Chỉ cần phụ tá Secretary Geithner ra nói vài lời cũng là có giá trị, ví dụ, "We always prefer to promote increased trade relations with Vietnam, but we would not do it at the expense of human rights. We would do all what we could to make sure that human rights are observed in Vietnam, in the spirit of the Universal Declaration of Human Rights that Vietnam is a signer. It would be beneficial for everyone involved that human rights are upheld, because then and only then that people would live and work to their highest abilities, potentials, and eventually that would benefit Vietnam too..."
Vài lời như vậy có mất mát ǵ đâu, và "would do all what we could" cũng không phải là hứa hẹn chắc chắn điều ǵ.
