Đúng theo lời hứa khi tranh cữ, Trump xé hiệp định Nafta của Clinton kư hơn 20 năm về trước, sửa lại những điều khoản có lợi cho Mỹ. TTCK Hoa Kỳ tăng vọt. Lúc Trump ra tranh cữ, hứa sẽ điều đ́nh lại những điều kiện về Nafta th́ người ta cười. Có nhiều chú economist chê Trump lung tung. Nhưng bây giờ th́ Trump làm được. Đây là một hiệp định khá dài. Chắc đợi nhà báo VN nào rành tiếng Việt hơn tôi vào dịch lại. Chứ tiếng Việt của tôi không thể dịch nổi. Ai thích đọc tiếng Anh th́ vào NY Times.

Vài tháng gần đây, khi căng thẳng giữa hai nền kinh tế lớn nhất thế giới ngày càng trầm trọng, các nhà phân tích đều tập trung vào việc phân tích ảnh hưởng của thuế nhập khẩu lên nền kinh tế Trung Quốc. Một số cho rằng đây sẽ là đ̣n giáng mạnh vào gă khổng lồ Đông Á. Số khác lại khẳng định Trung Quốc sẽ vượt qua các rào cản do Mỹ dựng lên.
Dù vậy, nhiều nhà quan sát Trung Quốc lâu năm cho rằng luận điểm này đă bỏ qua điều quan trọng nhất. Đó là những lực đẩy, xu hướng quan trọng nhất tác động đến Trung Quốc hiện tại không nằm ở thuế nhập khẩu.
Đầu tư giảm sút, vay nợ tăng lên
Trung Quốc từ lâu đă dựa vào đầu tư cơ sở hạ tầng để thúc đẩy tăng trưởng kinh tế. Đầu tư đóng góp 44% GDP danh nghĩa của nước này tháng 12/2017. Tỷ lệ này tại các nước như Mỹ, Nhật Bản hay Đức chỉ vào khoảng 10 - 25%, theo số liệu của CEIC.

Dù vậy, đầu tư vào tài sản cố định của Trung Quốc đang giảm tốc. Hồi tháng 8, tăng trưởng đầu tư đă xuống thấp kỷ lục. Các nhà kinh tế học th́ cho rằng thế giới không nên quá chú trọng vào con số này, do Trung Quốc đang điều chỉnh cách tính đầu tư vào tài sản cố định.
Tuy nhiên, khi căng thẳng thương mại leo thang, Chính phủ Trung Quốc sẽ khó dùng chi tiêu công để thúc đẩy đầu tư, do khối nợ đang tăng cao. Nền kinh tế lớn nh́ thế giới từng có mức nợ tương đối ổn định cho đến cuộc khủng hoảng tài chính toàn cầu 2008. Năm đó, họ đă dùng số nợ tương đương 12,5% GDP để thúc đẩy nền kinh tế.
Trung Quốc từng khuyến khích đi vay để đẩy cao tăng trưởng. Năm 2016, các nhà băng nước này cho vay kỷ lục 12.650 tỷ NDT (1.880 tỷ USD).
Sự bùng nổ tín dụng này đă làm dấy lên lo ngại về rủi ro tài chính. V́ vậy, năm 2017, giới chức Trung Quốc cam kết sẽ kiềm chế nợ.
Kể từ đó, nợ trên GDP của nước này đă tăng chậm lại, hiện tương đương 250% GDP, tức là khoảng 28.000 tỷ USD, theo số liệu của DBS và CEIC. Tuy nhiên, Viện Kinh tế Quốc tế cho rằng tỷ lệ này phải lên hơn 300% GDP.
Quỹ Tiền tệ Quốc tế (IMF) từng đưa ra cảnh báo về kinh tế Trung Quốc năm 2017, rằng tăng trưởng dựa trên vay nợ không phải là giải pháp bền vững. Giới chức Trung Quốc cũng đă cố gắng kiềm chế khối nợ đang tăng. Hồi tháng 4, các ngân hàng quốc doanh đă nhận chỉ thị ngừng cho các chính quyền địa phương vay.
Tuy nhiên, khi chiến tranh thương mại kéo dài, Trung Quốc có vẻ sẽ lại dùng đầu tư để thúc đẩy kinh tế lần nữa. Ủy ban Cải tổ và Phát triển Quốc gia Trung Quốc (NDRC) đầu tháng này cũng thông báo có kế hoạch khuyến khích đầu tư vào cơ sở hạ tầng.
Dân số già đi, đánh cược vào tiêu dùng
Trung Quốc đang nỗ lực cải thiện năng suất lao động thông qua tự động hóa và robot. Tuy nhiên, dân số già đi đang tác động tiêu cực lên nền kinh tế này.
“Xu hướng dân số có thể khiến tăng trưởng GDP hàng năm của các nước như Trung Quốc hay Nhật Bản mất hơn 0,5% - 1% trong 3 thập kỷ tới”, IMF dự báo trong báo cáo năm 2017.
Chính sách một con của Trung Quốc đă chấm dứt năm 2016. Các cặp vợ chồng giờ được hạn chế sinh hai con. Tuy nhiên, hàng thập kỷ áp dụng chính sách này đă khiến tỷ lệ sinh ở đây giảm đáng kể. Cùng với việc dân số già đi và lực lượng lao động co lại, tỷ lệ sinh giảm đang ảnh hưởng đến xu hướng tiêu dùng tại đây.
Việc này càng đáng ngại khi Trung Quốc đang chuyển hướng tăng trưởng sang dựa vào tiêu dùng. Các số liệu gần đây th́ lại cho kết quả trái chiều. Doanh số bán lẻ hàng tháng tăng chậm lại. Nhưng tiêu dùng hàng quư, tính cả giáo dục và du lịch, lại đang tăng.
Số liệu tại các đại gia thương mại điện tử Trung Quốc cũng vậy. Quư II/2018, doanh thu Alibaba tăng hơn 60% so với năm ngoái. Trong khi đó, con số này của đối thủ JD.com lại chậm lại.
Hôm qua (24/9), Mỹ và Trung Quốc tiếp tục áp thuế nhập khẩu lên hàng trăm tỷ USD hàng hóa của nhau. Căng thẳng thương mại được dự báo có thể khiến tăng trưởng kinh tế của Trung Quốc mất 0,2% năm nay và 0,3% năm tới, theo một khảo sát tháng này của Bloomberg. Nền kinh tế lớn nh́ thế giới cũng được dự báo tăng trưởng 6,3% năm nay, thấp hơn so với 6,6% năm ngoái.
