Một quan chức cao cấp bộ Quốc pḥng Mỹ ngày 28/01/2014 báo động : Trung Quốc đang đặt ra thách thức ngày càng lớn đối với Hoa Kỳ về mặt công nghệ quân sự, trong khi những cắt giảm ngân sách quốc pḥng đang cản trở nỗ lực của Mỹ nhằm duy tŕ vị trí hàng đầu trong lĩnh vực này.
Tuyên bố với các nghị sĩ Mỹ, ông Frank Kendall, Thứ trưởng Quốc pḥng đặc trách mua sắm vũ khí, cho rằng Hoa Kỳ đang gặp phải nhiều thách thức từ việc Trung Quốc không ngừng tăng chi tiêu quốc pḥng để phát triển các loại vũ khí tối tân, trong khi đó ngân sách quân sự của Mỹ lại đi theo hướng ngược lại.
Ông Kendall báo động là Hoa Kỳ có thể mất vị thế thượng phong nếu không đáp ứng được những thay đổi về bối cảnh chiến lược. Ông dẫn chứng việc Trung Quốc đang đầu tư rất nhiều vào tên lửa diệt hạm, máy bay tàng h́nh, thiết bị siêu thanh và các vũ khí công nghệ cao cấp khác. Ông Kendall cho biết thêm Washington lo ngại về việc Trung Quốc xuất khẩu các loại vũ khí mới hơn ra nước ngoài.
Theo hăng tin AFP, các nghị sĩ và chuyên gia quốc pḥng Mỹ cho biết là Trung Quốc đang tiến những bước dài trong việc hiện đại hóa quân đội, đặc biệt là trong lĩnh vực các loại vũ khí « chống tiếp cận », như hệ thống gây nhiễu điện tử và tên lửa. Các loại vũ khí này có thể hạn chế tầm hoạt động của các của chiến đấu cơ và hàng không mẫu hạm của Mỹ.
Vào tuần trước, đô đốc Samuel Locklear, tư lệnh lực lượng Thái B́nh Dương của Mỹ, cũng đă báo động là vị thế thượng phong của Hoa Kỳ đang suy giảm, do các nước khác đang gia tăng đầu tư vào các vũ khí tối tân.
US presses Beijing over South China Sea dispute

Daniel Russel, assistant secretary of state for East Asia, criticised Beijing's so-called "nine-dash line" that outlines its claims.
He said there were "growing concerns" over China's "pattern of behaviour".
Tensions are already high over China's imposition of an air defence zone above disputed islands in the East China Sea.
Correspondents say there are fears of a fresh showdown in the South China Sea. Several countries claim competing sovereignty over islands, reefs and shoals.
China, the Philippines, Brunei, Malaysia, Vietnam and Taiwan all have claims in the region.
'Asserting control'
"There are growing concerns that this pattern of behaviour in the South China Sea reflects incremental effort by China to assert control over the area... despite objections of its neighbours," Mr Russel told a congressional committee.
"Any Chinese claim to maritime rights not based on claimed land features would be inconsistent with international law," he said.

"China could highlight its respect for international law by clarifying or adjusting its claim to bring it into accordance with international law of the sea," he added.
The US says it does not take stances on territorial disputes in Asia.
However, Mr Russel said he supported the Philippines' right to take its case to a UN tribunal as part of efforts to find a "peaceful, non-coercive" solution.
China denounced the move last year.
'Amateurish politician'
On Wednesday, China's state news agency branded Philippine President Benigno Aquino a "disgrace" for comments in connection with the territorial row in which he compared China to Nazi Germany.
Mr Aquino called for world leaders not to appease China over its claims in the South China Sea in the same way nations tried to appease Hitler before World War Two.
"At what point do you say: 'Enough is enough'? Well, the world has to say it. Remember that the Sudetenland [part of what was then called Czechoslovakia] was given in an attempt to appease Hitler to prevent World War Two," Mr Aquino said in an interview with the New York Times on Tuesday.
An angry commentary on the state-run Xinhua news agency branded Mr Aquino an "amateurish politician who was ignorant both of history and reality".

China's "nine-dash line" stretches hundreds of miles south and east from its most southerly province of Hainan.
In January, Hainan province enacted new regulations requiring foreign fishing vessels to ask for permission to enter its waters, including the disputed areas claimed by China.
The Philippines said it was "gravely concerned" by the new rules, while Taiwan and Vietnam also said they did not recognise the rules.
Beijing says its rights come from 2,000 years of history where the Paracel and Spratly island chains were regarded as part of the Chinese nation.
More than half the world's merchant goods are shipped through the South China Sea and in 2010, then US Secretary of State Hillary Clinton declared that freedom of navigation there was a US national interest.

Relations between China and Japan are currently under strain over a separate territorial row involving islands in the East China Sea known as the Senkaku islands in Japan and the Diaoyu islands in China.
Last year, China announced an air defence identification zone (ADIZ) in the East China Sea, and said that aircraft flying through the zone must follow its rules, including filing flight plans.
The ADIZ covers the disputed islands, which Taiwan also claims, as well as a rock claimed by South Korea.
The US, Japan and South Korea have rejected China's zone, and flown undeclared military aircraft through it. The US has called the move a unilateral attempt to change the status quo in the region.

Theo báo chí Nhật Bản, Nga đă từ chối đề nghị « hợp tác » của Trung Quốc trong hồ sơ xung khắc chủ quyền ở quần đảo Kuril với Nhật. Tin này được tiết lộ vào thời điểm thủ tướng Nhật Shinzo Abe sắp hội kiến với tổng thống Nga Vladimir Putin tại Sochi, nhân Thế vận hội mùa đông khai mạc ngày 07/02/2014.
Trong mưu kế cô lập Nhật Bản, chính quyền Trung Quốc tuyên bố ủng hộ Nga trong vụ xung khắc tại quần đảo Kuril, mà Nhật gọi là " lănh địa phương Bắc", kéo dài từ sau Đệ nhị thế chiến. Đổi lại, Bắc Kinh muốn được Matxcơva hậu thuẫn thừa nhận chủ quyền của Trung Quốc trên quần đảo Senkaku/ Điếu ngư đang gây căng thẳng tại biển Hoa Đông. Tuy nhiên Nga đă từ chối.
Tin này do nhật báo Mainichi, có số phát hành lớn nhất tại Nhật loan tải vào ngày hôm nay. Trích dẫn các nguồn tin ngoại giao của Nhật và Nga, Mainichi cho biết, từ năm 2010 đến nay, Bắc Kinh đă nhiều lần đề nghị « hợp tác » với chính quyền Nga nhưng luôn bị Nga gạt bỏ.
Nhật báo Mainichi công bố thông tin này vào lúc thủ tướng Nhật sắp đến Sochi, tham dự lễ khai mạc Thế vận hội mùa đông 2014. Theo chương tŕnh, thủ tướng Nhật Shinzo Abe và tổng thống Nga Vladimir Putin sẽ có một cuộc gặp gỡ song phương để thảo luận về quần đảo Kuril do Nga kiểm soát nhưng Nhật Bản xem là "lănh địa phương Bắc".
Cách nay 69 năm, vài ngày trước khi Thế chiến thứ hai kết thúc, Hồng quân Liên xô nhân cơ hội quân Nhật suy yếu, tiến chiếm quần đảo và trục xuất hàng trăm dân cư bản địa sinh sống tại đây. Vấn đề này đă làm cho hai nước đến gần 70 năm sau vẫn chưa kư hiệp ước ḥa b́nh.
Tuy nhiên theo nhận định của AFP, từ khi thủ tướng Shinzo Abe trở lại chính quyền vào tháng 12 năm 2012, ông và tổng thống Nga đă có 4 lần thảo luận hồ sơ xung khắc này, và đă tạo ra ít nhiều hy vọng mặc dù phía Nhật Bản tuyên bố khó có thể giải quyết xong trong một tương lai gần. Một nhà ngoại giao Nhật tuyên bố là do lập trường « cố định » của ông Putin, cho nên Nhật không thể chấp nhận được.
Bên cạnh các nỗ lực ngoại giao, hai nước cũng t́m cách duy tŕ quan hệ quân sự. Truyền thông Nga hôm thứ Tư (5/2) cho biết tướng Kiefumi Iwata, tham mưu trưởng lục quân Nhật Bản đă đến thành phố Khabarovski, thuộc vùng Viễn Đông của Nga. Tướng Kiefumi Iwata và các tướng lănh Nga tại quân khu miền Đông sẽ thảo luận về « hợp tác kỹ thuật và an ninh trong vùng Châu Á Thái B́nh Dương ».
Năm 2013, c̣n là tư lệnh lực lượng pḥng vệ Bắc Hải Đạo ( Hokkaido) bao gồm các đảo bị Nga kiểm soát, tướng Kiefumi Iwata đă tiếp một phái đoàn quân sự Nga sang thăm viếng.
Bang giao Nhật-Nga, do có thiện chí đối thoại giữa hai nhà lănh đạo, hoàn toàn trái ngược lại với quan hệ đầy sóng gió giữa Trung Quốc và Nhật Bản tại Hoa Đông . Bản thân Trung Quốc cũng sử dụng sức mạnh để lấn áp các nước Đông Nam Á đến mức độ mà tổng thống Philippines đă so sánh chế độ Bắc Kinh với chế độ của Hitler.

Trong cuộc điều trần trước Quốc hội hôm qua, Trợ lư Bộ trưởng Ngoại giao phụ trách các vấn đề Đông Á và Thái B́nh Dương Danny Russel nói bất cứ việc dùng đường lưỡi ḅ 9 đoạn nào để tuyên bố chủ quyền trên biển đều phải dựa vào các đặc điểm trên bộ như là đường ven biển hay hải đảo của một quốc gia.
Ông Russel nói bất cứ tuyên bố chủ quyền vùng biển nào của Trung Quốc không căn cứ vào đất liền đều không phù hợp với luật pháp quốc tế.
Trung Quốc có thể nêu rơ việc nước này tôn trọng luật quốc tế bằng cách làm rơ hay điều chỉnh việc tuyên bố chủ quyền để phù hợp với luật biển quốc tế.
Ông Russel nói “có những mối lo ngại ngày càng tăng” là Trung Quốc đang dần dần khẳng định quyền kiểm soát kiểm soát vùng này, bất kể sự phản đối của các nước láng giềng. Ông viện dẫn một số hành động mới đây của Trung Quốc làm “gia tăng căng thẳng.”
Ông Russel nói thêm là những hành động này bao gồm việc tiếp tục hạn chế việc tiếp cận băi cạn Scarborough, gây sức ép đối với sự hiện diện lâu năm của Philippines tại Băi cạn Second Thomas và mới đây cập nhật những qui định về đánh cá tại vùng biển tranh chấp trong Biển Đông.

Quan điểm của Hoa Kỳ là những hành động này đă gây làm gia tăng căng thẳng trong vùng và làm trầm trọng thêm những quan ngại về những mục tiêu chiến lược dài hạn của Trung Quốc.
Ông Russel cũng nêu ra những mối quan ngại mới của Hoa Kỳ về các hoạt động của Trung Quốc ở Biển Đông, nơi Bắc Kinh vừa thiết lập một Vùng Nhận diện Pḥng không trong một khu vực mà Nhật Bản cũng nhận chủ quyền.
Ông gọi hành động này là một “biện pháp lạc hướng,” và cảnh báo Trung Quốc chớ nên thiết lập những Vùng Nhận dạng Pḥng không tại các nơi khác.
Ông Russel nói Hoa Kỳ không thừa nhận và cũng không chấp nhận Vùng Nhận diện Pḥng không mà Trung Quốc tuyên bố. Hoa Kỳ không có ư định thay đổi cách thức hoạt động trong vùng. Và Hoa Kỳ nói rơ với Trung Quốc là không nên t́m cách thực thi Vùng Nhận diện Pḥng không và nên tự chế trước những hành động tương tự tại các nơi khác trong vùng.
Ông Russel cũng nói là ông cũng quan tâm đến “sa sút nghiêm trọng” trong mối quan hệ giữa Nhật Bản và Trung Quốc. Ông nói Bắc Kinh, Tokyo cũng như kinh tế toàn cầu không thể chịu đựng được một cuộc xung đột vô t́nh giữa hai nước.
Ông Russel cho biết ông ủng hộ lời kêu gọi của Nhật Bản dùng những thủ tục ngoại giao và quản lư khủng hoảng để giúp tránh xung đột.
Hoa Kỳ nói không đứng về bên nào hay bất cứ tranh chấp quốc gia riêng rẽ nào trên biển, mà chỉ quan tâm đến việc giúp t́m những giải pháp ḥa b́nh và bảo đảm tự do hàng hải và thương mại.
Trung Quốc cũng nói họ mưu t́m một giải pháp ôn ḥa, nhưng đă bác bỏ những nỗ lực giải quyết tranh chấp trên các diễn đàn đa quốc như Hiệp hội các Quốc gia Đông Nam Á. Thay vào đó Trung Quốc chỉ muốn giải quyết với từng quốc gia riêng rẽ, v́ Trung Quốc có lợi thế chiến lược.
Bắc Kinh cũng nghi ngờ về điều được gọi là tái quân b́nh kinh tế và chính trị hướng về châu Á Thái B́nh Dương của chính quyền Obama, xem chính sách này là một nỗ lực kiềm chế sự lớn mạnh của Trung Quốc.

Trong một bài viết trên nhật báo The Telegraph ở Anh ngày 06/01/2014, John Everard, cựu Đại sứ Anh ở Bắc Hàn, đă so sánh t́nh h́nh tại Á Đông năm 2014 với bối cảnh châu Âu năm 1914 – khi một nước Đức đang nổi (cũng giống như Trung Quốc bây giờ) t́m cách thay đổi hiện trạng để khẳng định vị thế của ḿnh. Thái độ ấy của nước Đức lúc bấy giờ đă đẩy châu Âu và thế giới vào Thế chiến thứ nhất.
Nhưng đó không phải là lần đầu tiên các chính trị gia ngoài châu Á cảnh báo nguy cơ xung đột ở đây. Chẳng hạn, trong một bài phát biểu tại Đại học Zurich, Thụy Sĩ vào tháng 11/2011, Chủ tịch Liên hiệp châu Âu (EU) Herman Van Rompuy đă chỉ ra tâm lư đối đầu và chi tiêu lớn cho quốc pḥng của các nước khu vực.
Theo ông hai khuynh hướng đó là nguyên nhân sâu xa có thể dẫn đến một cuộc chạy đua vũ trang toàn diện ở châu Á. Ông cũng nêu rằng nếu trong thế kỷ trước châu Âu là đại lục nguy hiểm nhất và là nguyên nhân dẫn đến hai cuộc thế chiến, giờ mọi sự chú ư của giới quan sát và các nhà chiến lược lại hướng về những diễn biến gần đây tại châu Á.
Với những nhận xét như vậy, Chủ tịch EU muốn cảnh báo rằng nếu t́nh trạng đối đầu và chạy đua vũ trang cứ tiếp diễn, châu Á có thể rơi vào xung đột, thập chí phải đối diện với những cuộc chiến như châu Âu đă từng nếm trải trong thế kỷ vừa qua.
Nếu quan sát những ǵ diễn ra tại châu Á và Đông Á nói riêng trong những năm vừa qua – đặc biệt t́nh trạng căng thẳng và đối đầu giữa Trung Quốc và Nhật Bản trong thời gian gần đây – chắc ai cũng có thể nhận ra rằng hai khuynh hướng đó ngày càng gia tăng và đáng lo ngại.
Câu hỏi được đặt là tại sao hai khuynh hướng ấy càng ngày càng mạnh tại châu Á và liệu chúng có dẫn châu lục này vào một cuộc xung đột quân sự như ông Henry Kissinger cảnh báo?
Căng thẳng, đối đầu do đâu?
Có rất nhiều nguyên nhân – trực tiếp hay gián tiếp – dẫn đến t́nh trạng căng thẳng, đối đầu giữa Trung Quốc và Nhật Bản trong thời gian qua.
Một trong những nguyên nhân ấy là các hiềm khích lịch sử để lại. Thời gian gần đây những hận thù quá khứ ấy không chỉ không được gạt bỏ mà c̣n được khơi dậy. Cụ thể, các cuộc ‘khẩu chiến’ mới đây giữa hai quốc gia này đều liên quan đến chiến tranh trong quá khứ.
Trong khi Bắc Kinh buộc Chính phủ Nhật phải xin lỗi về những ‘tội ác chiến tranh’ trước đây, Tokyo lại cho rằng họ đă nghiêm túc giải quyết chuyện quá khứ của ḿnh.
Yếu tố khác làm khơi dậy những nghi kỵ quá khứ và gia tăng căng thẳng giữa hai nước láng giềng là chủ nghĩa dân tộc hẹp ḥi – nếu không muốn nói là hơi quá khích – càng ngày càng trở nên phổ biến và thậm chí được khuyến khích tại Nhật Bản và Trung Quốc. Chuyện Thủ tướng Shinzo Abe tới thăm đền Yasukuni – nơi thờ những binh sĩ Nhật tử trận trong thời chiến, trong đó có một số tội phạm chiến tranh của Nhật trong Thế chiến thứ hai – và việc Trung Quốc nổi giận lên án chuyến thăm của ông Abe chứng minh điều đó.
Một lư do nữa – dù ít được giới quan sát, phân tích nhắc đến – ít hay nhiều khiến Trung Quốc có thái độ mạnh bạo, nếu không muốn nói là khá hung hăng, với Nhật Bản và một số nước khu vực khác là Trung Quốc vẫn là một quốc gia độc đảng.
Nếu là một quốc gia dân chủ, có thể Trung Quốc không có những hành động hung hăng, bành trướng – như đơn phương đưa ra đường lưỡi ḅ hay áp đặt vùng nhận dạng pḥng không – như nước này đă tiến hành.
Ba lư do trên ít hay nhiều được thể hiện qua ‘Giấc mơ Trung Hoa’ mà ông Tập Cận B́nh khởi xướng. Phần v́ cảm thấy đất nước ḿnh bị làm nhục trong quá khứ, phần v́ thấy chủ nghĩa Mác-Lê càng ngày càng mất chỗ đứng tại Trung Quốc, giới lănh đạo ở Bắc Kinh đang t́m cách khơi dậy ḷng tự tôn dân tộc nơi người dân để tiến hành ‘cuộc phục hưng vĩ đại’ và cũng qua đó có thể duy tŕ, củng cố tính chính danh cho ḿnh.
Ông Tập theo đuổi ‘Giấc mơ Trung Hoa’ một phần cũng v́ sự trỗi dậy của Trung Quốc. Và đây là một nguyên nhân quan trọng nữa dẫn đến t́nh trạng căng thẳng, đối đầu giữa Bắc Kinh và Tokyo. Nhờ sự lớn mạnh về kinh tế, Trung Quốc càng ngày càng hiện đại hóa quân đội và công khai phô trương sức mạnh quân sự của ḿnh. Chính điều này đă làm Nhật Bản và các nước khu vực khác quan ngại và buộc họ phải thay đổi chiến lược quân sự hay tăng cường quốc pḥng để pḥng vệ hoặc để đối trọng với Trung Quốc.
Một lư do khác làm tăng sự hiềm khích, căng thẳng giữa Trung Quốc với Nhật Bản và một số quốc gia trong vùng là tại đây có nhiều tranh chấp về lănh thổ, lănh hải tồn tại từ lâu và chưa được giải quyết thỏa đáng. Có thể nói không có khu vực hay châu lục nào phải đối diện với nhiều tranh chấp về chủ quyền như châu Á và Đông Á nói riêng. Và quốc gia có nhiều tranh chấp lănh thổ, lănh hải nhất trong khu vực là Trung Quốc.
Hơn nữa, vùng biển tranh chấp là vùng biển quan trọng cả về kinh tế và chiến lược. Chẳng hạn, Biển Đông – nơi Trung Quốc có tranh chấp chủ quyền với một số nước ASEAN, trong đó có Việt Nam – không chỉ giàu tài nguyên thủy sản, nhiều khoáng sản, nhất là dầu khí, mà c̣n là một trong những tuyến đường hàng hải quốc tế chính yếu. Kiểm soát được vùng biển này Trung Quốc sẽ có rất nhiều thuận lợi để thực hiện giấc mơ bá quyền, bá chủ (khu vực) của ḿnh.
