Cả Mỹ lẫn Trung Quốc vào hôm nay 28/04/2012, đều không b́nh luận ǵ về khả năng vị luật sư mù Trần Quang Thanh đang ở trong Đại sứ quán Mỹ ở Trung Quốc. Sự im lặng này thể hiện một thái độ bối rối rơ rệt từ cả hai phía v́ đây là một sự kiện có thể tác hại uy tín của cả hai chính quyền nếu không được giải quyết thỏa đáng.

Theo nhận định của hăng tin Pháp AFP, nếu được chứng thực, sự hiện diện của vị luật sư Trung Quốc - vừa trốn khỏi nơi ông bị quản thúc - bên trong cơ sở ngoại giao Mỹ tại Bắc Kinh có thể làm quan hệ giữa Bắc Kinh và Washington căng thẳng thêm trong bối cảnh hai bên không phải hoàn toàn thuận thảo lắm do các hồ sơ như tỷ giá đồng nhân dân tệ Trung Quốc hay sự can dự sâu hơn của Mỹ vào Biển Đông.
Vào tuần tới, Ngoại trưởng Mỹ Hillary Clinton và Bộ trưởng Tài chính Mỹ Timothy Geithner sẽ đến Bắc Kinh tham gia cuộc Đối thoại Chiến lược Kinh tế Mỹ Trung thường kỳ giữa hai nước, một cuộc họp trên nguyên tắc là nhằm giảm bớt căng thẳng giữa hai cường quốc. Thế nhưng, vụ Trần Quang Thành xuất hiện khiến cho Ngoại trưởng Mỹ không thể không nêu lên.
Đối với bản thân bà Hillary Clinton, t́nh thế rất tế nhị v́ cho đến nay, bà Clinton đă nhiều lần lên tiếng về trường hợp của ông Trần Quang Thành, nên khó có thể giữ im lặng để tạo ḥa khí. Tổ chức đấu tranh cho nhân quyền tại Trung Quốc ChinaAid, trụ sở tại Mỹ đă không ngần ngại lên tiếng nhắc nhở về nghĩa vụ của Hoa Kỳ.
Trong một bức thư điện tử, ông Phó Hy Thu, chủ tịch của tổ chức này xác định : "Do việc trường hợp của ông Trần Quang Thành được rất nhiều người biết đến, chính quyền Obama phải kiên quyết bảo vệ ông nếu không muốn bị mất uy tín của một nước thành tŕ của tự do và Nhà nước pháp quyền ». Đối với ông Phó Hy Thu, ḷng khâm phục Hoa Kỳ của giới bất đồng chính kiến Trung Quốc bắt nguồn từ chính những lúc như thế này.
Tuy nhiên, đối với Hoa Kỳ, nếu quả thực là họ được nhà ly khai Trần Quang Thành xin che chở, vấn đề đề đặt ra là phải xử lư sao cho hợp lư để không làm cho Bắc Kinh nổi cơn thịnh nộ.
Mọi người c̣n nhớ vụ nhà bất đồng chính kiến nổi tiếng nhất Trung Quốc là giáo sư Phương Lệ Chi (biệt danh là Sakharov Trung Quốc), đă trốn vào đại sứ quán Mỹ ở Bắc Kinh ngay sau khi phong trào Mùa xuân Bắc Kinh bị đàn áp năm 1989. Ông đă phải tỵ nạn một năm ṛng ră ở đấy, trong khi chờ đợi cuộc đọ sức giữa Washington và Bắc Kinh ngă ngũ. Ông đă qua Mỹ sau đó, và mới qua đời hồi tuần qua.
Theo giới quan sát, vào khi ấy, Bắc Kinh c̣n ở trong một vị thế yếu. Nhưng ngày nay th́ khác, Hoa Kỳ c̣n cần đến Trung Quốc trong nhiều lănh vực, đặc biệt trong những vấn đề quốc tế hay kinh tế. Trong t́nh h́nh đó, nếu Bắc Kinh có quan điểm cứng rắn trên hồ sơ Trần Quang Thành, khả năng ứng phó của Hoa Kỳ chưa biết ra sao.
C̣n đối với Bắc Kinh cũng thế, hồ sơ Trần Quang Thành rất tế nhị. Đang phải nhức đầu với những tai tiếng, ‘tin đồn’ gắn liền với vụ Bạc Hy Lai, sự kiện ông Trần Quang Thành đào thoát và trốn được vào ṭa đại sứ Mỹ đă làm cho uy tín chính quyền thêm sứt mẻ.
Hơn nữa, ông Trần Quang Thành lại có rất nhiều người ủng hộ ngay tại Trung Quốc, điều đó lại càng đẩy chế độ vào một t́nh thế tế nhị.

Sau nhiều ngày im lặng, truyền thông chính thức Trung Quốc đă chính thức lên tiếng về vụ Trần Quang Thành bỏ trốn. AFP dẫn nguồn tin của Tân Hoa Xă hôm nay 02/05/2012 cho biết, luật sư khiếm thị Trần Quang Thành đă « t́nh nguyện » rời khỏi sứ quán Mỹ tại Bắc Kinh, sau 6 ngày trú trong đó. Chính quyền Trung Quốc đă lên án thái độ của Hoa Kỳ trong vụ việc này.
Trước đó vài giờ, một quan chức ngoại giao Hoa Kỳ cũng đă nói rằng luật sư Trần đă được « đưa đến một cơ sở y tế » và « đoàn tụ với gia đ́nh ». Tuy nhiên quan chức này không khẳng định việc nhà đấu tranh Trần Quang Thành có trú trong cơ quan ngoại giao của Mỹ hay không.
Trong khi đó, phát ngôn viên bộ Ngoại giao Trung Quốc, Lưu Vi Dân tuyên bố : « Cần phải nhấn mạnh rằng sứ quán Mỹ tại Trung Quốc đă sử dụng những phương tiện không b́nh thường để đưa công dân Trung Quốc Trần Quang Thành vào trong sứ quán. Trung Quốc rất bất b́nh về việc này ».
Bộ Ngoại giao Trung Quốc khẳng định « cách xử lư vụ việc này của phía Mỹ là can thiệp vào công việc nội bộ của Trung Quốc. Đây là điều mà Trung Quốc không thể chấp nhận được ». Theo ông Lưu Vi Dân : "Trung Quốc yêu cầu Mỹ xin lỗi về vụ này, điều tra rốt ráo vụ việc, trừng phạt những ai có trách nhiệm, và bảo đảm những vụ như thế không tái diễn."
Thông báo của chính quyền Trung Quốc chính thức khẳng định Trần Quang Thành trú trong sứ quán Mỹ được đưa ra đúng vào lúc mà Ngoại trưởng Mỹ Hillary Clinton tới Bắc Kinh dẫn đầu phái đoàn tham gia cuộc đối thoại chiến lược và kinh tế hàng năm giữa hai nước. Sự kiện này có thể ảnh hưởng đến bầu không khí và cả nội dung của cuộc đối thoại tại Bắc Kinh.
Luật sư mù, Trần Quang Thành, tuần trước đă trốn thoát một cách bất ngờ khỏi nơi ông bị quản thúc tại gia trong tỉnh Sơn Đông. Thông tin được đưa ra hôm thứ Sáu. Sau đó từ nơi trú ẩn, Trần Quang Thành đă gửi một thông điệp bằng video tới Thủ tướng Ôn Gia Bảo.
Bạn bè của nhà ly khai và một số nguồn thạo tin khác đều khẳng định ông Trần Quang Thành đang trú trong sứ quán Mỹ.

Hôm nay 04/05/2012, phát ngôn viên Bộ Ngoại giao Trung Quốc cho rằng ông Trần Quang Thành có thể nộp đơn xin đi du học. Có lẽ đây là giải pháp dung ḥa ít làm cho Bắc Kinh mất mặt nhất từ khi nhà bảo vệ nhân quyền này vào sứ quán Mỹ lánh nạn. Hôm qua, Trần Quang Thành đă gây thêm « ấn tượng » khi ông điện thoại trực tiếp vào Quốc hội Mỹ.
Theo AFP, luật sư mù Trần Quang Thành tuyên bố với hăng thông tấn Pháp là sinh mạng của ông bị « đe dọa » và hy vọng rằng chính phủ Trung Quốc sẽ tôn trọng lời hứa kư kết với Mỹ bảo vệ quyền công dân.
Trong khi đó trên mạng của Bộ Ngoại giao Trung Quốc, phát ngôn viên Lưu Vi Dân tuyên bố là nếu Trần Quang Thành muốn xuất ngoại th́ với tư cách là công dân Trung Quốc, ông có thể đệ đơn xin theo thủ tục. AP cho đấy là tín hiệu phía Bắc Kinh muốn t́m một giải pháp thỏa đáng nhất để giải quyết chuyện đau đầu Trần Quang Thành.
Hôm qua, nhà tranh đấu này đă có thêm một sáng kiến độc đáo vận động công luận quốc tế. Lần đầu tiên trong lịch sử Hoa Kỳ, một buổi thảo luận tại Quốc hội bị gián đoạn v́ một cú điện thoại. Người ở đầu dây là luật sư Trần Quang Thành. Từ giường bệnh trong bệnh viện Chiêu Dương ông cầu cứu lập pháp Hoa Kỳ.
Từ Washington, thông tín viên Raphaël Reynes tường thuật :
" Thật là một cảnh tượng chưa từng thấy nếu không muốn nói là “siêu thực”. Vào giữa lúc một ủy ban Quốc hội Mỹ nghe điều trần về trường hợp của luật sư mù Trần Quang Thành th́ đương sự tham gia trực tiếp. Ông phát biểu qua điện thoại di động do một người bạn cầm trên tay đặt cạnh micro.
“Tôi muốn gặp bà Hillary Clinton”. Trần Quang Thành nói rơ như vậy từ căn pḥng của bệnh viện tại Bắc Kinh. Sau đó, ông giải thích là “hy vọng được bà giúp đỡ nhiều hơn và muốn tạ ơn ” Ngoại trưởng Mỹ.
Trần Quang Thành lược kê những sự lo ngại của ông cho sinh mạng của người thân nhất là mẹ và người anh trai. Chủ tịch ủy ban Hạ viện đặc trách về nhân quyền Trung Quốc, dân biểu Christ Smith tức khắc lên tiếng hậu thuẫn ông Trần Quang Thành. Xin trích: “ Trường hợp của ông là một cuộc trắc nghiệm thực sự đối với Trung Quốc (mà chính quyền) đă từng cam kết bảo đảm an toàn cho ông, điều mà chúng tôi lo ngại. Nhưng đây cũng là một trắc nghiệm cho phía Hoa Kỳ để xem nhân quyền có ư nghĩa thật sự hay không”.
Sau đó, vị dân biểu đảng Cộng ḥa này đă gọi điện thoại cho Ngoại trưởng Hillary Clinton yêu cầu bà đến tận bệnh viện thăm ông Trần Quang Thành. Trong lời nhắn nhủ vị luật sư mù đang mong được giúp đỡ, dân biểu Christ Smith tuyên bố: “ Ông, gia đ́nh ông và những người hậu thuẫn ông sẽ phải lên một chuyến máy bay sang Hoa Kỳ”.
Theo AFP, thông tin từ Hoa Kỳ cho biết là Trung Quốc đă chấp thuận cung cấp cho ông Trần Quang Thành và gia đ́nh ông “ giấy thông hành” (có lẽ là hộ chiếu) trong thời hạn được gọi là “sớm nhất”.
Phát ngôn viên Bộ Ngoại giao Mỹ Victoria Nuland cho biết thêm là Hoa Kỳ sẽ nhanh chóng cấp visa nhập cảnh cho gia đ́nh ông Thành và gia đ́nh ông. Tại Bắc Kinh, Ngoại trưởng Mỹ tuyên bố là đă có “tiến triển”.

BEIJING – Chen Guangcheng (Trần Quang Thành), người mù bất đồng chính kiến Trung Quốc đă là tựa đề những bản tin quốc tế khi vào tạm trú ở Đại sứ quán Mỹ tại Bắc Kinh, đă được Đại sứ Mỹ Gary Locke hộ tống khỏi lănh thổ ngoại giao.
Tin cho hay ông Chen được điều trị tại Bệnh viện Chaoyang (Triều Dương) tại Bắc Kinh trong khi vợ và con gái của ông đang ời Sơn Đông để gia đ́nh đoàn tụ. Có tin cho hay ông Trần Quang Thành, đă nói rằng ông không muốn rời khỏi Trung Quốc, sẽ được phép di chuyển đến một vùng khác ở Trung Quốc, không phải sống với quan chức ở Sơn Đông, những có trách nhiệm quản thúc tại gia người luật sư tự học 40 tuổi ở làng Dongshigu (Đông Thạch Cổ) của ông trong 20 tháng qua.

(CNN) – Khi người mù bất đồng chính kiến Trung Quốc Trần Quang Thành (Chen Guangcheng) tổ chức cuộc trốn thoát ly kỳ khỏi nơi bị bắt giữ, ông đă t́m sự bảo vệ của người Mỹ tại Đại sứ quán Hoa Kỳ ở Bắc Kinh.

Hoa Kỳ cho biết một thỏa thuận với Trung Quốc là ông Chen sẽ được trả tự do, được phép di chuyển cùng với gia đ́nh đến một vùng khác và được theo học tại trường đại học. Tuy nhiên, Chen đă nói với CNN rằng chính phủ Mỹ đă làm ông thất vọng. Hoa Kỳ khẳng định rằng người hoạt động nhân quyền tự ư muốn rời khỏi lănh thổ ngoại giao và muốn ở lại Trung Quốc. Tuy nhiên, Chen cho biết ông lo ngại cho mạng sống của ḿnh, và sự an toàn của vợ và muốn rời khỏi Trung Quốc. Yêu cầu bất ngờ của ông Chen để tạm trú tại Đại sứ quán Hoa Kỳ đă tạo ra một t́nh thế tiến thoái lưỡng nan dễ sợ cho Washington. Vài tháng trước đây, bà Clinton đă nói thay cho ông Trần Quang Thành, khi các nhóm nhân quyền cho rằng sự quản thúc ông tại nhà là hoàn toàn bất hợp pháp.
Tuy nhiên, Chen vượt thoát đến Đại sứ quán Mỹ vào thời điểm xấu nhất khi Ngoại trưởng Clinton đang đến Bắc Kinh để họp cấp cao về các vấn đề khác rất quan trọng.
