Hôm qua, 04/12/2013, là ngày thứ hai của phiên ṭa xét xử ba nhà hoạt động thuộc « phong trào công dân mới » tại Trung Quốc. Ba nhà hoạt động bị cáo buộc âm mưu lật đổ chính quyền, sau hành động chăng biểu ngữ đ̣i các quan chức lănh đạo Trung Quốc khai báo tài sản. Nhân dịp này RFI giới thiệu phóng sự của nhà báo Stéphane Lagarde về những điểm mới trong các hoạt động của phong trào dân chủ Trung Quốc trong thời gian một hai năm trở lại đây.
Từ hơn hai năm nay, người Trung Quốc bắt đầu quyết định gặp gỡ nhau để chia sẻ các suy nghĩ, nhiều người sẵn sàng tập hợp trên đường phố để đ̣i hỏi các quyền tự do cá nhân. Người ta gọi đây là « phong trào các công dân mới ». Phóng sự về phong trào này của RFI có tên gọi : « Tại Trung Quốc khi người dân t́m cách tổ chức với nhau để chống lại chế độ độc đảng ». Phóng sự gần 20 phút của Stéphane Lagarde là kết quả của nhiều tuần lễ làm việc để t́m cách tiếp xúc được với các thành viên của những nhóm dân chủ khác nhau trên đất nước Trung Quốc.
Dân oan khiến kiến, cựu binh Mùa xuân Bắc Kinh, thành viên Hiến chương 08…
Cuộc gặp đầu tiên diễn ra tại khu phố trung tâm của thủ đô Bắc Kinh, nơi người nước ngoài ḥa trộn với người Trung Quốc. Không khí đông đúc này tạo thuận lợi cho cuộc phỏng vấn. Người đầu tiên trả lời phỏng vấn trong phóng sự nguyên là một nữ dân oan đi khiếu kiện, một nhân vật nổi tiếng của phong trào hiện nay :
« Phong trào các công dân bắt đầu từ cuối năm 2011 với các cuộc tập hợp trên đường phố ở nhiều nơi tại miền nam Trung Quốc, đặc biệt ở tỉnh Quảng Đông, nhất là ở hai thành phố Quảng Châu và Thẩm Quyến. Các công dân bắt đầu xuống đường để đ̣i các giới chức chính quyền công khai tài sản của họ. Nhưng ngay từ năm 2010, chúng tôi đă bắt đầu tổ chức các bữa ăn tập thể. Các thanh niên có cùng quan điểm tập hợp nhau lại, dù không có bất cứ một ư thức chính trị nào. Sau đó, từ bàn ăn họ xuống đường. Năm 2012, rất nhiều người ở miền nam bị bắt giữ. Nhưng cuối năm 2012, phong trào các công dân mới trỗi dậy ở Bắc Kinh, tại quận Haiyan, khu vực các trường đại học. Các sinh viên, thanh niên tuần hành mang theo các khẩu hiệu yêu cầu các quan chức công bố tài sản. »
Việc các công dân xuống đường bày tỏ quan điểm khiến chính quyền Trung Quốc lo ngại. Kể từ đầu năm nay, khoảng 130 người tham gia vào phong trào công dân mới đă bị bắt giữ.
Luật sư Hứa Chí Vĩnh (Xu Zhiyong), một trong những người sáng lập một trong những người sáng lập « Sáng kiến Hiến pháp mở » (Công minh thôi tiến, gọi tắt là « Gongmen »), một hiệp hội phi chính phủ, chủ trương ra đời một Hiến pháp mới cởi mở hơn cho Trung Quốc. Ông Hứa đă bị bắt giữ ngày 16/07, sau khi tham gia một cuộc biểu t́nh, ông bị cáo buộc tổ chức lật đổ chính quyền. Kể từ đó, các thành viên phong trào công dân mới tỏ ra thận trọng hơn. Một người tham gia phong trào công dân mới, biết rơ luật sư Hứa Chí Vĩnh, cho biết :
« Kể từ năm 2008, Trung Quốc đi vào một giai đoạn mới trên phương diện bảo vệ quyền con người. Ngày càng có nhiều người Trung Quốc sẵn sàng tham gia phong trào xă hội, và đặc biệt họ có đủ phương tiện để làm. Hiện nay, họ có nhiều hoạt động tập thể. Mọi người tập hợp nhau lại để bảo vệ quyền lợi của ḿnh. Phong trào này được mệnh danh là phong trào công dân mới. Những người sử dụng internet bày tỏ quan điểm và quyết định gặp nhau trong đời thực. Các luật sư gặp gỡ những người khiếu kiện. Có các những liên hệ với các nhà cải cách trong hàng ngũ của đảng Cộng sản. »
Một thành viên khác cho biết sơ qua về các thành phần khác nhau của phong trào :
« Tham gia vào phong trào hiện nay có các nhóm chính : thứ nhất là các luật sư, thứ hai là những dân oan khiếu kiến, những người khai sinh ra phong trào từ năm 2003. Nhóm thứ ba là những người đă từng tham gia vào Mùa Xuân Bắc Kinh 1989 và những người tham gia vào hiến chương 08. Nh́n chung, tham gia phong trào có những người sử dụng internet và các blogger, nay quyết định rời máy tính để xuống đường bày tỏ quan điểm.»
Hỗ trợ các tù nhân lương tâm qua phong trào « Đưa đồ ăn »
Nhờ ở sức mạnh của các mạng xă hội, mà các phong trào xă hội công dân ở Trung Quốc có một tầm mức lớn mạnh. Trong phong trào này có nhiều h́nh thức khác nhau. Phóng viên Stéphane Lagarde đưa thính giả đến với một phong trào khá nổi tiếng mới ra đời vào tháng 7/2013, mang tên « Đưa đồ ăn » (Tống phạn/Song fan). Phong trào xă hội này có xu hướng muốn trở thành một đảng chính trị. Một người tham gia phong trào cho biết :
« Có một người bạn đă cho tôi tên của đảng mang tên ‘‘Đưa đồ ăn’’. Có nhiều trào lưu tư tưởng tại Trung Quốc, có một số phong trào có quan điểm khá cứng rắn, có phong trào lại mềm dẻo. Để làm nổi bật sự khác biệt, người ta thêm vào tên chính thức một tên hiệu.
Ví dụ các thị dân gọi tầng lớp cách mạng thuộc tầng lớp thấp là ‘‘guốc gỗ’’, c̣n những người ở dưới đáy th́ gọi giới cải cách ngồi trên là ‘‘giày da’’. Chúng tôi thuộc về đảng ‘‘mang đồ ăn’’. Chúng tôi không chấp nhận thuộc về hai phái, phái những người theo xu hướng ‘‘cải cách mềm’’, hay phái ‘‘cách mạng cứng rắn’’.
Mục tiêu của chúng tôi là giúp những người vợ và con cái của những người bị chế độ bắt giam. Các nhà ly khai bày tỏ lập trường công khai rất dũng cảm, họ thể hiện tinh thần hy sinh, chấp nhận mạo hiểm, và gia đ́nh của họ phải chịu nhiều đau khổ. Những con người này cần đến sự khuyến khích và sự hỗ trợ của chúng tôi. Nếu không ai có dũng khí để tham gia mạnh mẽ hơn vào các hoạt động, th́ ít nhất cũng thông qua đảng của chúng tôi để đóng góp tiền cho gia đ́nh các nhà tranh đấu. »
Về nguyên tắc hoạt động của đảng « Mang đồ ăn », một thành viên cho biết điều quan trọng nhất là sự minh bạch.
« Khi quyên góp các khoản tiền đóng góp trên mạng, cần phải có một cách quản lư minh bạch đến mức không thể chê trách được. Đây là cách thức duy nhất để giữ được ḷng tin và sự ủng hộ của công chúng. Cần phải là mỗi người đóng góp được coi như một người quyết định. Mỗi người có thể lựa chọn sử dụng số tiền ḿnh đóng góp như thế nào. Không ai có thể lừa dối, đây là điều hết sức quan trọng để bảo đảm được niềm tin của tất cả. Đây là điều chúng tôi đă làm được, với phong trào cho ăn. Ngoài việc quyên góp tiền, mục tiêu khác là mọi người được thông báo về những ǵ diễn ra trên đất nước này, và tham gia vào đời sống dân chủ, để tất cả mọi người cùng nhau xây dựng phương pháp dân chủ. »
Cafe văn học : Một h́nh thức đóng góp khác
Ngoài h́nh thức đóng góp trực tiếp cho gia đ́nh các tù nhân lương tâm qua đảng « Đưa đồ ăn » hay các nhóm khác nhau, những người tham gia phong trào công dân mới có thể đóng góp tiền giúp đỡ gia đ́nh các tù nhân lương tâm, các nhà tranh đấu, qua h́nh thức quyên góp mua chỗ ngồi trong một bữa ăn với một nhân vật nổi tiếng thông qua một địa chỉ giả trên mạng mang tên « Hàng thịt » (Ro Pu/Nhục Phô) (theo một số nguồn tin địa chỉ này đă bị chính quyền đóng cửa cách đây ít lâu, nhưng có thể có địa chỉ khác tương tự xuất hiện). Thông qua địa chỉ này, người đóng góp bỏ tiền để mua chỗ trong một quán cafe văn học tại Bắc Kinh, để có thể được ngồi chung với các nhân vật nổi tiếng, các nhà văn, luật sư, nghệ sĩ… Tiền thu được sẽ được chuyển đến gia đ́nh các tù nhân lương tâm. Những người đóng góp không biết tiền của họ sẽ được dành để giúp ai, nhưng đây là một hành động để bày tỏ sự ủng hộ.
Số tiền đóng góp nói chung là không nhiều, nhưng hoạt động của phong trào Đóng góp đồ ăn có mục tiêu chính là để đánh động sự quan tâm đến số phận của các tù nhân lương tâm, hiện không được các phương tiện truyền thông quốc tế biết đến. Đây cũng là một cách để học được phương thức vận hành của một phong trào dân chủ.
Các bữa ăn bí mật tại hơn một trăm thành phố
Bất chấp các vụ bắt giữ, các bữa ăn bí mật của phong trào công dân tại Bắc Kinh vẫn tiếp tục được tổ chức. Những người đến cuộc hẹn thường chọn các lối đi khác nhau để tránh bị phát hiện trước khi lọt vào một quán ăn. Một nhóm cho biết họ chọn gặp nhau vào thứ bảy tuần cuối cùng của tháng vào mỗi tháng, tại một quán ăn bất kỳ để tránh bị phát hiện.
Một người phụ nữ cho biết những người lấy chữ kư v́ nhân quyền đến gặp nhau ở đây để bàn luận về việc làm thế nào để cổ vũ nền dân chủ. Một viên chức nhà nước tham gia vào bữa ăn này nhận xét về ư nghĩa của hoạt động này :
« Hiện nay, các bữa ăn lớn biến mất, do bị chính quyền tấn công. Nhưng các bữa ăn vẫn tiếp tục được tổ chức tại khoảng 100 thành phố tại Trung Quốc. Các bữa ăn được tiến hành một cách lặng lẽ, những người tham gia ngày càng đông hơn. Mục tiêu của các bữa ăn này tất nhiên không phải là để ăn, mà là để tập hợp nhau lại. »
Bàn ăn và cách mạng
Theo nhà báo Stéphane Lagarde, bất kể kiểm duyệt, bất kể tuyên truyền độc đoán của nhà nước, rất nhiều tiếng nói cất lên mang những quan điểm khác với chính quyền. Các phong trào công dân kể trên mang dáng dấp của các tập hợp đa tiếng nói, hơn là các nhóm đồng nhất. Nhóm mạnh nhất là các nạn nhân của chế độ của hệ thống, những người khiếu kiện, các dân oan bị đàn áp trước đây và sau đó là các trí thức nỗ lực tập hợp những người vô sản cùng khổ vào năm 2010, với các khẩu hiệu như : « Tôn trọng Hiến pháp »... Theo nhiều người, Hiến pháp Trung Quốc hiện nay rất tốt, nhưng vấn đề là có áp dụng nó hay không.
Stéphane Lagarde ghi nhận không khí xă hội tại Trung Quốc rất giống với văn hóa của vùng Nam Âu, nơi những điều quan trọng thường được bàn bạc trong bữa ăn, trong không khí gia đ́nh bạn hữu thân mật. Càng ăn, càng làm cách mạng tốt. Đă từ rất lâu, tại Trung Quốc, khi có vấn đề, khi có bất đồng, người ta tập hợp xung quanh bàn ăn để giải quyết. Trong thời gian cách mạng Hoa nhài, phong trào Mùa xuân Ả rập vừa qua, các nhà tranh đấu Trung Quốc cũng đă tập hợp xung quanh các bữa ăn để t́m cách làm thay đổi xă hội. Đây là điều khó tưởng tượng được ở một xă hội khác.
Trong bối cảnh, nhiều nhà tranh đấu đang bị tù đày, nhiều người sắp sửa phải nhận các bản án nặng, tương lai hiểm nguy đang chờ đón nhiều người, nhưng các bữa ăn của các công dân mới không hề biểu lộ không khí u ám, bữa ăn của các nhà tranh đấu là một thời điểm sảng khoái, người ta nói chuyện và cười đùa. Ngay cả trong trường hợp một khuôn khổ hẹp hơn và nghiêm túc hơn, trí thức hơn, như ở quán cafe văn học kể trên, dù không được tham dự nhà báo Pháp tin rằng tại đây không khí cũng không kém phần sôi động.
Hiện tại phong trào dân chủ Trung Quốc theo dơi sát phiên ṭa xét xử bà Lưu B́nh (Liu Ping) và hai ông Vỹ Trung B́nh (Wei Zhongping), Lư Thế Hoa (Li Sihua). Đây được coi là một trắc nghiệm cho thái độ của chính quyền hiện tại đối với phong trào dân chủ các công dân mới.

The military tensions provoked since the Chinese government declared an Air Defence Identification Zone (ADIZ) in the East China Sea sharply pose the dangers of war produced by the US Obama administration’s pivot to Asia.
US Defence Secretary Chuck Hagel warned China that the US would support Japan in any war over the disputed Senkaku/Diaoyu islands, which were included in the zone. The US and Japanese air forces are repeatedly flying unannounced into the ADIZ, in reckless challenges to Beijing’s enforcement of the zone. The Abbott government in Australia declared its full support for the US and Japan, making clear it was also prepared to go to war.
The US pivot is a strategy of encircling China and undermining its regional influence, amid the greatest economic breakdown since the 1930s Great Depression, and the historic decline in the global position of American imperialism. It centrally involves preparations for military conflict. Numerous documents from government and private think tanks have spelt out in detail how US, Australian and other allied military forces would blockade China’s access to key Asian sea lanes and launch devastating air and missile attacks on Chinese military and government installations.
At last month’s Australia-US ministerial talks, the Abbott government expanded the former Labor government’s unconditional support to the US war preparations. As well as the spy bases at Pine Gap and North West Cape, and the US marine base established in Darwin in 2012, northern and western Australia will host ever greater numbers of American aircraft and warships and two “space security” facilities. The Australian military is being integrated at every level into the US Pacific-based forces.
The build-up toward war is taking place behind a shroud of secrecy and behind the backs of the Australian working class. It is accompanied by mounting police-state operations and attacks on democratic rights. American whistleblower Edward Snowden’s leaks have exposed the extent of Australian involvement in the vast US-led spy network that is operating around the world, including against Australian citizens.
Calls by media editorials for ABC personnel to be prosecuted for publishing Snowden’s revelations demonstrate a determination to intimidate and silence any opposition to the actions of the Australian state apparatus. The condemnations of the ABC have been followed this week by secret police raids on the lawyer and whistleblower involved in exposing the fact that Australian intelligence agents broke into the East Timorese government and prime ministerial offices in Dili and planted listening devices. There is no line that the ruling elite and the political establishment will not cross as it embroils the Australian population in its militarist agenda.
At the very centre of the 2013 election campaign conducted by the Socialist Equality Party was the necessity for the working class in Australia, across Asia, in the US and internationally to build a unified anti-war movement, based on a socialist perspective that aims to end the cause of the war—the failed capitalist system. The developments in the East China Sea underscore the urgency of taking forward and developing that struggle.

SEOUL (Reuters) - South Korea said on Sunday it has extended its air defense zone to partially overlap with a similar zone declared by China two weeks ago that has sharply raised regional tensions.
Beijing's unilateral declaration of an air defense identification zone in an area that includes islands at the heart of a territorial dispute with Japan has triggered protests from the United States and its close allies Japan and South Korea.
Announcing the expansion of its own zone to include two territorial islands to the south and a submerged rock also claimed by China, South Korea's Defence Ministry said the move would not infringe on neighboring countries' sovereignty.
"We believe this will not significantly impact our relationships with China and with Japan as we try to work for peace and cooperation in Northeast Asia," defence ministry head of policy Jang Hyuk told a briefing.
"We have explained our position to related countries and overall they are in agreement that this move complies with international regulations and is not an excessive measure," he said, adding that the ministry's top priority was to work with neighboring countries to prevent military confrontation.
South Korea objected to China's November 23 move as unacceptable because its new zone includes a maritime rock named Ieodo, which Seoul controls, with a research station platform built atop it. China also claims the submerged rock.
Still, South Korea's reaction to Beijing has been more measured than the sharp rebukes delivered from Tokyo and Washington, reflecting a sensitivity towards Seoul's largest trading partner.
REGIONAL TENSIONS
South Korea's air defence zone was originally established by the U.S. Air Force in 1951 during the Korean War. The extension of the zone will not apply any restrictions to the operation of commercial flights, the defence ministry said separately in a statement. The move will take effect on December 15, it said.
It will also result in an overlap with Japan's air defence zone, Jang said.
There was no immediate reaction from China, although Beijing's response to news last week that South Korea was reviewing its options on the air defence zone was relatively low key.
Chinese Foreign Ministry spokesman Hong Lei said on Friday that any move by South Korea must "accord with international law and norms", but added: "China is willing to maintain communications with South Korea on the basis of equality and mutual respect."
The decision by China that kicked off the latest spat was the subject of a tense disagreement as U.S. Vice President Joe Biden visited China last week, stressing Washington's objections to the move that he said caused "significant apprehension" in the region.
In an implicit criticism of the way China expanded its air defence identification zone, the United States praised South Korea for its having consulted its neighbors - including China and Japan - before going ahead.
"We also appreciate the (Republic of Korea's) commitment to implement this adjustment to its (Air Defence Identification Zone) in a manner consistent with international practice and respect for the freedom of overflight and other internationally lawful uses of international airspace," State Department spokeswoman Jen Psaki said in a statement. "This approach avoids confusion for, or threats to, civilian airlines."
"The United States has been and will remain in close consultation with our allies and partners in the region to ensure their actions contribute to greater stability, predictability, and consistency with international practices," she added.
Ties between China and Japan, always fraught due to regional rivalry and lingering bitterness from World War Two, have been strained for months by the dispute over the islands in the East China Sea, called the Diaoyu by China and the Senkaku by Japan.
Washington takes no position on the sovereignty of the islands, but recognizes Tokyo's administrative control and says a U.S.-Japan security pact applies to them.
Beijing says its zone is in accordance with international law and Washington and others should respect it.
Under the Chinese zone's rules, all aircraft have to report flight plans to Chinese authorities, maintain radio contact and reply promptly to identification inquiries.
U.S., Japanese and South Korean military aircraft have breached the zone without informing Beijing since it was announced. South Korean and Japanese commercial planes have also been advised by their governments not to follow the rules.
