Quan chức tham nhũng của Chính phủ Trung Quốc đã "ăn cắp" hơn 120 tỷ USD gửi ra nước ngoài, chủ yếu là Mỹ.

Các quan chức tham nhũng này gửi tiền vào nhiều tài khoản ngân hàng nước ngoài hoặc dưới danh nghĩa các khoản đầu tư như bất động sản, tài sản... chủ yếu ở các nước Mỹ, Australia, Canada và Hà Lan.

Hoạt động tham nhũng được che đậy dưới hình thức các giao dịch kinh doanh thông qua việc thành lập các công ty tư nhân để nhận tiền chuyển khoản.

Theo báo cáo trên, tham nhũng ở Trung Quốc đã đến độ nghiêm trọng có thể đe doạ đến ổn định kinh tế và chính trị tại nước này.

Thousands of corrupt Chinese government officials have stolen more than $120bn (£74bn) and fled overseas, mainly to the US, according to a report released by China's central bank.

Between 16,000 and 18,000 officials and employees of state-owned companies left China with the funds from the mid-1990s up until 2008.

The officials used offshore bank accounts to smuggle the funds, according to the study posted on the People's Bank of China website this week but which has since been removed.

It said the officials smuggled about 800 billion yuan into the US, Australia, Canada and Holland through offshore bank accounts or investments, like property or collectables.

The stolen funds were covered up by disguising them as business transactions by establishing private companies to receive the money transfers.

The study said corruption inside China was severe enough to threaten the nation's economic and political stability.

Credit Suisse vừa công bố một báo cáo gây sốc. Theo đó, những người giàu Trung Quốc che giấu khối tài sản trị giá hàng nghìn tỷ USD, không đưa vào báo cáo thu nhập cá nhân.

Theo nghiên cứu kéo dài nhiều năm của tập đoàn tài chính Thụy Sĩ này, các hộ gia đình Trung Quốc còn che giấu khoảng 9.300 tỷ nhân dân tệ, tương đương 1.400 tỷ USD không được công bố trong báo cáo thu nhập cá nhân.

Số tiền khổng lồ này, chủ yếu bất hợp pháp hoặc hợp pháp nửa vời, tương đương với 30% tổng sản phẩm quốc nội (GDP) của toàn đất nước Trung Quốc. Hầu hết tài sản ngầm nằm trong túi các gia đình giàu. Nhóm 20% dân số giàu nhất sở hữu tới 81,3% của con số 1.400 tỷ USD.

Credit Suisse còn khẳng định thêm một sự thật khác rằng Trung Quốc là một trong những nước [B]có khoảng cách giàu nghèo lớn nhất thế giới, cao hơn nhiều so với công bố chính thức.[/B] Nhóm 10% dân số giàu nhất có thu nhập bình quân đầu người 97.000 nhân dân tệ, tương đương 14.280 USD, cao gấp 65 lần so với nhóm 10% nghèo nhất. Trong khi đó báo cáo từ Cục thống kê Trung Quốc đưa ra tỷ lệ chỉ 23 lần.

Báo cáo của Credit Suise cũng cho rằng người Trung Quốc giàu hơn nhiều so với tính toán của Cục Thống kê nước này. Credit Suisse ước tính thu nhập bình quân hộ gia đình tại thành thị nước này là 32.154 nhân dân tệ, tương đương 4.730 USD, cao hơn 90% con số chính thức mà Chính phủ Trung Quốc từng công bố. Đây là lý do giải thích phần nào làn sóng đổ tiền vào hàng xa xỉ tại quốc gia này thời gian gần đây.

Thương hiệu thời trang xa xỉ Gucci năm ngoái mở một cửa hàng mới ở thành phố Thạch Gia Trang thuộc tỉnh Hà Bắc. Tại cửa hàng này, riêng một chiếc ví da rắn nhỏ đã có giá lên tới 4.000 USD, gấp đôi thu nhập bình quân đầu người của thành phố. Còn hãng xe sang Đức BMW vừa công bố doanh thu tăng 82% so với trước đó một năm, bán được 13.852 chiếc xe chỉ trong tháng 7/2010.

"Thu nhập ngầm" đến từ nhiều nguồn, trong đó có quà tặng cho lãnh đạo trong đám cưới của con cháu, quà biếu sếp, thao túng thị trường chứng khoán, lợi nhuận từ chuyển nhượng đất đai hay lót tay trong các dự án xây dựng, báo cáo của Credit Suisse viết.

[B]China's Rich Have $1.1 Trillion in Hidden Income, Study Finds[/B]

China’s households hide as much as 9.3 trillion yuan ($1.4 trillion) of income that is not reported in official figures, with 80 percent accrued by the wealthiest people, a study showed.

The money, much of it likely “illegal or quasi-illegal,” equates to about 30 percent of China’s gross domestic product, the study, conducted for Credit Suisse AG and published last week by the China Reform Foundation, found. The average urban disposable household income in China is 32,154 yuan, or 90 percent more than official figures, according to the report.

Most of that extra cash is going to the wealthiest families. The top 10 percent of China’s households take in 139,000 yuan a year, more than triple the official figures, according to the Credit Suisse report. In contrast, the bottom 10 percent earns 5,350 yuan, or 13 percent more. The top 20 percent of households account for 81.3 percent of total hidden income, according to the study, written by Wang Xiaolu of the Beijing-based foundation.

The findings indicate China’s wealth gap between rich and poor, already one of the world’s highest, is even wider than official figures show. Reducing income disparities is a top goal of President Hu Jintao and Premier Wen Jiabao, who want to stave off riots, strikes and other social unrest that might threaten the six-decade rule of the Communist Party.

The “grey income” comes from many sources, including gifts to officials at weddings, profits from land transfers, kickbacks from construction projects, and payoffs from state monopolies such as the tobacco industry, the study said.

‘Crony Capitalism’

“Once government power is united with capital, the free competition of the market economy begins to be replaced by a monopoly of crony capitalism, leading to disparity in income and property distribution, lower economic efficiency and acute social conflicts,” Wang wrote in his report’s conclusion.

The study, compiled in 2009, is based on interviews with families in more than 4,000 urban households in 64 cities and 19 provinces, and uses 2008 data.

Its findings suggest that household income is a much higher percentage of GDP than official figures show, helping explain a surge in spending on luxury goods.

Gucci, a subsidiary of Paris-based PPR SA, last year opened a store in Hebei’s provincial capital of Shijiazhuang, selling snakeskin purses for more than $4,000, about twice the city’s official annual per-capita income. Munich-based Bayerische Motoren Werke AG said sales in China surged 82 percent to 13,852 cars last month from a year earlier.

Local Graft

The figures make sense of the wealth accumulated by local officials, often revealed during corruption trials. Hao Pengjun, a former county mine official in northern China’s Shanxi province, was jailed for 20 years in April for taking in 305 million yuan illegally, the People’s Daily reported. Hao owned 35 properties in Beijing including 17 in one development, according to the Shanxi Evening News.

Zhang Yingxiang, a spokeswoman for China’s National Bureau of Statistics in Beijing, said she hadn’t seen the study and said the bureau didn’t track grey income. She wouldn’t say whether China’s households had a substantial amount of hidden wealth.

Zong Qinghou, China’s richest man, says a property tax will hurt homeowners. Wang Jianlin, the 16th wealthiest, agrees. Lu Guanqiu, No. 19, says China isn’t ready for such a levy.

Their financial clout, a combined $12.4 billion according to Forbes magazine’s latest ranking, packs a political punch. They are members of the Communist Party and delegates to China’s parliament or its political advisory committee.

Influence Policy

Officials in Beijing are constrained by an emerging affluent class with increasing ability to influence policy. Wang, chairman of property developer Dalian Wanda Group Co.; Lu, 65, chairman of Hangzhou-based auto-parts maker Wanxiang Group Co.; and Zong have connections in the highest levels of government. Their company Web sites document meetings with Premier Wen Jiabao and other leaders.

The ones who have properties are the ones with the power to implement the tax,” Pan Shiyi, 46, chairman of Beijing-based real-estate developer Soho China Ltd., told reporters in Hong Kong March 11. “So it’s very unlikely” the tax will become law.

Gap Between Rich and Poor Widens in China[/B]

In contrast to reports of 130 billionaires thriving in China, and a claim by the regime that the GDP grew 8.7 percent over the past year, China’s Director of Statistics reported that 150 million Chinese are still living in abject poverty. The widening gap between rich and poor has prompted warnings of potential social instability and chaos.

Director Ma Jiantang of the National Bureau of Statistics gave the report at a press conference on Jan. 21. He also recognized the widening gap between urban and rural residents, and noted that China’s per capita GDP still ranks in the 100’s when compared with the rest of the world.

Economics Professor Xia Yeliang of Peking University, in an interview with Sound of Hope Radio, said “There are severe flaws in the income allocation structure” in China. Ten percent of the population is living on a dollar a day—the U.N.’s poverty threshold.

Yet the net worth of China’s 130 billionaires is second only to that of the 359 billionaires in the U.S., according to a recent study published on huren.net, a Web site dedicated to the lifestyle of the rich in China. There are also 825,000 people with a net worth of over US$1.5 million. Moreover, China’s consumption of luxury goods is increasing—from US$8.6 billion to US$9.4 billion in the past year.

Economist Liao Cheng thinks the gap between rich and poor is widening as a direct result of government monopolies, where officials use their power to exploit citizens. “Many in China have become rich this way,” he said.

Liao also points to the lack of freedom of the press as a contributing factor. “The officials can do whatever they please, as the public's complaints are no threat to them at all.”

Government spending has increased by more than 100 billion yuan (US$14.6 billion) per year since 2005, according to data from the Ministry of Finance and the National Bureau of Statistics.

Professor Ping Xinquiao of Peking University offered another perspective: the total income of the common people (excluding migrant workers) is less than 20 percent of the GDP, while government administrative spending is 30 percent of the GDP.

Information published by the World Bank shows that China's Gini coefficient, which measures income allocation distribution, has reached 0.47—far exceeding the internationally recognized warning level of 0.4. A Gini coefficient of 0.5 would be indicative of a potential for social instability and chaos.

China's official economic policy has been to “allow some people to get rich first.” Under this policy, there is now a huge class of nouveau riche, many of whom are Chinese Communist Party (CCP) officials and their relatives. This has led to charges that official corruption has contributed to the income gap.

On Jan. 12, at the 5th plenary session of the Central Commission for Discipline Inspection, regime leader Hu Jintao vowed to punish officials who perpetrate corruption.

Although for several years running a policy of compulsory registration of wealth of government officials has been raised at the National People's Congress and the National Committee of the Chinese People's Political Consultative Conference, it has always failed to pass. There was no mention at all of this so-called “Sunshine Law” during the 4th Plenary Session of the 17th Central Commission of the CCP last September. Analysts often describe the two congresses as toothless.

A recent survey by the state-run People's Daily and People's Net showed that the issue of government corruption ranked above other hot-button issues such as housing, expenditure control, health insurance, and the wealth gap.

News commentator Chen Pokong told Radio Free Asia, “Loud words, little action. This is typical of the central government. Not only do they lack the determination, they also have no intention to fight corruption at all. A year ago, a survey showed that 90 percent of the public wanted the government to require officials to publicize their wealth, but 97 percent of the officials were against establishing such a requirement.”

No More Excuses for Growing Rich-Poor Gap[/B]

Blaming Mao's chaotic years for the slow pace of reform is wearing thin as [B]the vast majority of Chinese remain poor while their leaders grow more powerful.[/B]

It has been 60 years since Mao Zedong told his people on Oct. 1, 1949, that "the Chinese people have stood up" and declared the founding of the People's Republic of China. Anniversaries are usually arbitrary passing points in time carrying little true significance, but this one isn't. Leaders from Deng Xiaoping onward have been telling the world that China is assiduously laying the groundwork for political reform and eventually democracy-but only after it recovers from the chaos and destruction of the Mao years. Yet with China now in the midst of a weeklong holiday to celebrate the anniversary, the reform period since Deng Xiaoping took power will be nearing the completion of its 30th year -- exactly half the age of modern China. The reform period will have exceeded Mao Zedong's 27 years of terrible rule. In reality, China's leaders have been deliberately moving further away from any fundamental reform, and using the excuse of Mao is wearing thin.

China watchers generally caution against agitating for democracy in China on both diplomatic and practical grounds. To be sure, doing so would enrage Beijing and make any constructive bilateral relationship difficult. On practical grounds, there is no guarantee that under current conditions, one-person-one-vote would bring greater freedom and prosperity rather than more chaos and even a reversion to socialism.

But this in no way absolves Beijing from blame. For even though democracy may not suit China right now, the country desperately needs the building of institutions that would both immeasurably improve the lives of its citizens and most likely deliver a sound platform for fundamental political reform and, eventually, democracy.

First things first: Why does the building of institutions that might lead to democracy matter in China? Because in one important respect, authoritarian China is failing: [B]While the Chinese state is rich and the Chinese Communist Party (CCP) powerful, civil society is weak and the vast majority of people remain poor. The health, wealth, and well-being of Beijing and the Party are not the same as that of its people. Since the 1990s, what is good for the Chinese state is no longer automatically good for the vast majority of its people.[/B]

Growing Power of Communist Party[/B]

How then do we establish the best possible conditions that will eventually lead to greater political reforms that benefit the Chinese people? We need a strong civil society where there is rule of law. Courts need to be independent and officials need to be accountable. Private property needs to be protected, individual enterprise needs to be given a chance to succeed, basic human rights must be enforced, and the government needs to be restrained. This is the meaning of just and decent rule for the Chinese people. These are the foundations for a just society that are sorely lacking in modern-day China.

China has grown sixteenfold since reforms began. But in the absence of effective institutions that restrain the discretionary powers of CCP officials and render them accountable for their actions, it is the state and the CCP that grows stronger rather than the Chinese people and civil society.

Many problems in modern China begin with the increased role of the Chinese Communist Party in Chinese economy and society. Tellingly, the number of officials before and after the Tiananmen protests has more than doubled, from 20 million to 45 million. Since the early 1990s, the CCP has retaken control of the economy. State-controlled enterprises receive more than three-quarters of the country's entire capital each year, reversing the situation prior to 1989.

The private sector, on the other hand, is denied both formal capital (bank loans) and access to the most lucrative markets, which are reserved for the state-controlled sector. Only about 50 of the 1,400 listed companies on the Shanghai and Shenzhen stock exchanges are genuinely private. Fewer than 50 of the 1,000 richest people in China are not linked to the Party. This state-corporatist model favors a relatively small number of well-placed insiders.

[B]Rise in Corruption[/B]

Meanwhile, a billion people remain "outsiders" in the corporate-state system and are largely missing out on the fruits of gross domestic product growth. In fact, 400 million people have seen their net incomes decline during the past decade. [B]Absolute poverty has doubled since 2000.[/B]

This extensive role of the CCP has coincided with a rise in systemic corruption. Courts at all levels are still explicitly under the control of Party organs. According to studies by the Chinese Academy of Social Sciences, stealing from the public purse by officials amounts to about 2 percent of GDP each year, and it is rising. According to a 2005 CASS report, more than 40 million households have had their lands illegally seized by corrupt and unaccountable officials since the early 1990s.

Levels of dissatisfaction-especially with local authorities-are so bad that there were 90,000 instances of mass unrest in 2006, according to official figures, rising from a few thousand in the mid-1990s. To appease unhappy citizens, Beijing has instituted a system of "petitions" whereby aggrieved citizens can appeal to a higher authority against their local officials. A good idea, perhaps, except for the fact that of every 10,000 petitions lodged, only three are heard.

Democracy under these circumstances is unlikely to produce a better result for the vast majority of China's people. China first needs institutions. But the CCP knows that if strong institutions are built, it will lose its privileged place in Chinese society and economy...

Phần đông người Trung Quốc có hơn 1,5 triệu USD muốn ra nước ngoài sống. Họ kiếm tiền từ đất nước nhưng chẳng muốn thực hiện trách nhiệm nào.

Theo nghiên cứu mới nhất về tài sản cá nhân được công bố bởi ngân hàng China Merchants Bank và công ty tư vấn Bain & Company, phần đông trong nhóm người Trung Quốc có hơn 10 triệu nhân dân tệ tương đương khoảng 1,53 triệu USD tài sản cá nhân cho rằng việc đầu tư vào bất động sản kém hấp dẫn hơn đầu tư để di cư.

Số liệu từ Caixin online, một website chuyên về tài chính, cho thấy tốc độ tăng trưởng đầu tư ra nước ngoài của các cá nhân Trung Quốc đạt 100% trong khoảng thời gian từ năm 2008 đến năm 2010. Mức tăng trưởng của số lượng người Trung Quốc sử dụng đầu tư để di cư sang Mỹ trong 5 năm qua lên tới 73%.

BEIJING — Is China facing a "Wealth Drain"? Do too many of the best and brightest — and above all, richest — Chinese dream of packing up their accumulated capital, and going to live abroad?

According to a new study, a majority of Chinese who have more than 10 million Yuan ($1.53 million) worth of individual assets find the idea of real—estate investment a lot less tempting than so—called "investment emigration." Nearly 60% of people interviewed claim they are either considering emigration through investment overseas, or have already completed the process, according to the 2011 Private Wealth Report on China published by China Merchants Bank and a business consulting firm Bain & Company. The richer you are, the study suggests, the likelier it is that you resort to emigration. And among those who possess more than 100 million yuan, 27 % have already emigrated while 47% are considering leaving. The fact that more and more rich Chinese are seeking to emigrate is turning into a hot topic in China, and statistics prove that the trend is a real one. According to Caixin online, a Chinese website specialized in finance, the compound annual growth rate of overseas investment by Chinese individuals approached 100% between 2008 and 2010. The compound growth rate of the Chinese who used investments to emigrate to the United States in the past five years is 73%.

So why are wealthy Chinese so eager to leave their country? The simplest answer is that there are a lot of things in China that even the richest cannot buy (emigration is obviously not one of them). China's rich are fond of saying that nothing "is a problem if money can solve it." Among the irresolvable problems that spark emigration, there are material ones, and emotional ones.

The former includes issues like laws and regulations, the education system, social welfare, inheritance tax, quality of air, investing atmosphere, food safety, ability to travel, and so on. In short, these are the material factors that any State must provide to its people in order to ensure their happiness. In emerging countries such as China, these factors are still often found wanting.

Emotional reasons behind rich people's immigration are generally linked to the lack of a sense of personal safety, including safety of personal wealth, as well as fear about an uncertain future. It thus appears that it is a certain "lack of well—being" that is pushing wealthy Chinese to emigrate. The results of the Private Wealth Report are very much in line with other studies. A recent Gallop Wellbeing Survey showed that most Chinese people feel depressed, even as China has sky—high economic growth rates that Europe and America can only dream of. According to the survey, which asked respondents to choose between "thriving," "struggling," and "suffering" to describe their situation, only 12% think themselves as "thriving," while 17% describe themselves as "suffering," and 71% "struggling." The number of Chinese who feel that their life is improving is comparable to the number of Afghans and Yemeni who feel the same way, while the number of persons feeling they are "struggling" is approximately the same as in Haiti, Azerbaijan and Nepal.

It is a paradox that, in a country where more and more people are getting richer by the day — albeit to the detriment of the poor, who have benefitted very little from the country's new wealth — the general feeling of well—being should remain at rock—bottom. The poor grumble while the rich flee.

The truth is that, unless they emigrate, the wealthy have to suffer from the same causes of unhappiness as the poor. Take food safety. Last year, when a Chinese woman living in Canada was asked by the International Herald Tribune why she had left her country, she said it was because of the Sanlu (toxic baby milk) case, and also because of the "hatred against the rich." Her answer highlights the fact that, as the gap between the rich and the poor is getting wider, and the poor are complaining more and more, the rich are also getting more nervous. Some rich people even worry that the "redistribution of wealth might start all over again." Although the danger seems overblown for now, people are starting to wonder where the public hatred of the rich might lead. The wealthy also know that they bear some of the responsibility for the unequal distribution of wealth. The so—called "original sin of wealth" is not totally without foundation, and it is often difficult for the rich to stop enriching themselves. Fluctuating market conditions bring out a survival instinct that sometimes makes them commit illegal or immoral acts. Once they realize this, they often chose to avoid the trap by emigrating and starting afresh.

The situation would not be as serious, of course, if the number of people deciding to leave were low. But once a few personal choices take the shape of a massive drain, the consequences of their departure on the economy and on society, through the example they set, can be dire.

An even bigger cause of concern is that, when rich people pack their money and leave, not only are they no longer identifying with their country, but they are also avoiding their social obligations. While the reason behind these people's decision matters little, the undeniable fact is that they make money from this society, but they refuse to give anything back.

Rich people who decide to move to a foreign country should know that, by doing so, they are stoking the dissatisfaction among those who stay behind. The poor get angrier because they cannot leave, and their hatred towards the remaining rich grows even bigger. This is the most corrosive thing that can happen to a society.

As people from around the globe flood into China in search of riches, more than 50% of China’s rich are considering leaving the country.

According to a new study on private wealth in China from consultancy Bain & Company, nearly half of the country’s richest citizens have considered investment immigration — a form of temporary or permanent residence that some countries, such as the U.S., give to foreign citizens when they create jobs and invest a high sum of money in a lesser-developed region.

Around 10% of the wealthiest have already decided to move, another estimated 10% are planning to apply for immigration, and the rest are considering it, said the study, which surveyed 2600 “high net worth individuals” in China.

Obtaining an investment visa for the U.S. requires at least $500,000, a sum that would be hard to stomach for almost any Chinese person a decade ago but which is now well within reason for many.

The number of Chinese citizens who boast investable assets of more than 10 million yuan, or roughly $1.5 million, is expected to reach 585,000 this year, nearly doubling 2008 figures, the study said. The fastest growing segment: those with more than 100 million yuan stuffed away in their pocketbooks.

While the new wealth is still most densely concentrated in coastal metropolises like Beijing and Shanghai, the study found that growth in the number of high net worth individuals over the past two years was fastest in southwest and central China.

Greater affluence in China has opened up new gateways for many to buy homes and start businesses, but the country’s wealthiest are looking for new ways to invest and manage their cash, the study says.

Unlike in previous years, the biggest priority for China’s rich these days is securing their wealth. The big appetite for risk that existed in the upper echelon just two years ago is fading, the survey found, with around 44% of the country’s wealthiest looking to spread their risk.

The Bain study doesn’t address the correlation between moving overseas and wealth-management, but with bubble-prone sectors like the stock market, real estate, art and tea among the only investment vehicles available in China, wealthy Chinese have good reason to store their money abroad.

State-owned media Xinhua reported late-last year that the trend was rising. The U.S. saw 1,971 investment immigrants from China in 2009, up from 1,360 a year earlier, Xinhua said.

Canada, meanwhile, saw Chinese investment immigration applications double between 2008 and 2010, the BBC reports.

The Bain report’s findings on investment immigration were greeted with a mixture of envy, exasperation and cynicism online. On Sina Weibo, China’s most active microblogging site, many commenters lamented the loss of Chinese wealth to foreign economies, while others suggested the rich were fleeing to escape being punished for corruption.

“After pigs grow fat, they fear being butchered,” wrote Sina user BigBang_2010.

In its report on Chinese immigrating to the U.S., Xinhua offered a simpler, and equally plausible, explanation: Some wealthy Chinese just want cleaner environments, and safer food.

“There is no doubt that the political situation back home is having an impact on how China’s rich are thinking of preserving their wealth,” says Ms Liebman.

In China, all land is owned by the state and investors can only buy leasing rights of usually up to 70 years, rather than to secure outright ownership...

Nền kinh tế và có lẽ cả chính thể Trung Quốc đang phải chịu đựng những hệ lụy được gây ra từ chính những vấn nạn đã tích tụ trong lòng nó.

Một trong những hệ lụy như thế là câu chuyện về hiện tượng mua sắm bất động sản ở nước ngoài của giới nhà giàu Trung Quốc vẫn chưa có hồi kết.

Những số liệu được dẫn từ Hiệp hội Chuyên viên địa ốc quốc gia (NAR) cho thấy, dân Trung Quốc và Hồng Kông đã trở thành nhóm khách hàng quốc tế lớn thứ hai mua nhà ở Mỹ trong thời gian từ tháng 3/2011 đến tháng 3/2012. Doanh số của các vụ giao dịch bất động sản này lên đến 9 tỷ USD, chỉ xếp sau Canada. Con số này đã tăng 23% từ 7,3 tỷ USD cùa 12 tháng trước đó và tăng 88% so với doanh thu 4,8 tỷ USD của năm 2010.

Chẳng thiếu gì lý do để những người giàu có hiện nay của Trung Quốc tìm đường ra nước ngoài. Đầu tiên và có vẻ hợp lý nhất luôn là việc họ muốn tìm kiếm cho con cái của họ những môi trường giáo dục hoàn thiện. Mỹ, Canada, Anh và Pháp đều là nơi tập trung những trường đại học tốt nhất thế giới.

Năm 2011, một công ty tư vấn có tên là Bain đã phải để mắt đến động cơ này. Theo thống kê của Bain, hàng năm lượng du học sinh Trung Quốc sang các nước phương Tây tăng hơn 20%. Bain cũng ước tính có khoảng 230.000 học sinh Trung Quốc đang học tập ở nước ngoài.

Những ẩn ý bên trong tất nhiên khó mà lộ ra ngoài. Không phải vô cớ mà trong mấy năm qua đã hiện hình một làn sóng của giai tầng nghèo khó chỉ trích dữ dội đối với lớp người giàu có ở Trung Quốc. “Không có lòng yêu nước” là tinh thần của sự chỉ trích mang đậm dấu ấn hằn thù như thế. Theo đó, những nguyên nhân ẩn giấu từ trào lưu di cư ra nước ngoài cũng dần lộ ra....

Vào tháng 5/2011, một cuộc điều tra của Công ty tư vấn Bain đã cho thấy có đến 60% người giàu Trung Quốc mong muốn định cư ở nước ngoài. Đây là số người giàu với tài sản bình quân trên 10 triệu USD. Trong số 2.600 người được điều tra, ít nhất có 10% gần như hoàn tất mọi thủ tục xuất cảnh.

Theo Bain, một hiện tượng có vẻ nghịch lý là càng giàu họ lại càng muốn ra nước ngoài. Đối với những ai đang có hơn 100 triệu nhân dân tệ, 27% đã rời Trung Quốc, còn 47% đang cân nhắc ra đi. Bến đỗ mới của những người này tập trung vào các quốc gia phương Tây như Mỹ, Canada, Australia hoặc một số nước châu Âu.

... Khi được lựa chọn giữa các tiêu chí “phát đạt”, “sống chật vật” và “khốn khổ” để phác họa về tình cảnh của mình, chỉ 12% người Trung Quốc thiên về “phát đạt”, trong khi có đến 17% “khốn khổ” và 71% “sống chật vật”.

Trong cách nhìn của Viện Gallop, những biểu trưng kinh tế - xã hội như vậy cho thấy dường như việc cảm thấy “không hạnh phúc” là nguyên do chính yếu khiến người giàu Trung Quốc chẳng mấy tha thiết gắn bó với quê cha đất tổ của họ.

Ngoài lý do kinh doanh và môi trường sống, còn những nguyên do nào khác để lớp người giàu Trung Quốc tìm đường rời xa tổ quốc của họ?

Có một thực tế là Trung Quốc vẫn đang được những kinh tế gia phương Tây ví như “nước nghèo giàu có”. Trong quốc gia này, rất nhiều người dân bị mất đất vào tay các doanh nghiệp bất động sản đã phải chứng kiến đất đai của họ bị thổi giá lên đến hàng chục lần so với giá đền bù. Đó cũng là điều mà Thủ tướng Trung Quốc Ôn Gia Bảo đã phải công khai thừa nhận là “sự oán giận của người dân”.

Một điểm trùng hợp cần ghi nhận là tỷ lệ “quỹ đen” của giới nhà giàu Trung Quốc chiếm đến gần 1/3 GDP, lại bằng với giá trị tham nhũng tại quốc gia này - cũng khoảng 1/3 GDP. Nhà nghiên cứu Vương Tiểu Lỗ của Quỹ Cải cách Trung Quốc - một tổ chức phi chính phủ độc lập, cũng đã tìm ra con số tham nhũng lên đến 9.600 tỷ NDT (khoảng 1.500 tỷ USD).

Với những quan chức nằm trong diện tham nhũng đậm đà như thế, hiển nhiên cách thức an toàn nhất của họ là đi theo xu hướng di cư của giới giàu có ra nước ngoài, vừa có thể rửa tiền bất chính, vừa an toàn hơn hẳn so với việc tiếp tục ở lại trong nước.

Vào năm 2011, hãng truyền thông BBC đã dẫn một bản báo cáo được công bố của Ngân hàng trung ương Trung Quốc về việc các quan tham Trung Quốc đã gửi ra nước ngoài đến 120 tỷ USD trong giai đoạn 1990-2008. Những địa chỉ được ưa chuộng gửi tiền là Mỹ, Australia, Canada và Hà Lan.

Cùng với sự bốc hơi tài chính là công cuộc “chảy máu chất xám” khi có đến 16.000 - 18.000 quan chức và nhân viên các công ty quốc doanh đã rời khỏi Trung Quốc trong thời gian đó....

Doanh nhân Louie Huang cho rằng gia đình mình sẽ thuận lợi hơn nếu ra nước ngoài định cư.

Tuy mối làm ăn chính là ở Trung Quốc nhưng anh cũng có khoản đầu tư đáng kể, đủ để đem lại cho mình quyền định cư tại Singapore.

Anh nói vì làm vậy là vì một số lý do, nhất là cơ hội cho gia đình tương lai của mình.

Nhưng anh thừa nhận rằng với nhiều người bạn giàu có của mình thì cái cảm giác không an toàn khiến họ muốn tìm cách ra nước ngoài sinh sống.

Các doanh nhân, dù là nhờ có các mối quan hệ hay chỉ đơn thuần là do tham nhũng, bất kể họ làm giàu bằng cách nào thì cũng đang có những bằng chứng ngày càng nhiều cho thấy giới siêu giàu Trung Quốc nay đang tìm cách thoát đi.

Tại một cuộc hội thảo tổ chức tại một văn phòng sang trọng với tầm bao quát ra thành phố Thượng Hải rất đẹp, các doanh nhân Trung Quốc với mức dự tính chi ra ít nhất là nửa triệu đô la được khuyến khích đầu tư vào kinh tế Hoa Kỳ.

Lượng người Trung Quốc muốn đến Mỹ theo con đường đầu tư ngày càng tăng.

Chương trình chiếu khán EB-5 là chương trình đầu tư-để-định cư, cấp thẻ định cư cho các trường hợp đầu tư tạo việc làm cho ít nhất 10 lao động.

Trong năm 2006, chỉ có 63 visa loại này được cấp cho các công dân Trung Quốc. Năm ngoái, con số này nhảy vọt lên 2.408 và trong năm nay con số này đã vượt quá 3.700.

Điều đó có nghĩa là làn sóng tiền từ Trung Quốc đang đổ vào các dự án cơ sở hạ tầng tại Hoa Kỳ.

Thời bất ổn[/B]

Hệ thống chính trị cứng nhắc và trì trệ của Trung Quốc có lẽ là lý do khiến người giàu muốn ra đi, đặc biệt là trong năm nay, khi sẽ có những thay đổi diễn ra ở cấp cao nhất trong Đảng Cộng sản.

Cũng có cả những quan ngại về lối sống nữa. Giống như Louie Huang, người có tiền thường muốn sống ở nơi không khí trong lành hơn, có nền giáo dục tốt hơn cho con cái....

Số liệu về EB-5 không phải là những chứng cứ duy nhất. Cuộc khảo sát hồi cuối năm ngoái, được thực hiện đối với gần 1000 triệu phú đô la Trung Quốc cho thấy [B]60% tính chuyện ra nước ngoài.

Trung Quốc nay là một trong các luồng di dân lớn nhất vào Úc, với số liệu công bố năm 2011 cho thấy lần đầu tiên Trung Quốc đã vượt qua Anh.
