    Kính thưa Cao Ủy,

    Có thể Cao Ủy đă biết sự kiện hơn 40 công dân Việt Nam từ Cồn Dầu –một giáo xứ Công giáo ở Đà Nẵng, Việt Nam– đă đào thoát đến Thái Lan để tránh cuộc khủng bố tàn bạo của công an CSVN. Họ thuộc số 1.500 giáo dân của giáo xứ Công giáo này, đă bị nhà cầm quyền CSVN sách nhiễu liên tục từ đầu năm nay. Họ đă bị nhà cầm quyền CSVN ra lệnh di chuyển khỏi nơi họ đang ở và chiếm lấy nghĩa trang của giáo xứ để dùng vào việc phát triển thương mại, nhưng lại cho phép giáo xứ được để lại nhà thờ và những cơ sở khác tại chỗ.

    Lư do thật sự của sự việc này là chính quyền cộng sản đă quyết tâm dẹp bỏ giáo xứ Công giáo Cồn Dầu. V́ thế, công an đă gia tăng đe dọa và sách nhiễu giáo dân và các vị lănh đạo của họ; đặc biệt vào ngày 04/5 năm nay, hàng trăm nhân viên cộng sản đă tấn công đám tang một phụ nữ thọ 93 tuổi, bà muốn được chôn cất bên cạnh người chồng quá cố của ḿnh trong nghĩa trang giáo xứ.

    Hậu quả là nhiều người dự đám tang đă bị đánh đập dă man và hai phụ nữ mang thai bị sẩy thai v́ bị hai nhân viên an ninh cộng sản đá vào bụng. Ông Nguyễn Thành Nam, 43 tuổi, một trong những người tổ chức đám tang, đă bị bắt đến đồn công an địa phương. Tại đây, ông bị tra tấn và đánh đập đến chết, và vẫn c̣n 6 giáo dân đang bị giam cầm trong điều kiện hết sức khắc nghiệt.Trước t́nh trạng bị khủng bố này, nhiều giáo dân đă rời nhà ḿnh để t́m một nơi lánh nạn an toàn. Trong số đó, có trên 40 người đă bí mật đến Thái Lan để thoát khỏi cuộc đàn áp tàn bạo của cộng sản.

    Thấy trước những hậu quả thảm khốc có thể nguy hiểm đến tính mạng đang chờ đón họ trong trường hợp họ bị gửi trả về Việt Nam, chúng tôi tha thiết khẩn cầu Cao Ủy Tỵ Nạn Liên Hiệp Quốc gia hạn việc bảo vệ 40 giáo dân Công giáo từ Cồn Dầu, Đà Nẵng, Việt Nam, đang xin tạm trú ở Thái Lan trong khi chờ đợi được chấp nhận cho tái định cư tại một nước thứ ba.
    Trong niềm hy vọng thỉnh nguyện của chúng tôi được đáp ứng thuận lợi, xin Cao Ủy nhận nơi đây ḷng biết ơn sâu xa và sự kính mến của chúng tôi.

    PETITION TO THE UNITED NATIONS HIGH COMMISSIONER FOR REFUGEES FOR THE PROTECTION OF 40 VIETNAMESE NATIONALS
    FROM CON DAU, DA NANG, VIETNAM
    WHO ARE TEMPORARILY SEEKING REFUGE IN THAILAND

    Dear Sir,
    As you may know 40 Vietnamese nationals from the Roman Catholic parish of Con Dau, Da Nang, Vietnam have fled and arrived in Thailand to escape the brutal persecution perpetrated by Vietnam’s Security Police agents. They are part of the 1,500 members of that Catholic Parish who, since the beginning of this year, have been suffering from constant harassment from the Communist government who has ordered the relocation of these parishioners and that parish ‘s cemetery in order to take over the land for commercial development while allowing the parish’s church and its installations to remain in place.

    The true reason is that the communist authorities have determined to wipe out the Con Dau Catholic parish. For this reason Security Police agents have intensified their threats and harassments of these parishioners and their leaders; especially, on May 04 this year, hundreds of communist agents assaulted the funeral procession for a 93-year old deceased woman whose last wish was to be buried next to her late husband in the parish cemetery. The result is that many mourners were savagely beaten and 02 pregnant women suffered miscarriage after being kicked by communist security agents. One of the organizers of the funeral procession, Mr. Nguyen Thanh Nam, 43 years of age, was taken to the local police station, there he was tortured and beaten to death, and that 06 parishioners are still imprisoned in very harsh condition.

    Facing this terrorizing situation, many parishioners have left their home to seek a safe refuge. Forty of them have clandestinely arrived in Thailand in order to escape the communist brutal repression.

    Foreseeing the dire and likely fatal consequences awaiting them in the event they were to be sent back to Vietnam, we earnestly implore the Government of Thailand to extent the protection to these 40 Catholic parishioners from Con Dau, Da Nang, Vietnam, who are temporarily seeking asylum in Thailand while waiting to be accepted for resettlement in a third country.

    While hoping for your favorable exercise of authority, please accept our profound gratitude and respectful regards.
