pensez-vous d' un Leader politique qui manigance des jeux de pouvoir par les bains de sang?
Que dira le Monde?

Les Vietnamiens ont souffert dans leurs mémoires des traces douloureuses des décapitations sauvages menés par les Cambodgiens sur le peuple Vietnamien.

Donc, nous dénoncerons au MONDE ENTIER toutes Organisations, Partis, Groupement collectif ou individuel qui provoquent avec prémeditation les pillages, les assasinats etc... directementaux réfugiés Vietnamiens sur le sol du Cambodge.

Sauf erreur de notre part, vous êtes citoyen sur le sol Francais, berceau des Droits de l' Homme, que pensez-vous du symbole l' Egalité, Liberté, Fraternité gravé sur toutes les Mairies de la France?

Aux Quatre coins du Monde, nous sommes une Diaspora de Quatre millions de Réfugiés Vietnamiens, nous ne contentons pas de garder les bras croisés en laissant nos compatriotes Réfugiés Vietnamiens se faire massacrer sur le sol du Cambodge.

N'oubliez pas que les Réfugiés Cambodgiens sont accueilis partout dans le Monde, il est le devoir dans la Fraternité que les Réfugiés Vietnamiens sont considérés avec DIGNITE sur le sol du Cambodge, et que tout désaccord soit traité sur la scène internationale en concertation avec l' ONU et le Haut commissariat des Réfugiés Politiques.
Ce courrier est adressé à votre attention ainsi aux Organisations Internationales liées à la Défense des Droits de l' Homme.
