[SIZE=2]Sáu chiếc tàu hải giám của Trung Quốc hôm nay 14/09/2012, trong nhiều tiếng đồng hồ, đă tiến gần quần đảo Senkaku/Điếu Ngư đang do Nhật Bản quản lư. Hành động giương oai diễu vơ này của Bắc Kinh nhằm nhấn mạnh yêu sách chủ quyền tại đây.[/SIZE]
[SIZE=2]Thông báo của Bộ Ngoại giao Trung Quốc nói rơ : « [I]Hai đoàn tàu hải giám Trung Quốc đă đến vùng biển gần quần đảo Điếu Ngư và các đảo kế cận (…) để bắt đầu tuần tra và buộc tôn trọng luật pháp. Các hoạt động này nhằm chứng tỏ chủ quyền của Trung Quốc tại quần đảo, và bảo vệ các lợi ích hàng hải[/I] ».[/SIZE][/B]
Điếu Ngư là tên Trung Quốc đặt cho quần đảo không người ở, nhưng có thể có tiềm năng dầu khí, mà Nhật Bản gọi là Senkaku. Quần đảo này nằm cách đảo Okinawa của Nhật 400 km về phía nam, và cách Đài Loan 200 km theo hướng đông bắc.
Đối với Tokyo, đây là một sự kiện « [I]chưa có tiền lệ[/I] ». Chính quyền Nhật Bản đă lập tức triệu đại sứ Trung Quốc tại Tokyo, ông Tŕnh Vĩnh Hoa, để phản đối, và ông này đă nhân thể nhắc lại yêu sách của Bắc Kinh. Thủ tướng Nhật Yoshihiko Noda đă cho thành lập một nhóm công tác đặc biệt để xử lư khủng hoảng, và cảnh báo rằng chính phủ Nhật sẽ « [I]giám sát các tàu hải giám bằng mọi cách[/I] ».
Sáng sớm hôm nay, lực lượng tuần duyên Nhật đă thông báo có sáu tàu hải giám Trung Quốc tiến vào lănh hải Nhật Bản, chỉ cách một trong năm ḥn đảo của quần đảo 22 km. Ngay lập tức, các tàu tuần tra Nhật đă thông báo cho các tàu này là họ phải rời ngay vùng lănh hải của Nhật. Cũng theo lực lượng tuần duyên, các tàu hải giám Trung Quốc đă rời khu vực này sáu tiếng đồng hồ sau đó, khoảng 13 giờ 20 (4 giờ 20 GMT).
Sáu tàu hải giám trên đây không thuộc hải quân Trung Quốc, mà do Quốc gia Hải dương Cục, thuộc Bộ Lănh thổ Tài nguyên quản lư. Việc gởi đoàn tàu này đến Senkaku/Điếu Ngư là sự đáp trả thẳng thừng của Bắc Kinh trước việc Tokyo hôm thứ Hai 10/9 loan báo quyết định mua lại ba trong số năm ḥn đảo của quần đảo. Ḥn đảo thứ tư th́ đă là sở hữu của chính quyền Nhật, c̣n ḥn đảo thứ năm vẫn thuộc sở hữu chủ tư nhân người Nhật.
Một số nhà phân tích cho rằng, phản ứng mănh liệt của Bắc Kinh trong tranh chấp chủ quyền trên biển với Tokyo là do việc chuyển giao quyền lực chính trị tại Trung Quốc phức tạp hơn dự kiến, cùng với việc ông Tập Cận B́nh « [I]mất tích[/I] » từ 10 ngày qua. Dù sao, vụ Senkaku/Điếu Ngư trong những tuần lễ gần đây đă khiến quan hệ hai nước xấu đi thấy rơ.
Hồi tháng Tám, một số người Trung Quốc đă đổ bộ lên đảo Uotsurijima thuộc Senkaku/Điếu Ngư, và đă bị chính quyền Nhật bắt và trục xuất. Vài hôm sau, đến lượt hàng chục người theo chủ nghĩa dân tộc Nhật Bản đă cắm cờ Nhật trên đảo này để tái khẳng định chủ quyền của Nhật.
Một loạt các cuộc biểu t́nh chống Nhật tập trung hàng ngàn người đă diễn ra tại hơn 20 thành phố Trung Quốc. Các cửa hàng, tiệm ăn và xe cộ của người Nhật tại nhiều nơi bị đập phá, thậm chí một số người c̣n giật mất cờ hiệu trên xe đại sứ Nhật ở Bắc Kinh.
Hôm nay, Nhật Bản đă lên tiếng yêu cầu Trung Quốc phải đảm bảo an toàn cho các công dân Nhật, sau một loạt vụ hành hung diễn ra tại Thượng Hải.

TOKYO — Hoa Kỳ và Nhật Bản đồng ư thiết lập một hệ thống radar thứ nh́ để pḥng thủ phi đạn trên lănh thổ Nhật Bản, một quyết định nhắm mục đích chống lại những đe dọa từ phía Bắc Triều Tiên. Thông báo được Bộ trưởng Quốc pḥng Hoa Kỳ Leon Panetta đưa ra trong chặng dừng chân tại Tokyo hôm nay. Tháp tùng bộ trưởng quốc pḥng Panetta, thông tín viên VOA Luis Ramirez gửi về bài tường thuật sau đây.
Thông báo được đưa ra ngay trước khi Bộ trưởng Quốc pḥng Hoa Kỳ Leon Panetta lên máy bay đi Bắc Kinh, nơi ông phải đối diện với một số thách thức từ giới lănh đạo Trung Quốc vẫn nghi kỵ về sách lược mới của Hoa Kỳ bao gồm một sự chuyển hướng các lực lượng qua vùng châu Á-Thái B́nh Dương.
Ông Panetta đă khẳng định rơ rằng hệ thống radar ở Nhật Bản là nhắm vào Bắc Triều Tiên, chứ không phải vào Trung Quốc.
Ông Panetta nói: “Hoa Kỳ và Nhật Bản đă bắt đầu phối hợp về các bố trí trong tương lai thêm dàn radar do thám ở Nhật Bản. Mục đích của hệ thống này là tăng cường khả năng bảo vệ Nhật Bản. Nó cũng được thiết kế để dọn đường cho các lực lượng Hoa Kỳ được điều tới, và cũng có hiệu năng trong việc bảo vệ đất nước Hoa Kỳ chống lại mối đe dọa phi đạn của Bắc Triều Tiên.”
Ông Panetta loan báo quyết định sau khi họp hôm nay với Bộ trưởng Quốc pḥng Nhật Bản Satoshi Morimoto. Giới chức này của Nhật Bản cho biết chưa có quyết định nào được thực hiện về việc hệ thống radar mới sẽ được đặt tại đâu.
Các giới chức quốc pḥng Hoa Kỳ nói một toán chuyên gia Mỹ đă đến Nhật Bản để bắt đầu phối hợp với phía Nhật Bản về hệ thống mới này, mà các giới chức nói nhắm mục đích pḥng chống sự hung hăng của Bắc Triều Tiên và điều mà các giới chức Ngũ Giác Đài nói là kho phi đạn ngày càng gia tăng của B́nh Nhưỡng.
Hoa Kỳ đă đưa vào hoạt động một hệ thống radar băng tần X ở mỏm phía bắc ḥn đảo Honshu của Nhật Bản cũng như các hệ thống radar đặt trên các tầu biển trong khu vực. Nhưng các giới chức nói thêm vào các khả năng đó sẽ tăng cường cho khả năng của lực lượng Hoa Kỳ nhằm theo dơi các vụ phóng phi đạn từ Bắc Triều Tiên.
Trong các nhận định đưa ra, ông Panetta nói các khả năng radar mở rộng nằm trong khuôn khổ lợi ích của toàn khu vực.
Ông Panetta nói: “Sự hợp tác chặt chẽ liên tục về pḥng thủ phi đạn đạn đạo phản ánh cam kết chung của chúng tôi đối với liên minh này và với việc thăng tiến ḥa b́nh và an ninh trong khu vực châu Á Thái B́nh Dương.”
Thông báo này tiêu biểu cho thêm một cái gai đối với bộ trưởng quốc pḥng Hoa Kỳ vào lúc ông bắt đầu chuyến đi 3 ngày đến Bắc Kinh, nơi một số người đă cáo buộc Washington là chuyển trọng tâm chú ư đến khu vực châu Á Thái B́nh Dương như một phương sách để kiềm chế ảnh hưởng ngày càng tăng của Trung Quốc trong khu vực.
Ông Panetta đi Trung Quốc vào lúc t́nh h́nh căng thẳng tăng cao giữa Bắc Kinh và Tokyo trong một vụ tranh chấp lănh thổ về một nhóm đảo giàu tài nguyên không người ở trong vùng Biển Đông Trung Quốc. Đài Loan cũng nhận chủ quyền nhóm đảo mà Nhật Bản gọi là Senkaku và Trung Quốc gọi là Điếu ngư này.
Một thỏa thuận 26 triệu đôla của Nhật Bản để quốc hữu hóa nhóm đảo này hồi tuần trước đă châm ng̣i cho các cuộc biểu t́nh rầm rộ chống Nhật Bản tại Trung Quốc.
Hoa Kỳ cho biết giữ lập trường trung lập trong vụ tranh chấp. Tuy nhiên, ông Panetta đă cảnh báo rằng các hành vi khiêu khích của bất cứ bên nào cũng có thể châm ng̣i cho một cuộc xung đột trong khu vực. Ông Panetta cho biết sẽ hối thúc các nhà lănh đạo Trung Quốc theo đuổi đường lối đối thoại để giải quyết vụ này và các vụ tranh chấp khác với các lân quốc cả trong vùng biển phía đông và phía nam Trung Quốc.

Tổng thống Hoa Kỳ Barack Obama hôm nay sẽ nộp đơn kiện Trung Quốc về việc chính phủ nước này trợ giá cho ngành công nghiệp xe hơi.
Các giới chức chính quyền cho hay Tổng thống Obama sẽ loan báo quyết định tại một chặng dừng chân trong cuộc vận động ở bang Ohio, miền tây nước Mỹ.
Tiểu bang trọng yếu trong cuộc bầu cử Tổng thống sắp tới này là nơi có cơ sở lớn về sản xuất mà nhiều người đổ lỗi cho Trung Quốc đă làm suy yếu nền công nghiệp của họ.
Chính quyền Tổng thống Obama cho biết sẽ vận động đ̣i có biện pháp chống Trung Quốc trước Tổ chức Thương mại Thế giới (WTO) v́ Washington cho rằng Bắc Kinh đă trợ giá một cách bất hợp pháp cho các mặt hàng xuất khẩu trong các khu vực chế tạo xe hơi, và các linh kiện xe hơi.
Hoa Kỳ cho biết tập tục này gây bất lợi trong khả năng cạnh tranh của các nhà sản xuất Mỹ và khuyến khích việc đưa các công ăn việc làm trong ngành sản xuất qua Trung Quốc.
Loan báo vừa kể được đưa ra giữa lúc ứng cử viên của đảng Cộng ḥa Mitt Romeny gia tăng những lời chỉ trích đường lối của Tổng thống Obama về Trung Quốc.
Cả hai ứng cử viên tổng thống đều biến Trung Quốc, nhất là các tập tục thương mại của nước này, thành một đề tài trong cuộc vận động tranh cử.

[B][SIZE=2]CHINA and other Asian countries could end up at war over territorial disputes if governments keep up their "provocative behaviour", US Defence Secretary Leon Panetta has said. [/SIZE] [/B]
Speaking to reporters before arriving in Tokyo on a trip to Asia, Mr Panetta appealed for restraint amid mounting tensions over territorial rights in the East China Sea and the South China Sea.
"I am concerned that when these countries engage in provocations of one kind or another over these various islands, that it raises the possibility that a misjudgment on one side or the other could result in violence, and could result in conflict," Mr Panetta said, when asked about a clash between Japan and China.
"And that conflict would then have the potential of expanding."
The Pentagon chief's trip coincides with an escalating row between Asia's two largest economies over an archipelago in the East China Sea administered by Tokyo under the name Senkaku and claimed by China under the name Diaoyu.
Tensions have steadily mounted since pro-Beijing activists were arrested and deported after landing on one of the islands in August. Japanese nationalists then followed, raising their flag on the same island days later.
On Tuesday, Japan announced it had nationalised three of the islands in the chain, triggering protests in China. Tokyo already owns another and leases the fifth.
The uninhabited islands are in important sea lanes and the seabed nearby is thought to harbour valuable mineral resources.
Sometimes violent demonstrations have been held in China near diplomatic missions in the days since Tokyo's announcement, although there have been no reports of deaths or serious injuries.
Hong Kong broadcaster Cable TV showed footage of clashes on Sunday in Shenzhen between riot police and demonstrators, with some holding a banner calling for a "bloodbath" in Tokyo.
Mr Panetta is due to hold talks on Monday with his Japanese counterpart, where the dispute is expected to top the agenda, before heading to China, then New Zealand.
Territorial disputes in the South China Sea also have Washington worried, as China has refused to withdraw claims to virtually all of the strategic waterway and has been accused of bullying smaller states in the area.
The Philippines and Vietnam have alleged Beijing has used intimidation to push its claims in the South China Sea, through which about half of the world's cargo passes.

Alaska’s fleet of F-22 fighter jets and their elite pilots have been deployed to an airbase in the Pacific U.S. territory of Guam, according to officials at Joint Base Elmendorf-Richardson in Anchorage. The deployment has been planned for some time, but happens to coincide with a period of escalating tension in the Pacific Theater, as Japan and China dispute who has the rights to a set of uninhabited, resource-rich islands.
A press release sent out Monday night from JBER said that the F-22 Raptors were deployed to Andersen Air Force Base in Guam, located nearly 2,000 miles from China. According to public affairs officer Capt. Ashley Conner, it is the first time since January of 2011 that the F-22s have been deployed to the region, and is part of a series of rotations that began in 2009.
“This deployment is the second F-22 Pacific Command theater deployment since 2011,” Conner said. “The F-22s from Langley AFB, Virginia were the first to deploy. It is a rotational deployment that signifies a continued commitment to regional stability and security and allows our units to become familiar with operating in the Pacific theater.”
The move to the Pacific is interesting in light of the heightened tension between Japan and China, originating from a dispute over what the Japanese call the Senkaku Islands and the Chinese refer to as the Diaoyu Islands. While some of the debate revolves around the fishing waters around the islands -- China [URL="http://japandailypress.com/1000-chinese-fishing-boats-sailing-towards-disputed-senkaku-waters-1712396"]launched a 1,000-fishing-vessel fleet[/URL] over the weekend -- that’s not the real issue.
"These islands are just tiny little rocks in the ocean, not inhabitable, so the land itself is not really the point," said Dr. Paul Dunscomb, a professor of East Asian history at the University of Alaska Anchorage. "But the ocean territories and the seabed resources around the islands are very much the point, in particular oil and gas and minerals."
The F-22s based out of Langley are currently stationed in Kadena, Japan, very close to the islands in question. The U.S. has a security treaty with Japan which would obligate military intervention should the situation escalate, but Conner said that this most recent deployment is entirely unrelated the situation.
“These deployments are a prudent measure to maintain a credible deterrent posture and presence in the region and not in response to any specific situation,” Conner said. “This deployment is just resuming the F-22 deployment rotation.”
Still, given the close scrutiny on the situation in the Pacific and China and Japan’s long history of distrust, the timing of the move is intriguing. According to Dunscomb, bad blood remains in China over the occupation of that country by Japanese forces for about a half-century beginning in the late 19th century and ending with World War II. Dunscomb said that hard feelings about atrocities committed by the Japanese during those years have been etched into the national consciousness of China.
Of course, in a country where public protests are often quickly squashed, why have Chinese authorities allowed protests to persist over Japanese occupation of the Senkaku Islands? Well, Dunscomb said, it might be to the Chinese government’s advantage.
"The Chinese government in particular finds it useful to keep this alive," he said. "It allows those protests it thinks are useful, comes down like a ton of bricks on any protests it finds (not) useful."
He said that a compromise might need to be reached in order to resolve the situation, one that might see China giving up maritime rights in certain areas in exchange for others. In particular, that could mean the Arctic, which [URL="http://www.alaskadispatch.com/article/why-china-seeking-more-influence-arctic"]China has made noise about getting involved in[/URL].
But it may not end so smoothly, and the situation may escalate militarily, which could put those F-22s to much different use than the one they were sent to Guam for.
"(China) might just feel that they have the power to do it, because they are convinced they are not only stronger than Japan, Vietnam, the Philippines, but because they believe America is a 'declining power' and there's nothing we can do about it," Dunscomb said.
