The wrong number to use anyway
Now, even if the US economy continues improving—as most expect—it doesn’t mean that labor-force participation will rebound. Rather, it’s likely to keep declining for at least the next 10 years, as the baby-boomers continue to age out of the workforce. (CBO estimates that labor force participation will be at 60.8% in 2024.)
There are several causes for that drop. An analysis in August by the President's Council of Economic Advisers suggests that about half of the drop comes from structural, demographic factors: the baby boomers, an immensely large cohort of Americans, are getting older and starting to retire.
The Council of Economic Advisers found that the other half of the drop in labor-force participation came from cyclical factors tied to the Great Recession. In addition to the normal falloff in participation seen in other recessions, the depth and severity of the Great Recession pushed millions of Americans to the sidelines, discouraging them from even looking for work.
In recent months, the labor-force participation rate has mostly ticked up or held steady, possibly indicating a tightening labor market as people who were previously discouraged from looking for work move back into the labor market.
