I. THỜI KỲ BẢO HỘ, TRƯỚC 1945
1. Thành phố Phnom Penh:
Dưới thời Cao Miên được Việt Nam bảo hộ, VN khuyến khích vua CM dời thủ đô từ Udong về Phnom Penh (PP). Sau khi vua Ang Chan II mất, VN lập con gái lên ngôi làm bù nh́n nhằm đặt ách đô hộ. Sau đó, Ang Duang được quân Siem đưa về và lên ngôi vua. Ang Duang dời thủ đô về lại Udong, lúc đó Hoàng thành chỉ là những ngôi nhà sàn được làm bằng cây và tre. Sau khi kư kết hiệp ước bảo hộ, cuối tháng 12, 1865, người Pháp khuyên Quốc vương CM dời đô đến PP.
Lúc đó, ở ngoại ô là nơi định cư của mấy ngàn người Công giáo VK , mấy ngàn người Chàm; hàng trăm tàu cá cuả người Việt, người Chàm dưới sông; người Tàu cũng đông không thua người V; người K rất ít và không có một kiến trúc lịch sử nào trước khi Pháp đến.
Theo lời truyền khẩu th́ người Việt đặt tên Nam Vang có nghĩa là người Việt “Nam vang“ dội trên đất CM. Truyền thuyết khác cho rằng v́ ông Trương Minh Giảng khuyên vua CM dời đô về Nam Vang nên VK gọi nó theo tên thân mật của ô. TMG là thành phố Năm Giảng (ông Giảng thứ 5). Năm lần lần đọc thành Nam, c̣n Giảng đọc thành Giang, mà người Nam đọc giang thành vang. (Tôi ghi luôn vào đây chỉ là giúp vui).
Việc đọc trại tên xảy ra rất nhiều ở các cộng đồng VK lâu đời: Lào, CM và Thái. Ví dụ: thời cấm đạo, đạo Công giáo (bây giờ) được gọi là Hoa Lang đạo. Ai bị bắt th́ bị xâm trên trán: ‘Học Hoa lang đạo.” Xóm người Việt ở khu cầu Sài G̣n tại PP có tên Gọi là xóm Hoà lang, tức xóm Công giáo thay v́ tên Hoa lang như lúc ban đầu.

2. Người Việt cần thiết cho chính quyền thực dân:
Ngay từ lúc đầu, Pháp đă nhờ hàng ngàn VK theo đạo Công giáo đang lánh nạn cấm đạo, gia nhập vào guồng máy của chính quyền thực dân tại Lào và Cambodia. Sang thế kỷ 20, người Pháp bắt đầu nhập người V sang CM và Lào. Bắt đầu những năm 1920, nhu cầu cần có trí thức người Việt gia tăng, nên học sinh học xong tiểu học là có thể sang CM làm công chức, tư chức. Học xong một hay 2 năm ở trường trung học sư phạm th́ có thể làm giáo viên cấp thấp.
Nhờ biết tiếng Pháp nên các công ty tư nhân chủ người Tây chỉ nhận nhân viên VK. Người Tàu, người Ấn cũng t́m nhân viên VK để lo việc sổ sách cho họ, đồng thời giúp họ giao tiếp với quan chức người P trong chính quyền. Lúc này người Pháp bắt đầu mở trường, v́ vậy giáo viên VK rất cần thiết. Họ phải học tiếng K để có thể dạy tiếng Pháp cho trẻ em người K. Cần biết là lúc bấy giờ, dân K vẫn c̣n tôn trọng lối học truyền thống, tức là đến chùa để học tiếng Khmer, do các sư săi chỉ dạy. Thời này, học sinh VK học đầy trường công ở CM.
3. Nghề nghiệp của Việt kiều ở Cambodia:
Người Việt Nam từ Việt Nam sang Cambodia làm ăn đông. Làm ăn mưu sống ở CM rất dễ phát dạt, v́ người K không ham làm, ham học. Ngoài làm công chức, tư chức, giáo viên, giáo sư, họ c̣n buôn bán nhỏ và làm nhiều nghề khác:
Những nghề điển h́nh khác của VK: thợ in, chài lưới, làm nước mắm, bán sách báo, phu cao su, làm ruộng rẫy, phá rừng khai hoang, thợ mộc, thợ may, thợ máy, đóng giày, thợ điện, thợ hồ, hớt tóc, mở tiệm vàng. Ngoài ra, VK c̣n chuyên luôn nghề giúp việc cho hàng ngàn gia đ́nh người Pháp và Âu Mỹ đang sống ở CM : quản gia, tài xế, làm vườn, vú em. Những công tŕnh xây dựng lớn, nhỏ của chính phủ (và phần lớn nhà cửa hiện đại ở CM) đều do bàn tay VK xây lên: Royal Palace, viện bảo tàng, các dinh thự, bệnh viện, cơ quan chính phủ, khu nghĩ mát trên núi Bokor, vv, ở Phnom Penh và khắp nơi, cho đến bàn, ghế, tủ, giường, vv, từ xa xưa đến cả nay.
Nói chung, trước chiến tranh Indochina I, VK ở CM là lực lượng lao động chính của chính phủ, trong các văn pḥng, trường học và trong các dinh thự của người Âu Mỹ. Có nhiều người có chức vụ chỉ huy cơ quan hay chỉ đứng dưới một người Pháp. Có người giàu có nổi tiếng, đóng góp nhiều tiền bạc hay công sức cho chính phủ Hoàng gia CM nên rất được trọng vọng. Những người sống bằng nghề thủ công, tiểu công nghệ đều có cuộc sống sung túc. Cộng đồng VK ở Nam Vang là một CĐ rất tưng bừng vào các dịp lễ của người V. Thời này nhiều người T, K cũng học tiếng V, v́ nhu cầu và v́ nể phục.
Người Việt có tiếng vang về sự cần cù, thông minh, xốc vác, năng nỗ và đa tài. Đó là lư do tại sao người Pháp có một expression nỗi tiếng trong thời gian sống ở Đông Dương: “The Vietnamese plant rice, the Cambodian watch it grow and the Lao listen to it grow.” Người Việt ít để ư đến thành ngữ này. Người Khmer th́ không muốn nghe ai bảo họ thua người Việt. C̣n người Lào th́ luôn vui vẻ, dễ dăi, hiền lành, an phận, thành thật – nhiều công ty du lịch Lào thích sử dụng thành ngữ này để nói lên bản tính đặc trưng của người Lào.
Thật ra, vào năm 1936, sự xuất hiện của tờ báo “Nagara Vatta” chuyên môn chống người Việt đă bắt đầu gieo mầm mống bài Việt trở lại trong ḷng người K, sau gần 90 năm. Đề tài này được tŕnh bày ở phần IV: Nạn cáp duồn.

II. THỜI KỲ THUỘC ĐỊA, SAU 1945
Hết chiến tranh thế giới II, Pháp được Hoàng gia CM mừng đón sự trở lại, trong khi tại VN kháng chiến giành độc lập bắt đầu bùng nổ và lan rộng. Hơn nữa, có một số công chức Việt kiều bỏ nhiệm sở, quay về VN tham gia kháng chiến chống P. Có 60-80 ngàn người Việt bỏ chạy sang Thái Lan để tránh sự trả thù của người Pháp – có VK từ Lào, CM, nhưng nhiều nhất là từ miền Trung và Bắc. Người P bắt đầu nghi ngờ, mất dần thiện cảm đối vơi VK và quay sang hợp tác với người K để kiềm chế mọi người V. Việc trước tiên là họ ban hành thẻ Việt kiều để kiểm soát sự cư ngụ, di chuyễn của người V và làm ngơ để mặc chính quyền CM bạc đăi người V. Chính quyền CM chụp lấy cơ hội, lập tức ngấm ngầm phát động phong trào trấn lột, hiếp đáp và hạ bệ VK. Bắt đầu là nạn cáp duồn và chiếm đất; hô hào phong trào: ” Đất Miên phải trả lại cho người Miên”. Nạn “cáp duồn” xuất hiện tại CM và ngay cả trên lảnh thổ VN: Trà Vinh, Sóc Trăng, Bạc Liêu, vào cuối 1945, đầu 1946.
1. Cáp duồn:
Cáp duồn là ǵ?
Cáp : chặt đầu; duồn: yuon hay người Việt.
Tại sao gọi “yuon” ?
Người dân ở những nước bị ảnh hưởng văn hoá Ấn độ gọi dân khác văn hoá là yuon, yuan, vv. biến thể từ chữ yuavana, có nghĩa là man di – một h́nh thức tự cao tự đại, cho rằng văn hoá của ḿnh là số một. Chính v́ vậy mà người Thái, K, các dân tộc sống ở Mă Lai, người K, Bahnar, Stien, Rade các dân tộc thiểu số sống ở VN như: Bà Na, Stiêng, Ra Đê (Bahnar, Stien, Rade) đều dùng yuon để gọi người Kinh. Thời buổi văn minh, tên gọi yuon không c̣n phổ biến (ngoại trừ người K gọi người V), v́ có ư nghĩa không lành mạnh. Nên biết thêm là người Miến Điện, một số dân tộc thiểu số sống ở Tây Nam Trung Quốc, cũng gọi người TQ là yuon.
Có thể gọi cáp duồn là cuộc thảm sát người Việt gây ra bởi người Khmer. Thông thường, cáp duồn đi kèm với nhiều tệ nạn như cướp bóc, hảm hiếp phụ nữ, chiếm đoạt tài sản.
Dân K họp thành từng đoàn có vũ trang dao gậy, xông vào đuổi VK ra khỏi nhà, không cho mang theo cái ǵ cả. Nếu chống cự th́ họ chặt đầu hay bắt giữ phụ nữ để hảm hiếp tập thể. Dĩ nhiên là VK bị mất trắng tay. Có nhiều người nhanh chân chạy về hướng trụ sở huyện th́ bị nhóm cáp duồn khác chận lại lột sạch luôn quần áo, nên sau đó phải lấy lá che thân.
Cáp duồn ở Cambodia chủ yếu là xua duổi để chiếm đoạt, tuy nhiên cũng có nhiều người chết v́ chậm chân hay v́ chống cự lại. Xác chết thường bị vức xuống giếng, ao, sông hay lạch. Ở VN, có hai loại cáp duồn: do người K đang sống ở VN thực hiện hay do người K từ CM xâm nhập vào lảnh thổ VN gây ra. Cả hai loại đều xảy ra ban đêm: bất ngờ tấn công, hôi của đem về làng của họ, gặp đàn ông là chặt đầu, gặp phụ nữ th́ bắt hiếp tập thể – nhiều khi họ mang về CM và chỉ thả nạn nhân sau một vài ngày.
