Trung Quốc công khai yểm trợ chính quyền Damas về quân sự
Cho đến nay, cùng với Nga, Trung Quốc là chỗ dựa về mặt ngoại giao cho chế độ của tổng thống Syria Bachar Al Assad, nhưng không thấy năng nổ trên hiện trường. T́nh thế đă đổi khác. Vào hôm qua, 25/08/2016, Bắc Kinh đă thông báo quyết định đón binh lính của quân đội Damas đến Trung Quốc để được đào tạo trong lănh vực cứu trợ nhân đạo.

Theo Heike Schmidt, thông tín viên RFI tại Bắc Kinh[/URL], đây là một động thái để Trung Quốc tăng cường vai tṛ của ḿnh trong hồ sơ Syria, sau khi đă kín đáo cử cố vấn quân sự qua hỗ trợ chế độ Damas :
« Bắc Kinh vẫn luôn trợ giúp nhân đạo cho Syria. Nhưng với việc đào tạo binh sĩ Syria, Trung Quốc đă nâng lên một bậc hậu thuẫn của ḿnh cho chế độ Damas… Trung Quốc cho đến giờ vẫn tỏ ra kín đáo trong khu vực Trung Cận Đông.
Theo phát ngôn viên bộ Quốc Pḥng Trung Quốc Ngô Khiêm, lính Syria sẽ đến Trung Quốc để được đào tạo trong lănh vực y tế, cứu nạn, để làm « giảm bớt khủng hoảng nhân đạo ở Syria ».
Từ đầu cuộc nội chiến tại Syria năm 2011, Bắc Kinh vẫn luôn chống lại mọi giải pháp quân sự. Cùng với Nga, Trung Quốc đă ngăn chận ít ra là 4 nghị quyết nhắm vào chế độ Damas tại Hội Đồng Bảo An.
Cho dù một cuộc can thiệp quân sự xem như không thế có từ phía Trung Quốc, nhưng Bắc Kinh vẫn muốn đóng một vai tṛ quan trọng hơn để ổn định Syria. Đây là một mục tiêu chiến lược, v́ theo Bắc Kinh, chiến binh Duy Ngô Nhĩ từ vùng Tân Cương, ngày nay đến ‘tập luyện’ trên thực địa chiến trường Syria.
Tờ Hoàn Cầu Thời Báo, tiết lộ là cố vấn quân sự Trung Quốc đă có mặt tại Syria, huấn luyện quân đội Damas sử dụng vũ khí mua của Trung Quốc. »
TT Philippines: Máu sẽ đổ nếu TQ xâm phạm lănh thổ
Tổng thống Rodrigo Duterte tuyên bố ông sẽ nỗ lực hết sức để duy tŕ ḥa b́nh, nhưng cảnh báo Trung Quốc rằng “máu sẽ đổ” nếu Bắc Kinh xâm phạm chủ quyền của nước ông.
Theo hăng tin AP, ông Duterte nói như vậy khi đề cập tới vấn đề tranh chấp lănh hải với Trung Quốc khi phát biểu trước các binh sĩ nước này ở phía đông thủ đô Manila hôm 24/8.

Anh Huỳnh Đắc Luân, một người Việt sinh sống và làm việc ở Manila, cho VOA Việt Ngữ biết rằng anh “ủng hộ” tuyên bố của ông Duterte.
Anh nói thêm:
“Nếu như ḿnh cứ dễ dăi với người Trung Quốc th́ người Trung Quốc sẽ ngày càng lấn át. Với lại, bên Philippines có bảo trợ của Mỹ nên Philippines có thể có đặc quyền để chống lại Trung Quốc. C̣n nước Việt Nam ḿnh th́ không có được bảo trợ của các nước đồng minh nên hơi yếu thế hơn. Em là người Việt Nam nhưng em vẫn ủng hộ ông tổng thống [chuyện] nếu như xâm lấn th́ sẽ đổ máu để bảo vệ chủ quyền. Việt Nam, Philippines và các nước Đông Nam Á cùng với Nhật Bản và Mỹ nếu mà có thể hợp lại để chống Trung Quốc th́ rất là tốt”.
Hồi đầu tháng Tám, gần 200 người biểu t́nh Việt Nam và Philippines đă tuần hành bên ngoài lănh sự quán Trung Quốc ở thành phố Makati nằm ở phía nam thủ đô Manila, kêu gọi Bắc Kinh tuân thủ phán quyết của Ṭa Trọng tài Liên Hiệp Quốc.
Trước đó, Thượng nghị sĩ John McCain, Chủ tịch Ủy ban Quân vụ Thượng viện Mỹ, lên tiếng kêu gọi Việt Nam theo chân Philippines, thách thức tuyên bố chủ quyền của Trung Quốc ở biển Đông.
Trong một diễn biến khác có liên quan, trả lời hăng tin AFP hôm 24/8 trước chuyến thăm của Tổng thống Pháp tới Việt Nam vào tháng tới, Chủ tịch Trần Đại Quang bày tỏ hy vọng rằng “Pháp và các nước khác sẽ giúp hạ giảm căng thẳng ở biển Đông”.
Theo Đại sứ quán Pháp ở Hà Nội, ông Hollande sẽ thăm Việt Nam từ ngày 5 tới 7 tháng Chín. Thông cáo có đoạn: “Chuyến thăm này sẽ là dịp để nhấn mạnh mối quan hệ tốt đẹp giữa hai nước, đề cập tới mọi chủ đề khu vực và song phương và thăm ḍ những triển vọng hợp tác mới”.
Ấn Độ đặt tên lửa Brahmos ở vùng biên giới, Bắc Kinh lo ngại

Theo hăng tin Anh Reuters, đây là lời cảnh cáo của Bắc Kinh đối với việc New Delhi dự trù triển khai tên lửa hành tŕnh Brahmos dọc theo vùng biên giới đang tranh chấp với Trung Quốc.

Trong buổi họp báo hàng tháng, phát ngôn viên bộ Quốc Pḥng Trung Quốc Ngô Khiêm (Wu Qian) khằng định rằng việc duy tŕ ḥa b́nh và ổn định ở vùng biên giới là một « đồng thuận quan trọng » mà cả hai nước đă đạt được, do vậy Ấn Độ không nên làm ngược lại đồng thuận đó.
Theo hăng Reuters, giới chức quân sự Ấn Độ cho biết là họ muốn trang bị hỏa tiễn Brahmos cho các đơn vị triển khai ở vùng biên giới Trung Quốc, hầu tăng cường năng lực pḥng thủ khu vực.
Brahmos là là loại tên lửa hành tŕnh siêu thanh mà Ấn Độ hợp tác với Nga để sản xuất. Đây là một trong những loại vũ khí tối tân Ấn Độ, có thể được phóng đi từ chiến hạm, tàu ngầm, máy bay hoặc từ các bệ phóng trên mặt đất.
Tranh chấp lănh thổ là một cai gái dai dẳng trong quan hệ Ấn-Trung. Bắc Kinh đ̣i chủ quyền trên một vùng đất rộng 90.000 cây số vuông do Ấn Độ kiểm soát ở phía đông rặng núi Himalaya, trong lúc New Delhi tố cáo Trung Quốc chiếm một vùng rộng 36.000 cây số vuông ở vùng cao nguyên Aksai Chin ở phía tây. Ấn Độ c̣n tố cáo Trung Quốc tiếp tay cho Pakistan - đối thủ truyền thống của New Delhi – trong lúc th́ Bắc Kinh không muốn New Delhi can thiệp vào Biển Đông.
Thủ tướng Ấn Độ Narendra Modi sẽ đến Trung Quốc vào tháng 9 tới đây để tham gia hội nghị thượng đỉnh G20, và sẽ có cuộc gặp song phương với chủ tịch Trung Quốc Tập Cận B́nh. Trước khi ghé Trung Quốc, ông Modi sẽ thăm Việt Nam.
Mới đây, Ấn Độ đă bật đèn xanh cho việc bán tên lửa Brahmos cho Việt Nam. Theo Reuters chính phủ Ấn đă ra lệnh cho tập đoàn Brahmos Aerospace, hăng làm ra loại tên lửa này, là đẩy nhanh tiến độ sản xuất để có thể bán cho 5 quốc gia, với Việt Nam đứng đầu danh sách.

Hăng tin Nhật Bản Kyodo, trích dẫn một số quan chức bộ Quốc Pḥng Nhật Bản cho biết là nhân cuộc hội đàm tại Tokyo, Bộ trưởng Quốc pḥng Nhật Bản Tomomi Inada và đồng nhiệm Úc bà Marise Payne cũng khẳng định rằng họ sẽ kêu gọi Trung Quốc kiềm chế các hoạt động tăng cường quân sự tại Biển Đông.
Ngay sau khi Ṭa án Trọng tài Thường trực La Haye ra phán quyết về Biển Đông ngày 12/07, Nhật Bản và Úc đă lên tiếng cho rằng phán quyết quốc tế đó mang tính ràng buộc về mặt pháp lư, hàm ư rằng Trung Quốc phải tuân thủ. Tuy nhiên Bắc Kinh đă giận dữ bác bỏ phán quyết này.
Phát biểu trước lúc hội đàm, bà bộ trưởng Quốc Pḥng Nhật Bản Inada xác nhận rơ là bà đă được « Chỉ thị rơ ràng của Thủ tướng Shinzo Abe để thúc đẩy hợp tác quốc pḥng giữa Nhật Bản và Úc. ». Hai bộ trưởng cũng khẳng định kế hoạch tổ chức một cuộc họp « 2+2 » bao gồm hai bộ trưởng Quốc Pḥng và Ngoại Giao từ nay đến cuối năm tại Tokyo.

How does the unthinkable happen? As we wind our way to the 100th anniversary of the events that culminated in World War I, the question of unexpected wars looms large. What series of events could lead to war in East Asia, and how would that war play out?
The United States and China are inextricably locked in the Pacific Rim’s system of international trade. Some argue that this makes war impossible, but then while some believed World War I inevitable, but others similarly thought it impossible.
In this article I concentrate less on the operational and tactical details of a US-China war, and more on the strategic objectives of the major combatants before, during, and after the conflict. A war between the United States and China would transform some aspects of the geopolitics of East Asia, but would also leave many crucial factors unchanged. Tragically, a conflict between China and the US might be remembered only as “The First Sino-American War.”
How the War Would Start
Fifteen years ago, the only answers to “How would a war between the People’s Republic of China and the United States start?” involved disputes over Taiwan or North Korea. A Taiwanese declaration of independence, a North Korean attack on South Korea, or some similar triggering event would force the PRC and the US reluctantly into war.
This has changed. The expansion of Chinese interests and capabilities means that we can envision several different scenarios in which direct military conflict between China and the United States might begin. These still include a Taiwan scenario and North Korea scenario, but now also involve disputes in the East and South China Seas, as well as potential conflict with India along the Tibetan border.
The underlying factors are the growth of Chinese power, Chinese dissatisfaction with the US-led regional security system, and US alliance commitments to a variety of regional states. As long as these factors hold, the possibility for war will endure.
Whatever the trigger, the war does not begin with a US pre-emptive attack against Chinese fleet, air, and land-based installations. Although the US military would prefer to engage and destroy Chinese anti-access assets before they can target US planes, bases, and ships, it is extremely difficult to envisage a scenario in which the United States decides to pay the political costs associated with climbing the ladder of escalation.
Instead, the United States needs to prepare to absorb the first blow. This doesn’t necessarily mean that the U.S. Navy (USN) and U.S. Air Force (USAF) have to wait for Chinese missiles to rain down upon them, but the United States will almost certainly require some clear, public signal of Chinese intent to escalate to high-intensity, conventional military combat before it can begin engaging Chinese forces.
If the history of World War I gives any indication, the PLA will not allow the United States to fully mobilize in order to either launch a first strike, or properly prepare to receive a first blow. At the same time, a “bolt from the blue” strike is unlikely. Instead, a brewing crisis will steadily escalate over a few incidents, finally triggering a set of steps on the part of the US military that indicate to Beijing that Washington is genuinely prepared for war. These steps will include surging carrier groups, shifting deployment to Asia from Europe and the Middle East, and moving fighter squadrons towards the Pacific. At this moment, China will need to decide whether to push forward or back down.
On the economic side, Beijing and Washington will both press for sanctions (the US effort will likely involve a multilateral effort), and will freeze each others assets, as well as those of any co-belligerents. This will begin the economic pain for capital and consumers across the Pacific Rim, and the rest of the world. The threat of high intensity combat will also disrupt global shipping patterns, causing potentially severe bottlenecks in industrial production...
How do the Allies Respond
Mỹ - Ấn kư kết thỏa thuận hợp tác quốc pḥng
Quan ngại trước đà gia tăng ảnh hưởng của Trung Quốc tại châu Á, Hoa Kỳ và Ấn Độ hôm qua 29/08/2016, đă đạt được thỏa thuận hợp tác quốc pḥng, một ngày trước khi khai mạc chương tŕnh “ Đối thoại chiến lược và thương mại ” lần hai, dự kiến diễn ra ngày hôm nay 30/08/2016 tại New Dehli.

Trong một thông cáo chung của hai chính phủ, cả hai bộ trưởng Quốc Pḥng Ashton Carter và Manohar Parrikar hôm qua tại Washington đă kư kết một thỏa thuận hợp tác dự kiến mở cửa các khu căn cứ quân sự giữa đôi bên cho các hoạt động bảo tŕ và cung cấp thiết bị quốc pḥng.
Theo bộ trưởng Quốc Pḥng Mỹ, hợp tác song phương này sẽ tạo điều kiện dễ dàng cho các chiến dịch quân sự chung trên phương diện hậu cần. AFP nhận định là thỏa thuận trên sẽ mang lại lợi thế cho kế hoạch “ xoay trục ” từ châu Mỹ sang châu Á của Hoa Kỳ nhằm tạo đối trọng với ảnh hưởng của Trung Quốc.
Kể từ những năm 2000, trên phương diện quốc pḥng, hai bên đă xích lại gần nhau một cách ngoạn mục. Quan hệ Mỹ - Ấn luôn gặp khó khăn trong suốt giai đoạn Chiến tranh lạnh, do việc New Dehli tuy là trung lập, nhưng có phần hơi ngả theo khối Xô viết. Bên cạnh đó, Washington cũng đă đề ra những biện pháp trừng phạt quốc tế chống lại các vụ thử hạt nhân của Ấn Độ năm 1998.
Trong khuôn khổ chương tŕnh “ Đối thoại chiến lược và thương mại ” lần hai, hôm nay ngoại trưởng John Kerry có buổi gặp với thủ tướng Ấn Độ Narendra Modi. Lănh đạo Ấn Độ trong chuyến công du Hoa Kỳ hồi tháng 6/2016 đă đề nghị với Washington tăng cường hơn nữa hợp tác kinh tế và quân sự giữa đôi bên, với tham vọng tăng gấp 5 lần khối lượng trao đổi mậu dịch lên 500 tỷ đô-la/ năm.

Lào có dấu hiệu xa lánh Trung Quốc
Tổng thống Mỹ đương nhiệm đầu tiên công du Lào trong bối cảnh quốc gia Đông Nam Á này vừa thay đổi ban lănh đạo. Vốn chịu ảnh hưởng của Bắc Kinh, liệu với thượng đỉnh ASEAN lần thứ 28 và sự có mặt của ông Barack Obama có là cơ hội để Vientiane mạnh dạn giữ khoảng cách với Trung Quốc, thắt chặt thêm quan hệ với Việt Nam và [URL="http://vi.rfi.fr/viet-nam/20160829-lao-co-dau-hieu-xa-lanh-trung-quoc"]thân thiện hơn với Mỹ ?[/URL]
Hiếm khi nào Cộng ḥa Dân chủ Nhân dân Lào lại được chú ư nhiều đến như lần này. Trong cương vị chủ tịch luân phiên Hiệp Hội các nước Đông Nam Á, Lào tổ chức thượng đỉnh ASEAN lần thứ 28 mở ra từ ngày 06 đến 08/09/2016 với sự tham gia của nhiều lănh đạo cao cấp, đặc biệt là sự có mặt của tổng thống Hoa Kỳ, Barack Obama.
Theo giới phân tích, đối với chủ nhân Nhà Trắng, thượng đỉnh Vientiane 2016 là cơ hội để tiếp tục thúc đẩy chính sách « xoay trục » của Washington sang Châu Á, nhằm đối phó với đà vươn lên cả về mặt kinh tế lẫn quân sự của Trung Quốc trong khu vực.
Lào, một quốc gia nhỏ bé với 7 triệu dân, có đường biên giới chung với Trung Quốc và Việt Nam cho nên về mặt kinh tế, chính trị, Vientiane lệ thuộc nhiều vào hai nước láng giềng này.
Với Trung Quốc, Lào có đường biên giới phía bắc. Năm 2015 Trung Quốc đầu tư khoảng 1 tỉ đô la vào nước Cộng ḥa Dân chủ Nhân dân Lào, cao hơn gấp đôi so với một năm trước đó. Khách sạn do người Trung Quốc quản lư mọc lên như nấm trong thời gian gần đây. Bên cạnh đó là hàng loạt các dự án đầu tư của Trung Quốc vào nông nghiệp hay các dự án xây dựng đập thủy điện.
C̣n với Việt Nam, Lào chia sẻ một đường biên giới dài hơn 2100 cây số, Việt Nam là cửa ngơ mở ra đại dương.Trong mắt chính quyền Hà Nội, th́ Lào là cánh cổng để hàng hóa của Việt Nam dễ tiếp cận hơn với thị trường Thái Lan và c̣n hơn thế nữa. Thêm vào đó, Việt Nam, Lào và Trung Quốc cùng chia sẻ ḍng sông Mêkông.
Về mặt chiến lược, Việt Nam và Trung Quốc cùng chiếm vị trí hết sức quan trọng đối với Lào. Vientiane tham vọng trở thành nguồn cung cấp thủy điện cho các nước lân cận, nhờ khai thác các nhà máy được xây dựng bên ḍng sông Mêkong. C̣n nh́n từ phía Bắc Kinh th́ Lào là cổng vào Đông Nam Á trên con đường tơ lụa thế kỷ 21 của Trung Quốc.
Tuy nhiên, theo giới quan sát, cho đến thời gian rất gần đây, chính phủ Lào có khuynh hướng ngả về phía Trung Quốc nhiều hơn là về phía Việt Nam. Đặc biệt là trên hồ sơ tranh chấp chủ quyền ở Biển Đông, Lào từng bị chỉ trích là đă bị Bắc Kinh mua chuộc.
Vientiane c̣n là một quốc gia khép kín. Ít có thông tin về chính sách đối ngoại của quốc gia này, nhưng theo một nhà ngoại giao phương Tây được hăng tin Reuters trích dẫn, dường như đang có một số thay đổi về mặt chiến lược của Lào.
Trước hết là phó thủ tướng Somsavat Lengsavat, một nhân vật nổi tiếng là thân Bắc Kinh đă về hưu. Ông này là người đă bật đèn xanh cho dự án đường sắt Trung Quốc tại Lào, tổng trị giá đầu tư lên tới 7 tỷ đô la. Có điều dự án đầy tham vọng nói trên ngày càng bị công luận chỉ trích v́ cho là bất lợi cho phía Lào.
Một dấu hiệu thứ nh́ cho thấy, Vientiane đang thắt chặt hơn quan hệ với Việt Nam là kể từ khi thay đổi chính phủ Lào hồi tháng 4/2016, nhiều người thân cận với tân thủ tướng Thongloun Sisoulith từng được đào tạo tại Hà Nội. Bản thân thủ tướng Lào th́ đă dành chuyến công du nước ngoài đầu tiên để đến Việt Nam.
Hơn nữa, về mặt văn hóa, Lào cũng gần gũi với Việt Nam hơn là với Trung Quốc. Cuối cùng, trong hợp tác về kinh tế, Lào ngày càng bất măn với thái độ ỉ lớn ăn hiếp nhỏ của các doanh nhân Trung Quốc. Đó cũng là một yếu tố giải thích v́ sao, cho dù phải dựa nhiều vào Bắc Kinh nhưng Vientiane vẫn thận trọng với đối tác quá to lớn này.
Sau cùng, thêm một dấu hiệu thứ ba cho thấy Lào đang giữ khoảng cách với Trung Quốc đó là, tại hai cuộc họp ASEAN gần đây, khác với phái đoàn Cam Bốt, đại diện của Vientiane đă dè dặt hơn trong việc bênh vực Bắc Kinh về hồ sơ Biển Đông.
Vẫn Reuters trích dẫn lời một người trong cuộc cho rằng, chính quyền mới ở Vientiane có vẻ thân thiện với Việt Nam hơn, th́ việc tổng thống Mỹ công du nước Lào « sẽ không bao giờ là quá trễ ». C̣n theo lời một chuyên gia thuộc Trung tâm Nghiên cứu Quốc tế và Chiến lược ở Washington, « Lợi ích chiến lược của Hoa Kỳ ở Lào là chứng kiến quốc gia này thể hiện được mức độ tự chủ chiến lược nhất định, v́ Washington không muốn thấy Lào thân Trung Quốc như Cam Bốt »

Within hours of the Brussels attacks earlier this month we learned that rogue terrorists presumably operating under the banner of the Islamic State had set their sights on a high-value target so significant that it could have left hundreds of thousands of people dead.

According to investigators, the terrorists who carried out the attacks had been actively planning to take over and/or target a nuclear power plant. They went so far as to plant hidden cameras at the power plant director’s home so they could monitor his movements and even killed a security guard in the process.
The plan, which failed to come to fruition, called not just for suicide bombing several dozen civilians, but for turning Western Europe into radioactive wasteland for the next several thousand years.
The threat is most certainly real and senior officials from Europe to the United States are now warning of the potential for a large-scale nuclear attack:
Security officials warn that the ingredients for a nuclear device or a “dirty bomb” are alarmingly insecure.
“We know that terrorist organizations have the desire to get access to these raw materials and to have a nuclear device,” said Ben Rhodes, Obama’s deputy national security adviser.

The havoc such an attack could wreak in an urban area such as New York or London is concerning enough that leaders scheduled a special session on the threat during the two-day summit. U.S. officials said the leaders would discuss a hypothetical scenario about a chain of events that could lead to nuclear terrorism.

Officials have known for months that chemical, biological, radiological and nuclear (CBRN) weapons of mass destruction have been smuggled undetected into Europe. In December of last year Swiss police identified and arrested two terrorists suspected of transporting toxic chemical gases and explosives, which were believed to be part of a plot for a future attack.
At this point, with lax border security in Europe and the United States, the potential for coordinated and devastating attacks has grown exponentially. Moreover, as we learned with Brussels where the threat to their nuclear facilities was identified well in advance but nothing was done to improve security, the reality is that the bureaucracy inherent within our governments makes it all the more likely that terrorists will eventually carry out a successful attack using CBRN weapons.
