.Hôm Chủ Nhật 19/2 giới chức hành pháp Hoa Kỳ cho biết họ muốn gặp gỡ cộng đồng người Mỹ gốc Việt vào ngày 5/3 để nghe quan điểm về vấn đề nhân quyền tại Việt Nam.
Thông tin do nhạc sĩ Nam Lộc chuyển đến truyền thông Việt ngữ nói cuộc gặp sẽ diễn ra vào ngày thứ Hai 5/3 tại Bạch Cung (White House).

Trả lời phỏng vấn của báo Cali Today ở San Jose, nhạc sĩ Trúc Hồ cho biết phái đoàn sẽ có những người từ 50 tiểu bang đă ký tên vào thỉnh nguyện thư về nhân quyền Việt Nam gửi Tổng thống Barack Obama. C̣n lại là người của ban tổ chức, một số ca sĩ; và đại diện truyền thông.
Đây là kết quả của nỗ lực vận động cho nhân quyền Việt Nam được nhạc sĩ Trúc Hồ, giám đốc trung tâm băng nhạc Asia, khởi xướng qua một thỉnh nguyện thư đưa vào trang nhà của Bạch Cung từ hôm 7/2.
Thỉnh nguyện thư ngắn gọn này dài chỉ 120 chữ yêu cầu chính phủ Hoa Kỳ không phát triển thêm quan hệ giao thương với Việt Nam cho đến khi t́nh h́nh nhân quyền ở đó được cải tiến.
Bản thỉnh nguyện thư viết rằng từ năm 2007 đến nay chính quyền Việt Nam đă gia tăng đàn áp dă man qua việc quản chế, bắt giam hay xử án tù những người có quan điểm bất đồng với nhà nước như Linh mục Nguyễn Văn Lư, Hòa thượng Thích Quảng Độ, Bác sĩ Nguyễn Đan Quế, blogger Điếu Cày.
Gần đây nhất, nhạc sĩ Việt Khang đă bị bắt, được cho là v́ đã sáng tác và hát những ca khúc phản đối Trung Quốc gây hấn, xâm lăng đất biển của Việt Nam và phản đối công an Việt Nam bắt giam nhiều người Việt bày tỏ ḷng yêu nước qua những cuộc xuống đường tại Hà Nội và Sài G̣n vào mùa hè năm qua.
Để được Tòa Bạch Ốc quan tâm và trả lời, thỉnh nguyện thư phải có ít nhất 25 ngh́n chữ kư trong ṿng một tháng. Thỉnh nguyện thư cho nhân quyền Việt Nam trong ṿng mười ngày đă có được 50 ngh́n chữ ký của người Việt tại Mỹ.
Hành pháp Mỹ từng có những lần mời đại diện cộng đồng gốc Việt vào Bạch Cung để lắng nghe ý kiến về tình hình Việt Nam
Đó là điều khiến giới chức hành pháp và lập pháp Hoa Kỳ chú ư, v́ so sánh với những thỉnh nguyện thư khác liên quan đến một số vấn đề đang gây tranh luận trong quần chúng, như việc không gia hạn chính sách giảm thuế của Tổng thống George W. Bush hay vấn đề kết hôn đồng tính mà trong thời gian hạn định thu thập chữ ký cũng cũng chỉ được đôi ba vạn.
V́ sự nhiệt t́nh lên tiếng của người Mỹ gốc Việt cho nhân quyền tại Việt Nam, Bạch Cung đă yêu cầu được gặp gỡ phái đoàn người Việt vào đầu tháng Ba.
Sự kiện Bạch Cung tiếp xúc với người Việt để lắng nghe quan điểm của họ hay để giải thích chính sách của Hoa Kỳ đối với Việt Nam th́ đây không phải là lần đầu tiên.
Mời trước bầu cử
Trước ḱ bầu cử tổng thống năm 1992, giới chức chính quyền của Tổng thống George H.W. Bush (tức ông Bush cha) đă mời một số người Việt vào Bạch Cung để nghe tŕnh bày về chính sách của Hoa Kỳ đối với Việt Nam trước khi có những bước đầu trong việc dỡ bỏ cấm vận.
Năm 2007, trước khi đón Chủ tịch Bấm Nguyễn Minh Triết chính thức thăm Hoa Kỳ, Tổng thống Bush (con) cũng đă gặp gỡ đại diện một số tổ chức chính trị của người Mỹ gốc Việt để nghe quan điểm của họ.
Vấn đề nhân quyền tại Việt Nam gần đây trở nên nghiêm trọng hơn với việc Hà Nội gia tăng bắt giam, quản chế nhiều người chỉ v́ họ muốn bày tỏ ḷng yêu nước trước vụ việc Trung Quốc có những động thái muốn kiểm soát biển Đông, vốn là khu vực tiềm ẩn lượng lớn dầu khí và là trục giao thông đường biển quốc tế.
Trong t́nh thế đó, tuy đàn áp người biểu t́nh Hà Nội lại muốn nâng quan hệ Hoa Kỳ và Việt Nam lên tầm chiến lược.

100 trong số mấy mươi ngàn người kư thỉnh nguyện thư về t́nh h́nh nhân quyền Việt Nam được mời tới Ṭa Bạch Ốc vào ngày 5/3/2012 để nghe phúc đáp của chính quyền Tổng thống Obama
.Chính quyền của Tổng thống Hoa Kỳ, Barack Obama, sẽ hồi đáp thỉnh nguyện thư của cộng đồng người Mỹ gốc Việt yêu cầu can thiệp để Hà Nội trả tự do cho nhạc sĩ Việt Khang và các nhân vật tranh đấu dân chủ tại Việt Nam.
Chiến dịch thu thập chữ kư cho thỉnh nguyện thư We The People do đài truyền h́nh SBTN của cộng đồng Việt Nam ở Mỹ khởi xướng ngày 8/2 cùng với sự hợp tác của các cộng đoàn của người Việt tại Mỹ đă thu được trên 56 ngàn chữ kư sau chưa đầy 2 tuần phát động. Điều kiện để được Ṭa Bạch Ốc trả lời là 25 ngàn chữ kư trong thời gian 1 tháng.
Nhạc sĩ Nam Lộc, một nhà vận động lập pháp và là một trong những người tiên phong kư tên trong thỉnh nguyện thư, cho VOA Việt ngữ biết:
“Chúng tôi quan tâm đến số phận của nghệ sĩ Việt Khang cùng những nhà tranh đấu dân chủ-nhân quyền ở Việt Nam. Một nhạc sĩ chỉ nói lên ḷng yêu nước và sự quan tâm đối với đất nước mà bị bắt. Chúng tôi cảm thấy có bổn phận phải tranh đấu cho quyền được ngỏ tâm tư của ḿnh qua âm nhạc. Phong trào này chúng tôi sử dụng phương tiện dân chủ ở Hoa Kỳ. Ṭa Bạch Ốc đă chính thức liên lạc với những người thực hiện thỉnh nguyện thư. Theo dự tŕnh, đích thân Tổng thống Obama ngày 5/3 sẽ tiếp xúc khoảng 100 người Việt đă kư tên vào thỉnh nguyện thư này.”
Trang mạng We The People do Ṭa Bạch Ốc phát động là một diễn đàn tạo cơ hội cho mọi công dân Hoa Kỳ viết và kư thư thỉnh nguyện về các vấn đề ảnh hưởng tới nước Mỹ. Một thỉnh nguyện thư đạt số chữ kư yêu cầu sẽ được các chuyên gia phụ trách chính sách của chính quyền xem xét và người kư đơn sẽ nhận được phản hồi chính thức từ Ṭa Bạch Ốc.
Nhạc sĩ Việt Khang, tên thật là Vơ Minh Trí, bị bắt từ cuối năm ngoái về tội “chống phá nhà nước” sau khi sáng tác và tŕnh bày hai ca khúc “Anh Là Ai” và“Việt Nam Tôi Đâu”.
