[B]WASHINGTON [/B]— President Barack Obama has invited his Vietnamese counterpart to visit the United States this month, sources said Wednesday, looking to boost cooperation on security and trade despite concerns over the communist state's rights record.
President Truong Tan Sang's visit would be only [B]the second by a Vietnamese head of state to Washington [/B]since the former war adversaries normalized relations and comes as both governments see growing common interests. Two people familiar with the trip plans, who were not allowed to be quoted by name, told AFP that Obama has invited Sang to the White House during the last week of July. The White House and Vietnamese embassy declined immediate comment.
Vietnam has been eager to expand military cooperation with the United States as Southeast Asian nations accuse a rising China of increasingly aggressive tactics to exert territorial disputes. While tensions remain high between China and the Philippines, friction has appeared to ease between Beijing and Hanoi in the run-up to Obama's decision to invite Sang.
The Vietnamese president visited Beijing last month to discuss disputes. Chinese state media said that the historic rivals agreed to establish a hotline to resolve incidents involving fishing boats in the hotly contested South China Sea.
But the growing US relationship with Vietnam has faced sustained criticism on Capitol Hill, which accuse the administration of paying only lip service to calls on Vietnam to improve human rights. Representative Frank Wolf, a Republican from Virginia, charged that the Obama administration has been "incredibly weak" in promoting human rights in Vietnam and elsewhere.
[I]"If you voted for Obama and you thought that he was going to be an advocate for human rights and religious freedom in Vietnam, you have been cheate[/I]d," Wolf told AFP.
"[I]He is the worst president we have ever had on this issue[/I]," he said.
Administration officials who testified before Congress last month said that Vietnam's human rights record was deteriorating, with the country holding more than 120 political prisoners and stepping up curbs on the Internet. The stance of Congress comes in part because of appeals from Vietnamese American constituents, many of whom fled communist rule.
Duy Hoang, a spokesman for Viet Tan, a US-based advocacy group banned by Hanoi, said that Obama should press Sang to institute "true political freedom" and to free prisoners including the prominent Catholic dissident lawyer Le Quoc Quan.
Obama has made Southeast Asia a priority, seeing an opportunity to build relations with a region that has posted high economic growth rates and is mostly friendly to the United States. Since the start of his second term, Obama has met at the White House with the leaders of Singapore, Brunei and -- in a visit that would have been unthinkable before recent democratic reforms -- Myanmar. The United States has also been expanding commercial relations with Vietnam, which is one of a dozen nations negotiating the US-backed Trans-Pacific Partnership.
The Obama administration has envisioned the pact as the basis for a new order, which would set rules for the Asia-Pacific region at a time of rapid change marked by China's rise.
Presidents Bill Clinton normalized relations with Vietnam and paid a landmark visit of reconciliation in 2000. President George W. Bush also visited in 2007 for an Asia-Pacific summit. The only previous Vietnamese president since the war to visit the White House was Nguyen Minh Triet in 2007 at Bush's invitation. Protesters trailed his six-day US visit.
Sang visited Hawaii last year for an Asia-Pacific summit and Vietnamese prime ministers have visited Washington several times since 2005.
Secretary of State John Kerry, a Vietnam veteran who was active in normalization of relations, has said that he plans to visit Hanoi soon.

[B]Tại sao Hoa Kỳ lại có vẻ thay đổi quan điểm về nhân quyền và mời chủ tịch Việt Nam tới thăm Hoa Kỳ?[/B] Câu trả lời có thể nằm ở chính sách tái cân bằng và tiến triển gần đây trong quan hệ Việt - Trung theo sau chuyến thăm của ông Sang tới Bắc Kinh.
Việt Nam cũng đang t́m cách cân bằng quan hệ với Trung Quốc và Hoa Kỳ. Hà Nội đă vận động trong ít nhất một năm trở lại đây để Tổng thống Obama tới thăm. Hồi tháng Sáu, Thượng tướng Đỗ Bá Tỵ, Tổng tham mưu trưởng quân đội thăm Washington cùng phái đoàn cao cấp.
Liệu cả hai phía đă đồng ư được về một sự trao đi đổi lại?! Việt Nam có thể đang t́m cách đẩy mạnh quan hệ quốc pḥng với Hoa Kỳ trong khi Washington muốn thâm nhập sâu thêm vào Việt Nam. Một số nhà lănh đạo Việt Nam dường như đă kết luận rằng nếu bế tắc trong quan hệ với Hoa Kỳ không được khai thông, họ sẽ không có nhiều con bài trong quan hệ với Trung Quốc.
Việt Nam muốn Hoa Kỳ xóa bỏ Quy định về Buôn bán Vũ khí Quốc tế (ITAR) mà theo đó hiện nay Việt Nam chỉ được phép mua vũ khí không sát thương tùy từng trường hợp. Mặc dù vậy, quy định này có lẽ sẽ không được xóa bỏ.
Nhưng gần đây ITAR cũng đă được sửa đổi và cho phép bán các công nghệ và thiết bị lưỡng dụng (quân-dân sự). Khó mà có thể đoán được sự thay đổi cách nh́n của Hoa Kỳ đối với ITAR nhưng điều chắc chắn hơn là Hoa Kỳ sẽ giúp Việt Nam trong cam kết đầu tiên của họ đối với sứ mệnh ǵn giữ ḥa b́nh dưới sự bảo trợ của Liên Hiệp Quốc.
Thủ tướng Nguyễn Tấn Dũng đă công bố quyết định tham gia vào các sứ mệnh ǵn giữ ḥa b́nh của Liên Hiệp Quốc tại đối thoại Shangri-La. Chuyến thăm của ông Sang tới Hoa Kỳ là một phần cố gắng của Hà Nội nhằm có được hiệp định hiệp tác chiến lược với Washington. Tổng thống Obama sẽ cố gắng để có được những cam kết thêm nữa từ phía Việt Nam nhằm tăng cường quan hệ kinh tế thông qua Hiệp ước Xuyên Thái B́nh Dương.
Chuyến thăm của Chủ tịch Sang hứa hẹn sẽ đưa quan hệ Việt - Mỹ lên tầm cao mới trước Thượng đỉnh Á Đông tại Brunei vào tháng Mười năm nay. Có lẽ mục tiêu của Việt Nam là đẩy mạnh quan hệ trong những tháng tới để Tổng thống Obama có thể có chuyên thăm bên lề tới Việt Nam nơi hai nước sẽ kư hiệp định hợp tác chiến lược.
Việt Nam sẽ được lợi v́ hiệp định được kư trên đất của họ trong khi Hoa Kỳ cũng có lợi v́ Tổng thống Obama sẽ tới Đông Nam Á thúc đẩy chiến lược tái cân bằng.

Tôi không phải là chuyên gia về quan hệ song phương của hai nước này dù tôi là công dân của Mỹ và một người bạn thân thiết của Việt Nam. Hôm nay tôi chỉ muốn chia sẻ một số ư tưởng ban đầu của tôi về dịp nhà lănh đạo Việt-Mỹ gặp nhau.
Rơ rằng, gặp gỡ này là một cơ hội lịch sử cho nhà nước Việt Nam. Theo tôi biết bên Việt Nam đă rất mong có một gặp gỡ như thế từ lâu rồi. Nhưng, những hành vi của Hà Nôi trong một số hồ sơ như nhân quyền đă làm cho giới lănh đạo Mỹ rất khó chịu.
Việt Nam rất cần có một bước đột phá trong quan hệ với Mỹ. Có vài lư do cơ bản. Một là nền kinh tế của Việt Nam đang trong thời kỳ đặc biệt yếu kém. Dù những vấn đề nổi bật trong nền kinh tế Việt Nam chủ yếu là do chế độ quản lư và điều tiết kinh tế (economic governance regime) th́ Việt Nam dù sao cũng sẽ có lợi nếu có thể mở rộng quy mô tiếp cận thị trường Mỹ và thu hút thêm đầu tư.
Hai là hồ sơ Biển Đông Nam Á và hợp tác quân sự giữa hai nước. Dù giới lănh đạo Việt Nam phải luôn luôn coi trọng mối quan hệ với Trung Quốc, ai đều biết Việt Nam sẽ có một thế mạnh mới nếu có thể huy động sự ửng hộ của Mỹ trong vấn đề này.
Vấn đề cơ bản cho Ba Đ́nh là muốn có những bước đột phá trong hai lĩnh vực quan trọng này, phải có một số thay đổi thực sự mà chưa chắc ĐCSVN có thể làm được.
Dù tôi là người Mỹ, tôi cũng phải khẳng định nước nào cũng đều phải cẩn thận với Hoa Kỳ. Mỹ là nước giàu mạnh nhưng nhiều khi tôi không đồng t́nh với những chính sách kinh tế mà Hoa Kỳ cố gắng áp đặt đối với các nước đang phát triển. Điều đó không có nghĩa là tôi không ửng hộ cải cách kinh tế của Việt Nam.
Về chính trị tôi vẫn cho rằng cải cách hữu hiệu nhất cho Việt Nam là cho phép toàn dân tham gia vào cuộc sống chính trị của đất nước một cách công bằng, xóa bỏ việc đàn áp, và phát triển những thể chế dân chủ, khác hản với các thể chế từ 1945 đến này. Làm như thế mới thành một trong những nước tiên tiến, văn ḿnh và được thể giới tôn trọng. Hơn nữa, làm thế th́ Việt Nam và Mỹ có thể hợp tác càng ngày càng tốt hơn và thoát khỏi những kư ức buồn đă qua và hướng tới một mối quan hệ lành mạnh hơn.
Lần này giới lănh đạo Viêt Nam có thể làm những ǵ để vượt qua sự bảo thủ mà đến này vẫn là một trở ngại làm chậm sự phát triển của đất nước? Không chỉ chính phủ Mỹ muốn Việt Nam cải cách. Cũng có những người bạn quốc tế và độc lập của Việt Nam như tôi. Và quan trọng nhất là đại đa số nhân dân Việt Nam.
