[B]Bầu cử tại San Jose (Bài 1)
Chức vụ Thị trưởng San Jose đ̣i hỏi phải được phiếu của toàn thể thị xă, các sắc dân, các tổ chức và cử tri toàn tỉnh. Dân Việt tại San Jose có khoảng gần 10% nhưng tỷ lệ đi bầu chưa được 50%. V́ vậy nên rất cần phải nỗ lực gia tăng mới gây ảnh hưởng cho các ứng cử viên, không riêng ǵ ứng cử viên Việt Nam.
Cali Today News [/B]- Xem chừng cuộc bầu cử năm nay khá sôi nổi trong phạm vi cộng đồng Việt Nam tại miền Bắc California.
Riêng tại vùng Vịnh th́ vị thẩm phán cao niên đơn thân độc mă vừa tiến được bước cụ thể. Trải qua cuộc tranh luận ráo riết, thẩm phán Phan quang Tuệ đă thắng bà Mỹ Virginia Fuller để được đảng Cộng Ḥa chính thức đề cử đại diện. Trong khi đó th́ thanh niên trẻ tuổi Việt Nam anh Johnny Lee vừa bị loại v́ thiếu người đề cử. Rất tiếc anh chỉ thiếu 4 phiếu trên 50. Nhu cầu đơn giản chỉ cần 50 cử tri trong vùng kư tên đề cử là xong. Anh thu được 70 người nhưng giờ chót t́m thấy 19 tên không hợp lệ.
Ông ṭa Tuệ tranh cử chức vụ dân biểu liên bang Hoa Kỳ, khu 11, nằm ở phía Đông vịnh San Francisco, trong khi đó ứng cử viên trẻ tuổi muốn ngồi vào ghế nghị viên khu 7 tại San Jose thay cho cô Madison Nguyễn. Tuy nhiên dù anh Lee không được vào danh sách ứng cử nhưng Việt Nam ta vẫn c̣n 3 vị sẽ dự tranh cùng với 1 người Mễ. Với 3 ứng cử viên gốc Việt cho khu 7, kỳ này có nhiều hy vọng khu vực Senter, Tully và Story sẽ vẫn là đất của ta kể từ khi cô Madison Nguyễn mở đường 8 năm trước.
Chuyện của ông trung úy trẻ tuổi ngày xưa Phan quang Tuệ bây giờ một ḿnh mở pḥng tuyến nơi xa đánh vào chính trường sẽ được gác lại. Chúng tôi xin nói trước về mặt trận liên quan tại San Jose.
[B]Nhắc lại chuyện xưa.[/B]
Con số người Việt ghi danh đi bầu tại quận Santa Clara vào đầu thập niên 80 chỉ có vài trăm. Mười năm sau đă vô quốc tịch, hưởng phúc lợi lên đến con số vài ngàn. Thập niên 90 là thời gian cộng đồng hô hào đồng hương ghi danh đi bầu. Tỷ lệ vẫn thấp. Bầu tổng thống th́ c̣n khá đông. C̣n bầu địa phương, dân ta chẳng quan tâm. Mỗi kỳ bầu cử 4 năm và mỗi kỳ kiểm tra dân số 10 năm, dù hô hào tối đa con số phe ta tham dự vẫn c̣n thấp.
Có lần mời được cả đại phóng viên là ông Peter Jenning về thăm cộng đồng để khích lệ. Kết quả vẫn chừng mực. Vô quốc tịch để hưởng phúc lợi, để làm đơn đoàn tụ, nhưng không phải để đi bầu.
Rơ ràng số cử tri Việt Nam đi bầu mỗi kỳ đều không khả quan so với thiên hạ. V́ con số không đáng kể nên các vị dân cử không quan tâm. Mỗi lần lễ hội, viên chức chính quyền chỉ cử đại diện phát cho 1 tờ tưởng lục phe phẩy như lá vàng rơi. Nhưng rồi dần dần gió đổi chiều, con số cử tri Việt Nam chịu ghi danh gia tăng và con số chịu đi bầu lớn dần. Tại sao. V́ có người Việt ứng cử. Các ứng cử viên Việt Nam kêu gọi dân ta đi bầu. Phiếu Việt Nam bắt đầu có giá.
Lễ hội hàng năm chúng ta có các vị dân cử thắt cà vạt màu cờ vàng và bắt vợ mặc áo dài. Thậm chí có ông nghị may luôn 2 bộ quốc phục Việt Nam xanh đỏ, mùa nào màu đó.
Bây giờ mặc quốc phục chưa đủ, các ngài đi học tiếng Việt để chúc mừng năm mới và mở đầu luôn luôn nói về đề tài nhân quyền, tự do dân chủ cho Việt Nam. Đó là chính trị xă giao.
[B]Bầu cử tại San Jose.[/B]
Tại Nam Cali th́ các vùng thị tứ của người Việt khá rộng trải ra trên các thành phố nhỏ. Tại Bắc Cali th́ tập trung nhiều nhất vào khu số 7 của San Jose. Con đường Senter chạy dài theo trục Bắc Nam nối 3 con đường Story, Tully và Capitol. Đó là vùng chính của khu Bẩy. Vùng đất biết bao lần nổi sóng và hiện do cô nghị Madison đảm trách. Cũng chính tại đây khởi đi hơn 8 năm trước là trận thư hùng giữa 2 anh thư Việt Nam vào chung kết chức vụ nghị viên. Những cuộc đối chất hết sức gay cấn và xúc động giữa 2 tuổi trẻ Việt Nam. Cả 2 đều là trí thức khoa bảng. Giáo sư Madison Nguyễn và cô Luật sư Linda Hàn Nguyễn.
Kết quả cô Madison, con 1 gia đ́nh thuyền nhân Việt Nam trở thành nông dân tại Mỹ đă chiến thắng.
Cô đă tồn tại qua 2 nhiệm vụ và 1 lần recall hết vất vả. Và bây giờ với tước vị phó thị trưởng, cô ra tranh chức thị trưởng San Jose. Trong khi đó, đối thủ ngày xưa của cô, luật sư Linda Hàn Nguyễn đang yên bề gia thất tại xứ Tây Ban Nha.
Trong lịch sử của chính quyền địa phương San Jose có thể nói chưa từng có nghị viên nào trải qua nhiều sóng gió mà tồn tại như Madison Nguyễn. Nhưng bây giờ xin tạm hoăn cuộc chạy đua thị trưởng. Xin trở lại nói về khu 7.

Kết quả sau cùng có 5 ứng viên muốn dự tranh, 3 Việt Nam và 2 người Mễ. Khu vực này dự có khá nhiều sắc dân. Về dân số th́ Mễ chiếm 42% Việt Nam 30% c̣n lại là các sắc dân khác. Tuy dân Mễ đông nhưng lại có nhiều người t́nh trạng cư trú bất hợp pháp và mức độ quan tâm bầu cử cũng thấp.
V́ vậy phiếu Việt Nam vẫn là con số quyết định.
Với 3 ứng cử viên Việt Nam th́ 2 người đă thấy vận động ráo riết. Luật sư Nguyễn Tâm và cô Cẩm Vân đều ở vào tuổi trung niên, đă được cộng đồng Việt Nam biết đến từ nhiều năm qua.
Luật sư Tâm đồng thời cũng là nhạc sĩ sang tác và có nhiều thành tích đấu tranh. Cô Cẩm Vân là con của cụ Lê văn Cao, một nhà hoạt động lâu năm nay đă qua đời. Cẩm Vân đă chuẩn bị cho ḿnh con đường hoạt động chính trị từ nhiều năm trong hội đồng quản trị học khu và giữ được một số phiếu căn bản. Cô cũng đă từng tranh cử một lần vào ghế nghị viên San Jose dù thất bại nhưng học được rất nhiều.
V́ cảm t́nh, v́ quen biết và cũng v́ thông cảm với đường lối làm việc, các nhà hoạt động tại địa phương đă chia làm 2 để yểm trợ 2 phía đối nghịch.
Các thân hữu đi vào khu mobil Việt Nam cư ngụ, ngay cửa vào 1 bên cắm bảng cho Tâm Nguyễn và một bên ủng hộ Cẩm Vân. Trong chiến dịch tranh cử ông Tâm đưa ra các tuyên bố khá mạnh mẽ và táo bạo. Tên là Tâm, ông sẽ lấy trái tim và tấm ḷng ra phục vụ. Khẩu hiệu đưa ra : "Đâu cần Tâm có, đâu khó có Tâm".
Ông lại c̣n đề ra giải pháp tránh chia phiếu giữa Việt Nam, nên có cuộc bầu sơ khảo nội bộ. Ai thua th́ tự động rút lui. Mới đây ông cho biết nếu vào chung kết với người Việt, sẽ nhường. Nghe ông nói như vậy, đối thủ sẽ rất mừng v́ rất có nhiều triển vọng 2 người Việt sẽ vào chung kết. Như chuyện đă xảy ra 8 năm trước.
Phía luật sư Tâm ra quân mănh liệt như thế, c̣n về phần cô Vân ra sao. Cho tới nay, việc gây quỹ của Cẩm Vân khá hơn các đối thủ mặc dù chưa tổng kết lần cuối. Cô cũng có được danh sách dài các giới chức Hoa Kỳ ủng hộ. Tuy nhiên đường lối tranh cử của cô khiêm tốn hơn.
Hai phía hoạt động hoàn toàn khác biệt nhưng cùng có kết quả về phương diện thông tin. Nếu phong cách của Tâm Nguyễn là lửa đấu tranh th́ của Cẩm Vân là mạch nước của xă hội. Cả hai đều tin chắc ḿnh sẽ thắng, nhưng Cẩm Vân phân tích rằng hội đồng thành phố 11 người hiện nay ch́ có 2 nữ. Madison hết nhiệm kỳ th́ cần 1 người nữ vào thay thế để giữ được sự quân b́nh rất cần thiết. Nói như vậy, cô coi ứng cử viên phụ nữ gốc Mễ cũng đáng quan ngại. Cẩm Vân sẽ cố gắng và lặng lẽ tiếp xúc với cử tri qua các lănh vực hết sức thực tế. Đối với cả 2 ứng viên được đề cập đến ở đây th́ đa số người Việt đều quen biết. Và ngay giữa 2 ứng cử viên vẫn có sự đối thoại qua lại. Cả hai đều tránh công kích hay phê phán đối phương. Chúng ta có thể hy vọng rằng mặt trận khu bẩy kỳ này sẽ sạch sẽ hơn 8 năm về trước. Tuy nhiên yếu tố bất ngờ của 2 ứng viên c̣n lại chưa biết được. Và kết quả của các ứng cử viên vận động phiếu ngoài cộng đồng Việt th́ chưa đo lường được.
[B]Bây giờ nói đến ghế Thị Trưởng[/B]

V́ lư do hết nhiệm kỳ, nên tháng 6 năm nay dân San Jose sẽ bầu sơ bộ ghế thị trưởng với nhiều danh tính để lựa chọn. Các nghị viên San Jose gần như hết hạn cùng 1 lượt nên ai cũng muốn thử thời vận.
Trong số này có 3 ứng cử viên được coi là nổi hơn cả. Phía thành phố có nghị viên kiêm phó Thị trưởng Madison Nguyễn, nghị viên khu down town là ông Sam Riccardo. Đây là 2 tay có tiếng phía thị xă. Từ hội đồng giám sát quận ra tranh cử là Dave Cortese. Ông này đă từng làm hội đồng học khu, lên nghị viên San Jose, lên phó thị trưởng rồi qua giám sát viên. Ông Dave được coi là người đang dẫn trước cuộc đua, nhưng Madison và Sam đều là những đối thủ có hạng sẵn sàng gây bất ngờ. Khó ai có thể thắng hơn 50% ṿng đầu. Kỳ chung kết sẽ hấp dẩn.

Cũng như cuộc bầu khu 7, việc bầu thị trưởng cũng có nhiều khuynh hướng khác nhau trong cộng đồng Việt. Một số thân hữu được hỏi cho biết dù có thể không đồng ư nhưng đă có ư bỏ phiếu cho Madison đơn thuần v́ t́nh đồng hương. Đó là nguyên tắc người Việt bỏ cho người Việt. Cũng có ư kiến sẽ bỏ cho người khác v́ chuyện giận hờn chưa nguôi từ nhiều năm qua.
Có cử tri nói rằng đồng hương cũng là yếu tố, nhưng giận hờn cũng đáng lưu tâm. Nếu suy nghĩ như 1 cư dân có trách nhiệm tại đất nước này mà thấy đồng hương có khả năng đáp ứng th́ rất nên bầu. Nhưng nếu v́ công tâm muốn bầu cho người xứng đáng hơn th́ yếu tố đồng hương không phải là điều bắt buộc..
Vấn nạn quan trọng của thành phố San Jose hiện nay là vấn đề an toàn, ngân sách và gia cư. Án mạng gia tăng, San Jose mất đi danh tiếng của một thành phố an toàn số 1, Ngân sách vẫn c̣n nhiều thiếu hụt và sau cùng giá thuê nhà cao quá.
Đó là các nhu cầu thực tế mà mọi người dân San Jose phải đương đầu dù là thuộc sắc dân nào.
Là công dân của đất nước này, là cư dân của thành phố này, là cử tri của cuộc bầu cử này, đă đến lúc chúng ta phải đi bầu thật đông, và đi bầu với tấm ḷng của 1 cử tri Hoa Kỳ.
Cử tri có thể bầu theo cảm t́nh riêng, bầu tùy hoàn cảnh hay theo suy luận của lư trí. Có thể bầu v́ t́nh đồng hương hay v́ yêu thương hay ghét bỏ. Có thể đi bầu theo thiên hạ hay bầu v́ xúc động khi được ứng cử viên gơ cửa chào hỏi trong ngày trời mưa gió. Không ai bắt bẻ về lư do bạn chọn người này mà không chọn người kia. Trong gia đ́nh vợ chồng có thể ư kiến khác biệt. Điều quan trọng là có sự quan tâm, ghi danh và bỏ phiếu. Và điều quan trọng là không để bầu cử trở thành duyên cớ nuôi hận thù.
Phải sống được với nhau dù các ư kiến khác biệt. Đó mới thực là dân chủ.

Góy ư sau đây của một độc giả của baocalitoday.com, đăng bên dưới bài viết của ông "nhà dzăng" Giao Chỉ aka Vũ Văn Lộc. Tôi đọc ưng ư quá, nên đem về đăng trên diễn đàn VL để quư bạn quan tâm đến tin tức bầu cử năm 2014 tại TP San Jose, thấy được rơ "chân tướng" của đám bưng bợ bà Phó thị trưởng Madison Nguyễn là những hạng người nào. Hơn nữa, không phải uốn lưỡi cho thật dẻo, che dấu mánh lới bưng bợ (như ông "nhà dzăng" Giao Chỉ, Truc Vo, DongKhanh6...) đến đâu cũng không qua mắt được độc giả. Đừng tưởng bở người dân không nói (thầm lặng) th́ có thể lường gạt dễ dàng :)

Câu b́nh luận hay nhất từ trước tới giờ! Nếu "cô ta" không làm lợi cho người Việt này (người Việt San Jose) th́ cũng tốt cho người Việt khác (người Viêt...Cộng) chăng?
"Cô ta" không tiếp phái đoàn Cộng sản, nhưng vây cánh của cô ta th́ không đề cập tới. Cô ta có đi VN, tuyên bố vung vít, rồi báo chí VN có đăng lời cô ta kêu gọi đồng bào hải ngọai về xây dựng đất nước. Tới lúc bị rờ gáy th́ cô ta ra bản tuyên cáo (bằng tiếng Việt,[B] không có tiếng Anh[/B]) để dọa nạt bà con. Nói là báo VN đăng sai lời, nhưng vẫn không ra thông cáo rơ ràng để bác bỏ.
Chẳng cần nói tên cũng biết "cô ta" đây là cô nào. Vào làng chính trị chưa được 10 năm mà mánh khóe tráo trở nào cũng đều áp dụng lên đầu lên cổ dân VN ở San Jose hết. Bỏ tiền ra làm 100 cái hội Tết Trung Thu hay may thêm 10,000 lá cờ vàng cũng không che dấu được cái đuôi cáo đuôi chồn. Chỉ buồn là một số người Việt ta c̣n nhẹ dạ và cả tin quá thôi![/QUOTE][/SIZE]

Nếu có bản Thư Lên Tiếng viết bằng Anh ngữ, th́ cái mặt bà Phó thị trưởng Madison Nguyễn chắc phải đụp 10 tấm vải đỏ lên trên mặt mỗi khi ra đường! Đáng lẽ bà Phó thị trưởng Madison Nguyễn phải nhắm thẳng đến bọn báo chí "lề phải" ở trong chuồng XHCN VN mà hăm he lôi đầu chúng ra toà án v́ cái tội đăng tin bà Phó thị trưởng Madison Nguyễn trở về VN, tuyên bố có lợi cho nhà cầm quyền csvn và c̣n kêu gọi Việt kiều đầu tư vào VN ngày càng nhiều để xây dựng XHCN VN vững mạnh (yêu tổ quốc - hiện nay do VC nắm quyền cai trị là yêu XHCN) ... làm cho cộng đồng người Việt hải ngoại "vu khống, chụp mũ" cho rằng, bà Phó thị trưởng Madison Nguyễn là thân cộng :D :D

Tôi có câu chuyện ... lạ về mấy cú phone vận động xin phiếu cho Ma, xin kể ra đây để mua vui cùng qúy bạn đọc:

Bữa cơm chiều qua, mọi người trong gia đ́nh quây quần bên nhau trước mâm cơm. Không giống như bao buổi cơm chiều khác, con gái đă thay tôi mở đầu nói:
- Bố có biết chuyện này không, chuyện này con thấy kỳ lạ lắm bố ...
Tôi cắt lời con gái:
- Chuyện ǵ mà kỳ lạ hả con?
- Hôm Thứ Bẩy vừa rồi, có một ông này gọi "phone" cho con, con vừa nói: "Alô ..." th́ có một ông nói thiệt là nhanh: "đừng ... đừng cúp phone nghen, chú muốn nói chuyện với cháu một chút ... Không đợi con trả lời, ông này hỏi luôn con rằng, con có "vote" cho Madison Nguyễn không? Con đáp, không! tôi không "vote" cho Madison Nguyễn. Ông này lại hỏi con tiếp: "Tại sao cháu không "vote" cho Madison Nguyễn?". Con trả lời với ông này, "Tôi không biết ... nhưng tôi không "vote" cho Madison Nguyễn". Ông này bảo con đừng cúp phone, ông này nói tiếp: "Madison Nguyễn làm nhiều việc tốt lắm, sao cháu không "vote" cho Madison?". Con trả lời một lần nữa: "tôi không "vote" cho Madison, that's it!". Ông này nói con hăy vào website của Madison để biết những việc tốt của Madison đă làm. Con nói con "busy", rồi con cúp phone. Bố thấy ông này có kỳ không?
- Ông đó không kỳ đâu con, v́ Madison sai biểu ông ta gọi phone cho người Việt để xin phiếu. Con trả lời giỏi lắm! Không bầu cho Madison là nhất định không bầu; không những thế chính con phải kêu gọi bạn bè của con đừng nghe Madison nói đă làm được nhiều việc tốt, hăy nhớ kỹ những ǵ Madison Nguyễn đă làm qua vụ "Little Saigon", Madison Nguyễn đă hỗn với cử tri người già, gọi họ là "những người vô công rỗi nghề", là "đám xiệc". Madison đă từng nói, không đại diện cho những người thích đi họp để phát biểu, mà bà ta chỉ muốn đại diện cho những người không thể đi họp v́ mắc bận làm 2, 3 jobs! ... Con nghĩ xem, Madison Nguyễn có xứng đáng để đại diện người dân trong chức vụ lănh đạo thành phố San Jose này không?
- Con biết, nên con đă dứt khoát nói thẳng "Tôi không "vote" cho Madison Nguyễn"! ...

(1). Barbara Marshman: I'd like to start out with a question about the city slogan. (They're all thinking, "What's the city slogan?") San José calls itself the "Capital of Silicon Valley." Sunnyvale is the "Heart of Silicon Valley," and who knows what other parts are out there, but let's stick to the "Capital" today.
My question is, do you consider the "Capital of Silicon Valley" a fact, or is it more wishful thinking? And if you're elected mayor, what would you do to perhaps make it more real, so that next time, nobody will even ask this question.
(2). Marshman: I think it was Rose who mentioned housing. Once again this year, housing is the number-one concern of Silicon Valley companies, based on the Leadership Group survey. It just about always is. And the next two concerns, recruitment and traffic, are actually very closely related to the cost of housing and the location of housing, so it's really major. Now I'm going to ask two questions about housing.
My first question is, San José has a general plan that calls for large amounts of high-density housing in transit villages and urban villages. Are you committed to getting that housing produced as a regional obligation? And do you think it's possible that some industrially-zoned land might be appropriate to convert to housing, or at least commercial/industrial?
(3). Marshman: Let's move to affordable housing. The painful death of San José's huge redevelopment agency, along with everyone else's, has really been devastating to the cause of building affordable, low-income housing in San José; and it's important to the region, because these are the folks who staff the service industries that make it possible for us to live and work here.
How should the city, counties, and/or state be replacing that financial support? And will you fight for affordable housing, low-income housing, in San José?
(4). Marshman: The next questionis about transportation, and, this being a Leadership Group event, I do feel personally responsible to ask you about BART. It's neat to see that going up. But San José's reputation is that it's a nightmare for smaller companies, even for some commercial development. It takes forever to get permits. You hear it. Anecdotes are not evidence, but you do hear this over and over, and it's definitely the city's reputation. Do you think San José has a problem? And, if so, would you try to solve it?

[B]WALNUT CREEK - Rẽ phải vào Locust Street từ Civic Drive, tôi đang ở trung tâm thành phố Walnut Creek, bị trễ 15 phút. Một giọng nói vang lên từ máy dẫn đường: “Điểm đến của bạn ở phía trái. Lộ tŕnh hướng dẫn của bạn đến đây đă chấm dứt...” Tôi đảo mắt qua phía bên kia đường Locust, Massimo Ristorante nằm phía giữa dăy phố. Nhịp tim tăng tốc đập khi tôi bẻ lái vội vào ṭa đậu xe bên phải.[/B]
Đây là lần đầu tiên tôi tham dự một cuộc tranh luận trực diện của hai ứng cử viên Quốc Hội Hoa Kỳ: Có lẽ hôm nay, Chủ Nhật, 9 Tháng Ba, 2014, cũng là một cuộc thi thố đầu tiên giữa một người Việt Nam và một người di dân Châu Phi. Đương nhiên cả hai đều là công dân Hoa Kỳ. Một phụ nữ dáng dong dỏng cao, đen, tô điểm cho ḿnh trong một chiếc áo vét màu đỏ, với một chiếc khăn quàng có hoa văn một lá cờ Mỹ quấn theo cổ vạt áo - bà là Virginia Fuller, trước kia đến từ thuộc địa Guiana của Ḥa Lan. Bà trạc năm mươi tuổi. Một y tá về nhi khoa. Hơn ba mươi năm trước đây, bà đă từ Ḥa Lan nhập cư vào Mỹ. Một người đàn ông thấp hơn, nghiêm trang và lịch sự trong một bộ complet sậm màu là thẩm phán di dân và nhập tịch Hoa Kỳ Phan Quang Tuệ, đă về hưu. Ba mươi chín năm trước, ông rời Việt Nam đến Mỹ với 45 xu trong túi.

Hiện giờ cả hai đều ngồi ở một bàn trải khăn trắng, đặt sát tường giữa một pḥng họp h́nh chữ nhật nằm bên trái của nhà hàng. Pḥng dài khoảng sáu mươi bộ và rộng 25 bộ, đầy ắp khách, có khoảng trên 60 người tham dự. Bàn ghế được bố trí ở phía đối diện bàn hai ứng cử viên dọc theo bức tường dài. Trong khi tôi t́m chỗ ngồi, nhân viên liên tục mang ghế vào và họ đặt chúng vô bất cứ nơi nào có chỗ trống. Mặc dù đây là một cuộc tranh luận kín, chỉ mở cho Ủy ban Trung ương đảng Cộng Ḥa hạt Contra Costa, hội viên, và hai ứng cử viên, mỗi bên được mời 5 người, nên vẫn c̣n nhiều người đứng.
Chụp vài ảnh cuối của hai ứng cử viên, tôi chen ḿnh vào một ghế giữa hai người đàn ông ngồi ở cạnh bàn gần hai ứng cử viên. Một người đàn ông (Mark Meuser, ứng cử viên Thượng Nghị Sĩ Cộng Ḥa, đơn vị 7, năm 2012) đứng ở góc bàn, nơi hai thí sinh ngồi, nói về t́nh trạng tổng quát của Đảng Cộng Ḥa trong quận 11 nói riêng và vùng Vịnh nói chung. Ông ta có vẻ lạc quan, mặc dù đôi lúc than thở t́nh trạng thiểu số của các cử tri đảng Cộng Ḥa, những lúc khác hô hào và cổ động đảng viên Cộng Ḥa trong pḥng để giành lại vai tṛ của họ trong vùng. Sau khi bà Catharine Baker một ứng cử viên nữ vào Quốc Hội California (hạt 16) phát biểu hùng hồn về cuộc vận động muộn màng của ḿnh nhằm đối đầu với sự xuất hiện đột ngột của ba đảng viên Dân Chủ trong một khu vực mà 40 phần trăm cử tri ghi danh đi bầu thuộc đảng Dân Chủ và 38% thuộc đảng Cộng Ḥa, Bill Baker, một cựu dân biểu hai nhiệm kỳ điều hợp cuộc tranh luận; và giới thiệu hai ứng cử viên.
Thể thức cuộc tranh luận như sau: người mở đầu có thêm cơ hội để tái phản biện sau khi tranh luận viên thứ hai nói. Tức là người nào trả lời đầu tiên được nói 2 lần. Mỗi người được nói trong 3 phút.
Virginia Fuller phát biểu đầu tiên, bà cho biết chính cá nhân ḿnh, một người đàn bà thiểu số và da màu đă bị phân biệt đối xử, trong bản thân cũng như trong kinh doanh của ḿnh. Bà đă bị ngăn trở không cho phép được hành nghề mà ḿnh đă được đào tạo. Bà nhận thức rằng đảng Dân Chủ hay nói về cơ hội b́nh đẳng nhưng mặc nhiên phân biệt đối xử bởi việc thích duy tŕ một thái độ x̣e tay xin. Tiết lộ theo ư tưởng ḿnh, bà cho rằng thông điệp của đảng Dân Chủ “không hề về con người, họ chỉ muốn duy tŕ cho bạn được thoải mái ở vị trí của ḿnh, không cho phép bạn có thể tự lực cánh sinh, vươn lên và tự lập,” do vậy bà cố gắng thay đổi tâm lư này nếu vào được Quốc Hội.
Trong khi Thẩm Phán Phan Quang Tuệ nói về bối cảnh và lư do tại sao ông ra ứng cử Quốc Hội; ông thuật lại - không phải những câu chuyện từ hàn vi đỗ đạt trở nên giàu có - nhưng có lẽ trái lại, một luật sư trong Tối Cao Pháp Viện Sài G̣n ông đă trở thành người rửa chén và đánh giày ở D.C. và lặt râu bắp ở Iowa. Cho đến khi ông tự vươn lên từ tính quyết tâm và tinh thần tự lực cánh sinh của ḿnh để rốt cuôỳc tốt nghiệp bằng luật tại Đại Học Drake và trở thành thẩm phán nhập cư liên bang ở San Francisco. Tất cả dựa vào ư chí bất khuất và tinh thần điều ǵ cũng làm được của Mỹ - chính khát vọng này đă đẩy ông tranh cử Quốc Hội để t́m cách phục hoạt lại một căn bản tài chính, đơn giản hóa chương tŕnh y tế, phục hồi công ăn việc làm cho Hoa Kỳ và chỉnh đốn đạo luật di dân.
Cựu Nghị Sĩ Baker bắt đầu câu hỏi thứ hai bằng cách châm biếm, “Có nhiều cuộc tranh luận về tốn kém không-kham-nổi ACA (đạo luật y tế có-thể-kham-nổi) gần đây, Virginia, bà có thể làm được điều ǵ cho luật y tế của Obama?” Bà Fuller cực lực phản đối chương tŕnh y tế Obama. Năm 2007, bà đă đến Washington để tham gia vào các cuộc nỗ lực vận động nhằm triệt tiêu chương tŕnh chăm sóc y tế của Obama. Bà than phiền về tiền tài trợ của chính phủ đă được đưa ra để trợ giúp chủ nhân các công ty để trang trải phần bảo hiểm y tế cho công nhân của họ thay v́ chính phủ có thể chi trả cho các người đi làm/lao động để họ tự lo toan cho bảo hiểm cá nhân của riêng ḿnh. Bà Fuller phàn nàn về phí tổn khám bác sĩ mà không có nỗ lực của chính phủ để kiềm chế mức tiền quá độ này. Trong khi ông Phan Quang Tuệ nhấn mạnh: “Chắc chắn là chúng ta phải xem xét lại việc thực hiện đạo luật ACA” mà ông thừa nhận là một vấn đề quá rắc rối và phức tạp, cả trong chăm sóc sức khỏe lẫn trong thi hành đạo luật.
Khi nói về vấn đề nhập cư, bà Virginia Fuller thẳng tay báng bổ số lượng quá lớn những người nhập cư không có giấy tờ tại Mỹ (10 đến 13 triệu, con số được ông Tuệ dẫn chứng) mà không cơ quan nào kiểm soát nổi, bà xác định việc yêu cầu thực thi nghiêm phạt trong khi Thẩm Phán Tuệ lấy thí dụ của bức tường Vạn Lư Trường Thành của Trung Quốc mà phi hành gia Neil Armstrong nh́n thấy trên không trung v́ ông không muốn nh́n thấy một nước Mỹ với đại dương sáng loáng từ bờ Đông đến bờ Tây bị vây kín bởi những bức tường ranh giới. Ông nhấn mạnh: “Lính biên pḥng có thể tuần tiễu, bức tường th́ không!” Ông nói về đạo luật Simpson-Mazzoli (Đạo luật cải cách và kiểm soát xuất nhập cảnh, 1986) và ủng hộ những cải cách mà những người đă ở Mỹ liên tục trong một thời gian có thể xác định được, chăm chỉ làm lụng và đóng góp hợp pháp có thể nhận được ân xá. Sau đó ông Bill Baker hỏi lại Thẩm Phán Tuệ, “Ông có ủng hộ ân xá cho những người nhập cư bất hợp pháp, những người phạm pháp?” Ông Tuệ với sự điềm tĩnh và ôn tồn sẵn có, cải chính ông này bằng cách đọc lên các quy định đạo luật cải cách và kiểm soát xuất nhập cảnh IRCA.
Các câu hỏi về nền kinh tế, nạn thất nghiệp và mức lương tối thiểu, bà Fuller trả lời trước và than phiền về 17 ngh́n tỷ thâm hụt của Mỹ, ngăn cản Mỹ có hành vi độc lập trong giao thương cũng như việc chế tài các quốc gia khác v́ mậu dịch không công bằng chỉ v́ do mức nợ quốc gia khổng lồ mà người Mỹ phải chịu lép vế. Trong khi bà đoán rằng với hơn 47 chương tŕnh khác nhau của chính phủ để đối phó với t́nh trạng thất nghiệp, nhưng vẫn không hữu hiệu, ngược lại đă trở thành gánh nặng tài chính cho quốc gia. Ông thẩm phán trích dẫn Adam Smith trong The Wealth of Nations về quan niệm sai lầm rằng các khoản nợ quốc gia là một vốn bổ sung, trái lại chính đó là sự bất lợi cho sự phát triển của Hoa Kỳ. Ông phác họa một h́nh ảnh bi thảm về tệ thất nghiệp của dân Dựa-Tường ở Algeria, dân nước này la liệt ngồi dựa lưng vào tường nh́n xem thế giới vận chuyển trước mắt họ! Ông nói: tồi tệ hơn nhiều, đây không những chỉ là vấn đề kinh tế hay xă hội, mà nó đă trở thành một sự mục ruỗng về đạo đức.
Về mức lương tối thiểu mà Obama đưa ra, ông Tuệ cho thấy h́nh ảnh của hai người kiếm việc làm, một người kêu ṿi một mức lương tối thiểu và một người muốn có một mức lương theo khả năng và công sức ḿnh, người đ̣i mức lương tối thiểu sẽ đi từ lương tối thiểu đến mức không có lương! Ông nhận một tràng pháo tay xứng đáng từ đám đông. Trong khi bà Virginia tin rằng đó là một đề xuất thất bại ngay từ đầu của Obama.
Ngoài một định lư hiển nhiên không chối căi: Người ta phải chịu trách nhiệm về tài chính chi tiêu của ḿnh, ông thẩm phán giữ vững lập trường: “Người ta không thể cứ tiếp tục chi tiêu măi ngoài mức thu nhập của họ,” và “cần có một quỹ dự trữ cho những ngày mưa,” cả hai dường như không đưa ra bất kỳ giải pháp khả thi nào cho nạn thất nghiệp. Điều này có vẻ ăn khớp với các câu hỏi phụ trội Ủy ban Trung ương: “Hai người nghĩ rằng bao nhiêu tiền cần có để vận động một chiến dịch tranh cử?” “Làm thế nào để bạn có kế hoạch gây quỹ cho ḿnh” và “Và hiện giờ mỗi ứng cử viên có bao nhiêu tiền mặt?” Bà Virginia đưa ra con số $200 triệu USD cần có để tranh cử, trong khi ông Tuệ đưa ra một khoản từ $800,000 đến $1,000,000 và tuyên bố rằng ông sẽ có thể kiếm được $400,000 vào Tháng Sáu. Khán thính giả có được một cái nh́n sơ khởi về hai quỹ vận động của họ: Ông Tuệ có $23,000 tiền mặt, trong khi bà Fuller: $15,000.
Ủy Ban Cộng Ḥa có vẻ thích câu trả lời của ông Tuệ, xác định việc tiếp tục gây quỹ cho đến năm 2016 và ngay cả sau khi ông được đắc cử và trở thành một dân biểu - nhằm bù đắp cho quỹ tranh cử Đảng Cộng Ḥa hạt Contra Costa đang thiếu hụt.
Những câu hỏi cuối như: “Vấn đề cấp thiết trong Quận 11 hiện nay là ǵ?” và “Ứng cử viên muốn phục vụ phân khu nào trong Quốc Hội sau khi đắc cử?” “Làm thế nào để đối phó với vấn đề nước (hạn hán) ở California,” “Bạn nghĩ ǵ về quyết định hành pháp của Obama?” Có vẻ như những câu nhằm xác quyết giúp Ủy Ban Trung Ương Đảng Cộng Ḥa đi đến quyết định cuối cùng để chọn lựa một trong hai người làm đại diện.
Nh́n chung, với một tư cách hiền lành, nhỏ nhẹ, tự nhiên và tư phong ḥa hợp, Virginia Fuller phát biểu như thể đang nói chuyện ấm cúng và thân thích với nhóm bạn bè riêng của ḿnh. Bà có vẻ ít trau chuốt, ăn nói với lời lẽ nhẹ nhàng, xuất phát từ tim óc của ḿnh. Bốn lần chuông cảnh báo trước khi bà kết thúc phát biểu của ḿnh. Trong khi ông thẩm phán - mực thước hơn trong việc tŕnh bày ư tưởng của ḿnh, ví dụ trước khi vào đề ông lịch thiệp cảm ơn bà chủ tịch, các thành viên của Ủy Ban Trung Ương, thành viên và đại biểu,... (trong khi bà Virginia bỏ qua các nghi thức). Ông Tuệ nắm vững các dữ kiện của ḿnh - mặc dù ông dựa vào các ghi chú của ḿnh nhiều hơn khi phát biểu - lời nói ông dơng dạc, có trích dẫn đầy đủ các nhân vật lịch sử và sự kiện.
Sau khi cuộc tranh luận chấm dứt, Ủy Ban Cộng Ḥa Trung Ương hạt Contra Costa mời tất cả mọi người ra ngoài, ngoại trừ các thành viên của ḿnh - những người dành khoảng một giờ sau cánh cửa đóng kín để thảo luận. Trong khi đó, hai ứng cử viên và những người khác tụ tập tại phạm vi lớn của nhà hàng Massimo Ristoranti, nói chuyện, bắt tay, trao đổi danh thiếp, và nhấm nháp rượu vang. Một bầu không khí náo nhiệt bên ngoài như muốn dấu đi những suy tư của nhiều người trong nhóm đang hồi hộp mong đợi kết quả của cuộc tranh luận.
Vào 7g30 cánh cửa mở. Hai ứng cử viên được mời trở lại pḥng họp. Bà Becky Kolberg, chủ tịch UƯy Ban Trung Ương Đảng Cộng Ḥa của Contra Costa tuyên bố quyết định chọn Thẩm Phán Phan Quang Tuệ làm đại diện chính thức cho đảng.
Sau khi chấp nhận và cảm ơn sự ủng hộ của Ủy Ban Trung Ương, Thẩm Phán Tuệ khen ngợi bà Virginia Fuller đă có một cuộc tranh luận vững vàng cũng như ư chí bền bỉ đáng ngưỡng mộ của bà trong hai cuộc vận động tranh cử vừa qua. Sau đó Thẩm Phán Tuệ mời bà Virginia Fuller tham gia nhóm vận động tranh cử của ḿnh trong tư cách cố vấn. Một tràng pháo tay vang dội trong pḥng họp. Bà Virginia Fuller từ tốn cho biết bà sẽ cứu xét thêm về đề nghị khả ái này.
