[COLOR=#2f4f4f][B]Hôm qua, 20/12/2018, bộ trưởng Quốc Pḥng Hoa Kỳ Jim Mattis đă bất ngờ thông báo từ chức, do bất đồng với tổng thống Donald Trump về chiến lược mới của Nhà Trắng, cụ thể là quyết định rút toàn bộ quân Mỹ khỏi Syria và chuẩn bị rút một phần lực lượng khỏi Afghanistan.[/B][/COLOR]
Trên mạng Twitter, tổng thống Trump không dùng chữ [I]“từ chức”[/I] mà chỉ thông báo là bộ trưởng Quốc Pḥng Mattis sẽ rời khỏi chức vụ này vào cuối tháng 02/2019 và ông sẽ sớm bổ nhiệm một người thay thế.
Theo nhận định của hăng tin AFP, vụ từ chức của tướng Mattis, một nhân vật rất được nể trọng trên trường quốc tế, là một vố rất đau đối với tổng thống Hoa Kỳ, đang ngày càng bị cô lập.
Từ Wahsington, thông tín viên Anne Corpet tường tŕnh:
[I]“Mặc dù tổng thống Trump khẳng định là tướng Mattis nghỉ hưu, nhưng rơ ràng đây là một vụ từ chức do có những bất đồng sâu sắc. Lá thư của bộ trưởng Quốc Pḥng gởi chủ nhân Nhà Trắng đă nói rất rơ điều đó. [/I]
[I]Ông Jim Mattis viết: Quan điểm trước sau như một của tôi là phải đối xử các đồng minh với sự tôn trọng và phải rất tỉnh táo với thế lực xấu xa và các đối thủ chiến lược. Ông viết thêm: Bởi v́ ngài có quyền chọn một bộ trưởng Quốc Pḥng theo lập trường của ngài, nên tôi nghĩ rằng tốt hơn hết là tôi từ chức. Nói chung, ông không thể nào chấp nhận việc rút quân khỏi Syria.[/I]
[I]Một trong những người đầu tiên có phản ứng về vụ từ chức của bộ trưởng Mattis là thượng nghị sĩ Cộng Ḥa thân cận với tổng thống Trum, Lindsey Graham, một nhân vật cũng chống lại việc triệt thoái khỏi Syria. [/I]
[I]Ông Graham viết: Tướng Mattis là một người vừa thông minh, vừa trong sạch, từ hàng mấy thập niên qua vẫn nỗ lực hết ḿnh trong cuộc chiến chống Hồi Giáo và đă đóng góp những ư kiến rất sáng suốt và hợp đạo lư cho tổng thống.[/I]

Vụ bộ trưởng Quốc Pḥng Mỹ Jim Mattis bất ngờ thông báo từ chức đang gây lo ngại cho các đồng minh của Hoa Kỳ ở châu Á, bởi v́ cho tới nay, đối với các quốc gia này, trong chính quyền Donald Trump, tướng về hưu Mattis là một nhân tố giúp duy tŕ tính ổn định, tạo sự tin tưởng, cũng như giúp hạn chế bớt những quyết định bốc đồng của một vị tổng thống tính khí thất thường. Đó là nhận định chung của các quan chức trong khu vực và giới phân tích.
Châu Á là khu vực hiện Hoa Kỳ có những đồng minh rất thân cận như Hàn Quốc, Nhật Bản và Úc, và cũng là khu vực tập trung một số điểm nóng nhất trên thế giới, đặc biệt là bán đảo Triều Tiên và Biển Đông. Đây là một vùng rất cần có sự can dự lâu dài và ổn định của Hoa Kỳ để ngăn chặn nguy cơ bùng nổ xung đột.
Cho tới nay, bộ trưởng Quốc Pḥng Mattis vẫn là người chỉ trích mạnh mẽ việc Trung Quốc tăng cường sự hiện diện ở Biển Đông, đồng thời ông cũng nỗ lực giúp làm giảm căng thẳng ở vùng biển đang có tranh chấp này.
Trên nhật báo The Australian, thượng nghị sĩ Úc Jim Molan khẳng định tướng Mattis vẫn được xem là một trong những người [I]“trưởng thành” - (chín chắn),[/I] nếu không muốn nói là người [I]“trưởng thành”[/I] cuối cùng trong chính quyền Trump. Theo vị thượng nghị sĩ này, việc ông Mattis ra đi rất đáng lo ngại, v́ nó làm tăng thêm một yếu tố bất ổn vào các quyết định tương lai của Mỹ trong các hồ sơ địa chính trị. Đặc biệt, đối với Canberra, tướng Mattis là một đồng minh chủ chốt trong chính quyền Trump. Một nguồn tin ngoại giao tại Mỹ xác nhận với Reuters: [I]“Ông Mattis vẫn thường lắng nghe ư kiến của Úc”.
[/I]Cũng theo Reuters, sự ra đi của Mattis sẽ khiến Úc mất đi một đồng minh quan trọng trong chính quyền Trump, giữa lúc nước Úc không có một đại sứ Hoa Kỳ từ năm 2016 tới bây giờ.
C̣n theo nhận định của ông Adam Mount, một nhà phân tích quốc pḥng thuộc Liên đoàn các nhà khoa học Mỹ, được hăng tin Reuters trích dẫn, trước một nước Bắc Triều Tiên không từ bỏ tham vọng hạt nhân, trước một nước Trung Quốc ngày càng hung hăng, những nỗ lực của bộ trưởng Mattis đă giúp duy tŕ liên minh giữa Hoa Kỳ với các nước đồng minh châu Á. Nhưng ông Adam Mount nhấn mạnh, c̣n nhiều vấn đề lớn cần được giải quyết để cho liên minh này thật sự vững mạnh.
Trong khi đó, hăng tin Bloomberg lưu ư, ngoài những quyết định đă được loan báo như triệt thoái toàn bộ quân khỏi Syria, rút một phần lực lượng khỏi Afghanistan, th́ việc bộ trưởng Mattis từ chức có thể sẽ ảnh hưởng đến chính sách của chính quyền Trump về Bắc Triều Tiên, vào lúc mà Kim Jong Un đang t́m cách làm rạn nứt liên minh Mỹ-Hàn, thông qua việc làm ḥa với Donald Trump. Bản thân tổng thống Trump cũng đă góp phần làm suy yếu liên minh Washington - Seoul, khi ông đơn phương quyết định tạm ngưng các cuộc tập trận chung hàng năm giữa hai nước.
Cho tới nay, trong khi bộ trưởng Mattis ủng hộ hết ḿnh liên minh Mỹ-Hàn, th́ tổng thống Trump thường xuyên đặt lại vấn đề về sự cần thiết phải duy tŕ 28 ngàn quân ở Hàn Quốc và đ̣i Seoul phải trả thêm tiền để Hoa Kỳ bảo vệ an ninh. Hiện giờ, hai nước vẫn chưa đạt được thỏa thuận về việc chia sẻ chi phí duy tŕ lực lượng Mỹ ở Hàn Quốc. Theo dự báo của giáo sư Daniel Pinkston, Đại học Troy, Seoul, được Bloomberg trích dẫn, nếu trong cuộc đàm phán với Hàn Quốc, tổng thống Trump không thấy đạt được kết quả như mong muốn và nếu trong thời gian tới, ông gặp thêm khó khăn trong nước, th́ không loại trừ khả năng là chủ nhân Nhà Trắng sẽ ra lệnh rút lực lượng Mỹ khỏi miền nam Triều Tiên.
Cũng theo nhận định của hăng tin Bloomberg, việc tổng thống Trump bất ngờ quyết định rút quân khỏi Syria mà không tham khảo ư kiến các cố vấn an ninh quốc gia sẽ càng khiến cho B́nh Nhưỡng chỉ muốn nói chuyện trực tiếp với Trump, chứ không thông qua ai khác trong chính quyền Mỹ, nhất là kể từ nay không c̣n ai dám can ngăn tổng thống Mỹ.
